    About the Department

    Housed within the City Manager’s Office, the Office of Economic Development & Cultural Affairs (OEDCA) leads the implementation of San Jose’s strategic economic and cultural initiatives and programs by working with other City departments, stakeholders, private businesses, and community partners. OEDCA fulfills a critical role in strengthening the City’s long-term fiscal resiliency.

    OEDCA has four integrated divisions:
    • Business Development, focused on business attraction, expansion and retention including corporate, downtown and the small business team;
    • Real Estate, focused on revenue generation, enhancing community benefits, management of City owned property;
    • Office of Cultural Affairs, responsible for arts and cultural development; and
    • work2future, the federally funded workforce development program serving Silicon Valley.


    Position Duties

    OEDCA’s Business Development Division is the primary contact for the City’s business community.

    The Business Development team is responsible for: proactive outreach to attract new and retain existing businesses, facilitating investment in major commercial and residential site development, developing equity-led approaches to economic development, catalyzing downtown economic vitality, strengthening the small business ecosystem and local placemaking, managing business support programs, management of Foreign Trade Zone 18, business communications and marketing, as well as providing leadership and support across the City’s Community and Economic Development Service Area.

    The Business Development Senior Executive Analyst is one of 12 full-time members of the Business Development Division directly responsible for business engagement and support. This position is located within the small business team and reports to the Assistant to the City Manager in the Office of Economic Development that leads the small business team.
    The position duties include:
    • Strengthening the local business ecosystem through collaboration and impact with federal, state and county tax dollar funded business support/technical assistance service providers, non-profits, and business advocacy organizations.
    • Designing and facilitating immediate and long-term approaches for creating and supporting self-organizing neighborhood business associations including the establishment and renewal of business improvement districts.
    • Procuring, managing and evaluating the impact of a wide range of projects designed to support the San Jose economy, local neighborhoods and individual businesses.
    • Supporting equity-led economic development initiatives and enhancing the positive impact the City and its partners can affect in supporting underserved communities and business owners.
    • Promoting local entrepreneurship and the take up of business service programs relevant to the economic cycle and the needs of the business community.
    • Convening and engaging with business leaders and local groups on a broad range of economic and other relevant City led initiatives.
    • Supporting the City’s business engagement program and campaigns with active business neighborhood walks, use of webinars, and multilingual collateral.
    • Drafting memos, reports and presentations to the Small Business Advisory Committee, City Council and City Council committees as necessary.
    • Encouraging public, private, and philanthropic collaboration, and identifying new revenue and funding streams for economic and business projects/programs.
    • Responding effectively to leads and inquiries from business and property owners and maintaining a highly respected customer facing service and effective internal city-wide liaison.
    • Working collaboratively and effectively with existing team members, senior City staff, elected officials, high ranking business professionals
    • Public speaking and/or presentations at events and public meetings.
    • Supervising Executive Analyst staff and taking a proactive approach to professional development and support for colleagues in the Division.
    • Performing other duties as assigned.


    Minimum Qualifications

    Education and Experience

    Bachelor's Degree from an accredited college or university and four (4) years of professional level analytic and/or administrative experience. A Master's Degree in public administration, business administration or related field is preferred, and can be substituted for one year of the required experience.

    Required Licensing (such as driver’s license, certifications, etc.)

    -Possession of a valid California Driver’s license may be required for some assignments

    -Possession of FEMA Professional Development Series (PDS) Certificate is preferred upon hire, otherwise must be completed within one (1) year of employment.

    -Possession of FEMA Advanced Professional Series (APS) Certificate is preferred upon hire, otherwise must be completed within two (2) years of employment.

    -State of California EOC Position Credential within approximately two (2) years of employment. Must be maintained continually as a condition of employment.

    -IAEM Certified Emergency Manager within approximately six (6) years of employment. Must be maintained continually as a condition of employment.
