    About the Department

    Housed within the City Manager’s Office, the Office of Economic Development & Cultural Affairs (OEDCA) leads the implementation of San Jose’s Economic Strategy by working with other City departments, stakeholders, private businesses, and community partners. OEDCA fulfills a critical role in strengthening the City’s long-term fiscal resiliency.
    OEDCA has four integrated divisions: Business Development, focused on business attraction, expansion, and retention; Business Operations and Real Estate, focused on revenue generation, management of City owned property, and Department administrative support; Cultural Affairs, responsible for arts and cultural development and work2future, the federally funded workforce development program serving Silicon Valley

    Position Duties

    In anticipation of potential promotion opportunities, the OEDCA is conducting a cascade opportunity, as it currently is seeking to fill one (1) Senior Analyst position in work2future division and (1) Analyst I/II should the Senior Analyst or subsequent positions recruitment result in a vacancy.     Senior Analyst position in the work2future division is responsible for work2future’s San Jose Works Program and Business /Job Development Services and this position is going to report to the work2future Director. The person in this position must be results driven with a proven track record of achieving organizational goals and objectives. This position plays a critical role in the planning and implementation of work2future San Jose Works program and the WIOA Program’s Employer Engagement and Job Development. Lead performance related to subsidized and unsubsidized placements, manage staffing, ensure compliance with City and State regulations, and provide comprehensive reports. Strong leadership, excellent verbal and written communication, and problem-solving skills are essential for this position. The ideal candidate will have the knowledge and expertise to lead programs that can enhance the job skills to ultimately pave the way for our job seekers to secure permanent direct placements with employers.

    Analyst I/II position would directly report to the Senior Analyst. Under general supervision, this position will support the work2future’s San Jose Works: Youth Job Initiative Program. The Analyst position will be responsible for coordinating with partner staff and program services. The San Jose Works program provides year-round services to approximately 1,000 youth by identifying and engaging potential employment partners; recruiting and placing youth in job assignments; arranging and coordinating appropriate trainings; tracking and reporting program performance; and supporting the initiative’s goals and objectives. Additionally, in early 2020, San Jose Works introduced a mentoring program component that will complement program curriculum on job readiness, workplace skills, financial literacy, career exploration, and life and academic skills. The goal is to match youth participants with mentors that match their academic and career aspirations.

    Senior Analyst Job Responsibilities include:
    Responsible for the San Jose Works Program Services, serving young adults with multiple barriers to employment. Responsible for work2future’s Business and Job Development Services with client placements in high wage, high growth occupations and maintaining a robust system to track and monitor placement data. Ensuring that the team is held accountable to all performance metrics.Oversee and manage job fairs and specialized recruitments for target populations with 85% of employers in high wage high growth sectors, including tracking performance outcomes.Oversee and monitor program budgets, prepare and present reports and memos for management, city council, and external stakeholders.Monitor and maintain performance and outcome goals for the San Jose Works and WIOA programs.
    Analyst I/II Job Responsibilities include:
    Maintain partnerships with partners, high wage and high growth employers, and various organizations referrals.Meet with partners and stakeholders to make communications easy and transparent regarding program decisions, implementations, and overall services.Produce accurate and timely reporting of program status and outcomes.Responsible for initiation partner and staff meetings.Assist with development of program to support the strategic direction of the entire program.Creating and managing long-term goals and assist with developing budget and operation plan for the program.Ensuring program goals are met in areas including client satisfaction, safety, quality, and team member performance.Assist with writing program funding proposals and grants to guarantee delivery of services.Assist with job coaching and take on a caseload.

    Minimum Qualifications

    Senior Analyst

    Education : A bachelor’s degree from an accredited college or university.

    Experience : Four (4) years of professional level analytic and/or administrative experience.

    Acceptable Substitution

    A master’s degree in public administrations, business administration or related field is preferred, and can be substituted for one year of the required experience.

    Analyst I/II

    Analyst I

    A bachelor’s degree from an accredited college or university.

    Analyst II

    A bachelor’s degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing, and analyzing data, and preparing reports recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

    Acceptable Substitution for Analyst I/II

    Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration, or human resources may be substituted for the education requirement on a year for year basis.

    Licenses or Certificates

    Possession of a valid California Driver’s License may be required.

    Salary Information

    The final candidates’ qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.

    The Senior Analyst salary range is $ 113,327.76 - $138,072.48 annually.

    The Analyst I salary range is $ 88,954.32 - $108,108.00 annually.

    The Analyst II salary range is $ 97,078.80 - $117,979.68 annually.
