    The Investigation Officer regulates licensed and certified cannabis licensees as well as Department-issued identification card holders. The Division of Cannabis Regulation is new to the State of Missouri and remains in the building and implementation phase. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division with developing and continuously improving the new regulatory program. The Investigation Officer is responsible for the review and investigation of formal and informal complaints against cannabis facility licensees, certified physicians, qualifying patients, caregivers, cultivators and facility agents to ensure compliance with constitutional laws and related rules. Licensees include several different facility types that all make up the legal cannabis industry in Missouri. These include, but are not limited to, large scale facilities that grow cannabis, manufacture products, transport product, test product, and dispense products to eligible individuals.

    • Conducts in-depth reviews of assigned investigations; locating, interviewing, and preparing statements, collecting and evaluating pertinent records; obtaining and preparing evidence; preparing detailed investigative reports; facility visits and providing testimony in administrative proceedings.
    • Tracks enforcement actions taken against licensees or individuals who holds an identification card issued by the Department to ensure that a licensee or identification card holder follows through and adheres to any enforcement actions.
    • Conducts in-depth analysis of cannabis product inventory in the statewide track and trace system as related to compliance and enforcement, such as inventory and testing.
    • Coordinates with other units and bureaus within the Division regarding cannabis license and identification card holder compliance with applicable rules, regulations, and law.
    • Cooperates with other agencies, law enforcement entities, the Office of the Attorney General, prosecuting attorneys’ offices and Administrative Hearing Commission in directing investigations and presenting cases.
    • Recommends, issues and follow-ups with notices of violation and other regulatory enforcement tools, including identifying necessary remediation steps.
    • Exercises considerable independence and initiative in the performance of responsibilities, receiving general administrative direction.
    • Have an in-depth knowledge of each assigned investigation and inform management of important information and provide recommendations based on law, rules and department procedures.
    • Maintains information in established systems that is required for enforcement purposes on a daily basis.
    • Researches and develops solutions and responses to questions based on Article XIV, rules, guidance, training and other tools and resources provided while ensuring consistency across the Division.
    • Performs other duties as assigned.


    Minimum Qualifications:

    • A Bachelor's degree from an accredited college or university.
    • Two (2) to four (4) years of relevant experience. (Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)
    • Reliable transportation to conduct site visits, inspections, and investigations.
    • Regulatory experience is highly preferred.
    • A high level of initiative and problem solving skills in areas of responsibility.
    • Ability to develop effective solutions and strategies.
    • Ability to mine data systems and use the data for the purposes of compliance and investigative needs.
    • Ability to organize and manage time efficiently.
    • Ability to clearly and effectively communicate verbally and in writing.
    • Ability to adapt to constant program development, change and improvement.
    • Ability to apply critical thinking skills and find solutions to new situations on a regular basis.
    • Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
    • Ability to maintain a remote work schedule that includes a work environment that is free of distractions after successful completion of training and showing proficiency in required areas of responsibilities.
