DescriptionVacancy is in the Procurement Division of the Finance Department. Work involves maintaining an entity wide perspective on procurement activities, issues, requirements, policies and statues in order to ensure compliance with contractual provisions and distribute timely and accurate reporting information that enables the City to make the best use of its limited resources. Duties include: Understand all compliance requirements, including legal and ethical standards, contract laws and City Ordinances; Understand the Purchasing process in order to better manage compliance requirements; Provides timely and accurate, legal and ethical support and guidance to all City & Board of Education departments; Under supervision, actively participates in the entire Compliance Process; Advises and trains customers on compliance requirements; Coordinates compliance with statutory & federal agencies; Monitors programs & reports on contractor performance; Ensures compliance with defined goals, requirements & targets; Maintains systems to track compliance requirements. Manages work assignments based on established priorities; Recommends process improvements to systems and procedures; Conducts and documents contract compliance field inspections and employee interviews. Performs Certified Payroll WageAudits. Process EEO Certifications and perform Affirmative Action Audits. Conducts Living Wage audits & reporting. Conducts site visits for Supplier Diversity. Assists with various outreach activities, including training & development. Performs related work as required.
This is a HMEA union position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime.Knowledge, Skills & AbilitiesThe examination will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, a performance test or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure the following:
Knowledge of: - Federal, state and local laws, rules and regulations pertaining to civil and human rights related to Human Relations projects and programs to which assigned
- City’s Human Relations programs and procedures
- Economic and social problems of minority and ethnic groups and the causes of discrimination.
Ability to:- Plan, assign, and supervise the work of subordinate personnel
- Establish and maintain effective working relationship with employees, officials and the general public
- Interpret and explain regulatory provisions of City, State and Federal legislation
- Communicate effectively, orally and in writing.
QualificationsOpen to all applicants who meet the following qualifications:Graduation from a four-year college or university course of study with major course work in social sciences or a related field,
and three (3) years of experience in human relations, social or community action work.
