- Coordinate and oversee all accounting, procurement, and reporting functions.
- Review contracts for compliance with state, federal, and department statutes and regulations.
- Oversee electronic vendor portal unit including development of fiscal monitoring and ongoing development of efficient policies and procedures.
- Oversee statewide implementation for VR vendors and participate in future portal enhancements.
- Analyze data to continuously monitor grant funds using the SAM II financial system and case management system.
- Provide leadership team with analysis and reports of financial operations from the SAM II financial system and the case management systems.
- Collaborate on the development, ongoing review, documentation and implementation of financial policies, internal controls, procedures, and best-case practices under the direction of the coordinators and assistant commissioner to ensure alignment with federal and state requirements.
- Responsible for coordination of state and federal audit requirements.
- Coordinate with DESE accounting and procurement personnel.
- Work with DESE and the OA MOVERS team on all fiscal aspects of the transition to MOVERS.
- Assist with financial monitoring activities.
- Assist in the selection and the evaluation of personnel.
- Other duties as assigned.
Minimum Qualifications: - Master's degree in business administration, accounting, or finance from an accredited college or university with substantial course work in accounting required.
- Certified Public Accountant or Certified Government Financial Manager designation preferred.
- 4 years’ experience in administration and/or financial management.
(Other qualification and experience which in the opinion of the Commissioner of Education meet the requirements of the position may be accepted in lieu of the above).
Preferred Qualifications: - Comprehensive knowledge of MissouriBUYS and the SAM II financial management and HR systems.
- Comprehensive knowledge of general accounting principles, governmental and cost accounting systems, grants fund management, financial planning and control, and purchasing and contracting procedures.
- Considerable knowledge of federal and state laws, rules and regulations and the ability to apply guidance to the financial management of Vocational Rehabilitation, Disability Determination, Independent Living, and Veterans Education programs.
- Demonstrated ability to gather, assemble and analyze accounting data and translate into management reports.
- Proven investigative skills to analyze information and apply pertinent laws, regulations and decisions.
- Ability to plan, organize and execute processes for regular office duties, including assignment and review of the work of staff.
- Ability to express ideas and concepts effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships with all levels of staff internally and externally.
- Limited overnight travel is required.
- Regular, reliable attendance is essential.
