DEFINITION :
Service Worker: Under immediate supervision, depending on assignment, learns and performs a variety of manual, semi-skilled and skilled duties associated with the construction, installation, operation, maintenance, and repair of the District’s domestic water distribution, wastewater treatment, and collection systems equipment and facilities.
Domestic Distribution Operator: Under immediate supervision, depending on assignment, performs semi-skilled and skilled work in the operation, maintenance, and repair of District’s domestic water distribution/transmission water system including service lines, meters, valves, and fittings; and the District’s storage, pumping, chlorination and treatment facilities; responds to technical service calls.
Essential Functions
EXAMPLES OF TYPICAL JOB FUNCTIONS :
Learns to maintain and repair waterlines and monitor and operate water systems; starts and stops well and booster pumps and checks the operation of automatic control devices; checks packing glands for proper temperature and excessive leakage.Reads and understands recording devices used in pumping operations; makes recommendations to correct water pressure or water quality problems; makes rereads on meters and turns on and off water for customers.Inspects booster and well pumps for proper operation; analyzes and corrects distribution system malfunctions; checks reservoirs for levels and damage; ensures operating switches and safety valves are properly set and secure.Troubleshoots and resolves customer complaints related to the domestic water system. Operates, inspects, maintains, and repairs domestic water pumping facilities, treatment facilities, and water disinfection facilities; identifies causes of malfunctions and repairs or replace equipment as needed.Checks, titrates, adjusts, and controls proper chemical dosage rates for wellhead disinfection and distribution chlorine residual maintenance and water treatment process; disinfects and tests domestic water wells, reservoirs, pressure tanks and manifolds; performs repairs and maintenance to piping of manifold and disinfection systems. Minimum Qualifications
MINIMUM QUALIFICATIONS:
Education: Equivalent to a High School Diploma.
Licenses and Certifications: Possession of a valid California Driver’s License, to be maintained throughout employment.
Domestic Distribution Operator: Possession of a valid Grade D1 Water Distribution Operators certification by the California State Water Resources Control Board, to be maintained throughout employment. Depending on assignment, possession of a 40-hour HAZWOPER certification or be obtained within 24 months of appointment and be maintained throughout employment.
Experience:
Service Worker: Depending on assignment, one (1) year of experience working in the plumbing, construction or automotive trades.
Domestic Distribution Operator: One (1) year of experience working in a domestic water distribution system.

- Basic principles of hydrography related to irrigation water distribution, canal systems, and lateral systems.
- Learn the practices, methods, techniques, tools, and equipment used in canal operation and maintenance and make or schedule appropriate repairs.
- Learn local agricultural crop characteristics, weather conditions, and water needs.

Ability to:

- Read, interpret, and apply a wide variety of technical information from plat book and recording devices or mechanical diagrams, manuals, schematics, or maps.

- Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

- Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
- Learn to recognize, analyze, and troubleshoot malfunctions with water meters, regulating valves, and make appropriate repairs.
- Install, repair, and maintain water meters, regulating device for accurate measurement and control of flow.
- Learn to read and understand recording devices used in pump operation and the District’s distribution systems maintenance.
- Assist in the installation of remote reading devices and pilot control devices including measurement device, pipe, and wire; read and interpret gauges and other recording devices.
- Learn to calculate water formulas and interpret applicable tables and charts.
- Learn to make determination for leak repair responsibility (District or Customer).
- Plumb copper, PVC, stainless steel, and galvanized pipe and fittings.
- Learn to Inspect, diagnose, and repair small engines and related equipment, automotive and truck braking systems.
- Implement methods and practices of collection system operations.
- Learn to operate wastewater treatment plant equipment; take wastewater and sludge samples.
- Follow an assigned route and deliver water on a timely basis.
- Learn to recognize, analyze, evaluate, and troubleshoot problems with equipment on the canal and distribution system.
