    DEFINITION:
    Incumbents in these positions are licensed physicians who direct the programs and activities of a very large medical organization.

    CLASSIFICATION STANDARDS:
    Positions allocable to this class have immediate responsibility for directing a major segment of Public Health Programs. The Chief Physician III works under minimal direction with extensive latitude for the use of initiative and independent judgment. Incumbents must demonstrate considerable knowledge of the principles and practice of medicine with particular reference to treating mentally challenged, handicapped, chronically ill, and/or imprisoned patients; and of the principles of the development, implementation, and documentation of individualized care and treatment plans.

    Essential Job Functions

    • Formulates or assists in formulating overall policies and in planning and directing of programs and activities of a very large and complex medical organization.
    • Has responsibility for such administrative aspects of the organization's medical program as budget preparation and control, personnel functions, procurement of equipment and supplies, and coordinating of the work with other organizational units and top management of the department.
    • Assigns, trains, and evaluates medical and related personnel.
    • Directs or assists in directing the training of interns, resident physicians, and medical and technical students in the work of the organization.
    • Directs inpatient and outpatient medical services.
    • Directs the establishment, improvement, or revision of the medical work or procedures of the organization to improve the level of care and service, or the utilization of personnel.
    • Plans, directs and supervises medical research and the presentation and review of findings.
    • Represents the department head at meetings involving other County departments, various public or private health agencies and other governmental agencies.
    • Directs activities of nursing, counseling, laboratory and related medical support personnel, as needed.


    Requirements

    SPECIALITY REQUIREMENTS TO QUALIFY:

    A Master's Degree* in Public Health from an accredited school of Public Health and four years of medical administrative experience** in a public health agency in adult health, maternal and child health or preventive disease control -AND- certification by an American Specialty Board in a specialty*** related to the required medical administrative experience. One additional year of the required experience may be substituted for the Master's degree.

    REQUIRED LICENSES:

    California State Physician and Surgeon's Certificate authorized by the Board of Medical Examiners of the State of California.
    • Applicants who have the required California State Physician and Surgeon's Certificate authorized by the Board of Medical Examiners of the State of California MUST attach a legible copy of the certificate to the application at the time of filing or within 15 calendar days of application submission to hrexams@ph.lacounty.gov . or your application may be rejected as incomplete.
    • The required license and/or certificate must be active and unrestricted or your application will not be accepted.
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class:
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    • Foreign degrees must be evaluated for equivalency to United States accredited institutions standards by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc.     **Medical Administrative Experience includes experience directing daily administrative, programmatic and/or strategic planning activities for a public health agency in adult health, maternal and child health, or preventable disease control.

    *** Certification may be designated in one or more of the following specialties:
    Family Practice
    Internal Medicine
    Obstetrics and Gynecology
    Pediatrics
    Preventive Medicine

    Examination Content:
    Once we have determined that you meet our certification, license, and experience requirements, the examination process will consist of an evaluation of experience based on application information, desirable qualifications and supplemental questionnaire information submitted at the time of filing weighted 100% .

    Applicants must meet the Specialty Requirements and achieve a passing score of 70% or higher on the examination (evaluation of experience) to be added on the Eligible Register (hiring list). Passing this examination and being added on the Eligible Register does not guarantee an offer of employment.

    Eligibility Information: The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility. NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

    Complete applications will be processed on an as received basis and promulgated to the Eligible Register accordingly.

    Vacancy Information: The Eligible Register resulting from this examination will be used to fill vacancies in the Department of Public Health as they occur.

    Available Shift: Any shift, including evenings, nights, weekends and holidays.
