    Full-time position available with the Health Department, Behavioral Health & Injury Prevention Division located at 2400 Troost Ave
    Salary Range: $5,173-$7,759/month
    Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

    Responsibilities

    • Performs highly complex specialized professional, administrative, and technical work managing a comprehensive health program or function.
    • Handles planning, budget and finance administration, and personnel management in the direction of a variety of health-related projects, including federal grant-in-aid programs, related public health social problems, and pertinent operational responsibilities.
    • Exercises considerable initiative and broad independent judgment and initiative within established policies and is reviewed periodically for results.
    • Work reviewed by the Director of Health and Senior Public Health Manager or an assigned designee through conferences, written reports, observation, and results achieved.
    • Manages programs and develops policies identifying social determinants of health, including policies related to food access, housing, transportation, public safety, education, sustainability, climate change, parks, air and water quality, criminal justice, data dissemination, and economic development.
    • Negotiates, prepares for validation, coordinates, and evaluates all assigned federal programs concerning the Health Department.
    • Devises and implements statistical and accounting systems for professional audit purposes.
    • Presents results and analyses of demographic data and confirms statistical validity of experimental results as required.
    • Analyzes information relevant to specific public health policy issues.
    • Manages public health programs consistent with "Health in All Policies," public health laws and regulations.
    • Supervises all assigned aspects of the department's education and information activities and provides consultation to area schools on curricula, teaching materials, and professional resources, including mental health initiatives.
    • Supervises departmental social service activities, including liaison with public and private social service agencies, and organizes volunteers to work with professional health staff.
    • Supervises a nutritional research program that includes establishing minimum dietary requirements, improving substandard diets, and instructing citizens in the fundamentals of adequate nutrition.
    • Serves as principal nurse of specialized nursing programs, devising approaches to special patient groups' needs such as aging, unwed mothers, and family planning.
    • Supervises the department's mental health services and establishes psychological testing and counseling services.
    • Provides in-service consultation to the department on progress in the behavioral sciences and devises programs to improve the quality of life in blighted areas of the city.
    • Assesses the health literacy of the population served.



    Qualifications

    REQUIRES an accredited Bachelor's degree and six (6) years of experience in private, public, or community healthcare, community sanitation, health inspections, health education, data analysis, or related healthcare fields; OR an accredited Master's degree in Public Health and four (4) years' experience in private, public, or community healthcare, community sanitation, health inspections, health education, data analysis, or related healthcare fields; OR a High School Diploma and ten (10) years of experience in private, public, or community healthcare, community sanitation, health inspections, health education, data analysis, or related healthcare fields. Must possess a valid state-issued driver's license in accordance with City of KCMO policies. Must pass a pre-employment drug screen and post-offer physical examination as prescribed by the City.

    Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.

    The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
    For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
    Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

    If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
