    The Public Works Department Engineering Services Division is seeking a skilled and motivated Associate Engineer or Engineer to join our Structures & Grounds group. This position offers an exciting opportunity to contribute directly to the well-being of our local community by working on building and facility projects, with a special emphasis on sustainability and electrification initiatives.
    This position may perform the following duties:
    • Prepares, reviews, and interprets engineering designs, data, specifications, cost estimates and reports.
    • Administers professional services and construction contracts.
    • Prepares monthly progress payments and contract change orders and coordinates inspections and project closeout.
    • Manages the work of consultants and interacts with the public to provide information about specific programs and projects and to obtain the public's input.
    • Provides direction to other engineering and technical personnel and acts as technical advisor to other departments on engineering matters.
    • Work may also include writing staff reports, preparing presentations, writing requests for proposals, reviewing proposals for professional services, assisting with consultant selection, managing construction contracts, filing project documentation and as-built records, coordinating public outreach, meeting with internal and external stakeholders, and presenting project information to the community, committees, City boards and commissions.
    Ideal Candidate:
    • Experience in working on capital improvement projects and including managing programming, design and construction management/administration.
    • Ability to prepare engineering drawings, specifications, and cost estimates and experience with AutoCAD design software.
    • Knowledge of building mechanical systems, electrical, plumbing systems, and green building principles.
    • Knowledge of building structural systems, foundations and seismic principles.
    • Experience and familiarity with building and safety codes and other construction related regulations.
    • Demonstrated experience preparing and negotiating contracts, revisions, change orders, etc.
    • Demonstrated success in planning, managing and coordinating all aspects of a project schedule, scope and cost.
    • Collaborative working style.
    • Ability to work effectively with others and to be flexible in work assignments.
    • Ability to manage multiple projects concurrently.
    • Excellent oral and written communication skills and ability to communicate with other departments and public and private stakeholders.
    • Strong interpersonal skills to successfully interact with co-workers, supervisor, the general public and others.
    • Strong writing skills.
    • Ability to communicate technical information to non-technical audience.
    • Ability to perform field inspections and administer contracts.
    • Ability to make sound decisions in a manner consistent with the essential job functions.
    Depending on candidates' qualifications, positions may be filled at either the Associate Engineer ($60.19-73.89) or Engineer ($67.79-83.23) level.

    Essential Duties:

    Essential and other important responsibilities and duties may include, but are not limited to, the following:
    • Manage, oversee and coordinate all facets of the programming, design and construction phase of a project.
    • Performs design work including researching data, conducting feasibility studies and determining design criteria in accordance with required standards and codes for assigned projects.
    • In conjunction with City Staff, develops and explores new concepts and ideas related to meeting sustainability goals, new green building, environmental, and civil engineering standards and requirements.
    • Responsible for contract administration, including reviewing bid packages, preparing contracts and preparing city manager's reports and presentations.
    • Utilizes computer in administering construction contracts, prepares monthly progress payments, contract change orders, provides interpretation of project plans and specifications, provides construction management, and coordinates inspections and final job closeout.
    • Determines scope of work, prepares request for proposals, evaluates proposals, and participates in the selection of consultants for projects; assists in negotiating contracts; administrates procurement of contract agreements; administers contracts during the course of the work to ensure compliance with proposed design, material specifications, budget, contract, and schedules; review consultants' submitted work products and recommends adjustments as appropriate.
    • Implements capital projects and other improvements, working with contractors, consultants, other city departments, and state agencies.
    • Prepares project documents including project justifications, budget analyses, calculations, plans, specifications, cost estimates and schedules for assigned projects.
    • Provides guidance and work supervision for other engineering and technical personnel as required by projects.
    • Receives, reviews, and prepares comments and conditions of approvals for all varieties of development and redevelopment projects including capital improvement projects.
    • Performs detailed reviews of engineering calculations associated with development and redevelopment projects.
    • Responsible for ensuring projects’ compliance with City codes and policies, C.3 regulations, FEMA regulations, the Subdivision Map Act, and other regulations as required.
    • Works closely with other staff from various departments in a collaborative, teamwork fashion to solve and resolve issues such as but not limited to: project design issues, residents’ issues, code enforcement and violation issues, construction logistics, legal issues and maintenance responsibilities, plan revisions, field decisions.
    • Performs field inspections prior, during, and post project entitlement and construction phases.


    Minimum Qualifications:

    Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities, which would typically be acquired through:

    Associate Engineer:
    • Bachelor of Science degree in civil, chemical, environmental, mechanical, traffic or other approved engineering curriculum, depending upon area of assignment.
    and
    • Two years related engineering experience.

    (Note: Master's Degree or registration as a Professional Engineer in the State of California may be considered in lieu of one year's experience.)

    Special Requirements:
    • Possession of a valid California Driver's License.

    Engineer
    • Bachelor of Science degree in civil, mechanical, or other approved engineering curriculum depending upon assigned area.
    and
    • Equivalent to four years increasingly responsible engineering experience. (Note: PE Certificate or Master's Degree in Engineering may be considered in lieu of one year's experience.)
    Special Requirements:
    • Registration as a professional engineer in the State of California required to attain top step (Step E) in Engineer classification.
    • Possession of a valid California Driver's License.
