Duties Description
• Design, Development, and Delivery Training Curricula
- Participates in the development and delivery of agency training programs, either in-person or remotely using various forms of technology.
- Develops and distributes training announcements, maintains course rosters, and tracks employee application to union-sponsored workshops.
- Research various sources to find information, materials, and
technologies to aid in the design and development of training programs, or the selection of appropriate vendors.
- Presents ideas, concepts, and information to participants
- Replies to questions from participants regarding presented materials
- Adjusts training based on participant or supervisor feedback
- Travels to regional park offices or other offsite locations as needed
• Management of Agency Compliance Programs
- Acts as primary administrator for the State Learning Management System (SLMS); enrolls employees in NYS and agency mandatory trainings; runs compliance reports and sends reminders; responds to routine inquiries.
- Ensures records are updated and accurate by comparing various biweekly reports, transactions, and other data sources.
- Maintains familiarity with New York State’s mandatory training curriculum, delivery methods, internal and external stakeholders, tuition reimbursement options, and other logistics.
• Support of Bureau Administrative Functions
- Monitors staff development mailbox, answers routine inquiries, trouble-shoots issues or escalates for resolution as appropriate.
- Acts as NY.gov ID Delegated Administrator; trouble-shoots employee accounts for access to SLMS and other agency platforms.
• Support of Agency Performance Management Programs
- Works with HR staff to monitor trainee and evaluation performance programs and evaluates any identified training needs.
- Works with HR staff to monitor employee probation reports.
- Works with HR staff and other stakeholders to administer employee performance management programs; monitors employee performance evaluation process; communicates requirements to managers/supervisors and provides/delivers training to managers/supervisors as needed to support evaluation programs.
• Participate in support of HR diversity, equity and inclusion goals:
- As directed, attends training(s), completes annual surveys and contributes to strategic plan(s).
- As appropriate or directed, researches and recommends training(s), recruitment strategies, and practices to promote a positive, diverse, and inclusive agency culture.
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: A bachelor's degree and two years of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission.
Substitution: A master's or higher degree in a related field can substitute for one year of specialized experience.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law. * For the duration of the NY HELPS Program, this title maybe filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
Additional Comments
The reporting location of this position is Long Island Regional Administration Headquarters, but the position is based out of Albany.
This position requires travel. New York State fleet vehicles are assigned for travel. As such, you must have a valid license to operate a motor vehicle in the state of New York and maintain that license as a term and condition of employment.

Generous benefits package, worth approximately 65% of salary.
The hiring rate listed combines the statutory hiring rate for PS&T Grade 14 ($52,198) with the Downstate Adjustment ($3,400). Similarly, the job rate posted is a combination of the statutory job rate for PS&T Grade 18 ($82,656) and the Downstate Adjustment ($3,400).
