    DUTIES

    ANNUAL SALARY

    $88,719 to $110,225; $90,732 to $112,710; $92,832 to $115,341; $94,941 to $117,972; $96,841 to $120,310; and $98,783 to $122,732

    Candidates from the eligible list are normally appointed to vacancies in the lower pay grade positions.

    DUTIES

    A Senior Commercial Field Representative performs highly technical inspections of water and electric meters and service for compliance with Department of Water and Power rules and regulations; estimates and sets charges for unmetered water and electricity; performs difficult customer service-related work; communicates directly with customer to investigate and resolve disputes regarding electric and water service and explains the results of the investigation to the customer through multiple channels; investigates and records data relative to connected loads and rate classification; may investigate water and electric service irregularities, including facilities where illegal wiring, improper connections, or diversion of service is suspected or indicated; provides training and quality assurance; assigns and may review work of field employees; may supervise and work with, or assist in supervising, employees engaged in the field activities of the Department of Water and Power and performs related office and field duties, as required.

    REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

    Two years of full-time paid experience as a Commercial Field Representative or in a class at that level working in the field turning water or electric services on and off; or
    Two years of full-time paid experience as a Meter Reader team leader working in the field turning water or electric services on and off.

    Applicants filing using City experience in a class other than Commercial Field Representative must submit a “Verification of Work Experience” (VWE) form, with the required signatures verifying their experience working in the field turning water or electric services on or off. The VWE form may be obtained on-line at http://per.lacity.org/exams/vwe-sup.pdf . Applicants may attach their completed VWE form to their on-line application at the time of filing or will have seven (7) calendar days from the on-line submission date to email a copy of their completed VWE form to per.appdocs@lacity.org . The subject line of your e-mail must include the exam title, your name, and indicate it is a VWE. In the body of your e-mail, you must also include your first and last name, last four digits of your Social Security Number, and contact phone number. Applicants who fail to submit their signed VWE form within the time required will not be considered further in this examination and their applications will not be processed.
    A valid California driver’s license is required at the time of filing. Applicants will be disqualified and not eligible for hire if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).
    Upon appointment, a Senior Commercial Field Representative may be required to furnish an automobile, properly insured, for use in City service. Mileage and per diem will be paid in accordance with established rates.

    SELECTION PROCESS

    Examination Weights:

    Multiple-choice Test - Qualifying

    Interview - 100%

    The examination will consist of a qualifying multiple-choice test and an interview. The qualifying multiple-choice test will consist of questions administered and proctored on-line, and the following competencies may be evaluated: Reading Comprehension; Safety Focus, including knowledge of: safety principles, practices, and procedures required by the Department of Water and Power and California Occupational Safety and Health Administration (Cal/OSHA); driving laws, regulations, and practices, such as Department of Motor Vehicles (DMV) laws and regulations for Class C vehicles and procedures for vehicle emergencies; Electrical Understanding, including knowledge of: basic electricity, such as residential and commercial electrical panels, electric meters, and proper wiring and voltage; Job Knowledge, including knowledge of: major components of electric meters; various types of water meters; major components of water meters; electrical prefixes and meter IDs; Department of Water and Power Meter Services and Field Operations Division rules, regulations, and procedures; street maps and/or GPS applications sufficient to locate field calls; and other necessary knowledge, skills, and abilities.

    The qualifying multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e. their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. It is anticipated that the remote proctored multiple-choice test will be administered between TUESDAY, FEBRUARY 4, 2025 and MONDAY, FEBRUARY 10, 2025. Candidates who do not complete and submit the remote proctored multiple-choice test on-line using a computer by the specified date and time will not be considered further in this examination.

    Passing Score for Qualifying Multiple-Choice Test

    The passing score for the qualifying multiple-choice test will be determined by Personnel Department staff after the test is administered. Consideration will be given to the number of candidates taking the test and the existing and anticipated number of vacancies, such that there are a sufficient number of eligibles on the list to satisfy current and future vacancies for the next two years. Therefore, the passing score for the qualifying multiple-choice test may be set either at, above or below 70% .

    Candidates must achieve a passing score on the qualifying multiple-choice test and meet minimum qualifications in order to be scheduled for the interview. The examination score will be based entirely on the interview.

In the interview, the following competencies may be evaluated: Judgment and Decision Making; Analytical Ability; Attention to Detail; Self-Management; Customer Service; Job Knowledge, including knowledge of: the transmission of water and electricity; Department of Water and Power Meter Services and Field Operations Division rules, regulations, and procedures; electrical and water shut-off procedures; electrical and water diversion techniques and methods; and other necessary knowledge, skills, and abilities.

    Candidates will be notified later by e-mail of the date, time, and location of the interview, which may be held in Los Angeles or on-line.

    NOTES :

    This examination is based on a validation study, and as provided by Civil Service Commission Rule 4.20, the multiple-choice test will not be subject to candidate inspection.

    Seniority credit at the rate of 0.25 of a point for each year of continuous classified City service will be added to the weighted test score of each candidate.
    A final average score of 70% or higher in the interview portion of the examination is required to be placed on the eligible list.
