    Job Summary

    TITLE: Safety & Training Specialist

    SRN A34: $7,071 - $9,713, Monthly, Non-Exempt

    Bargaining Unit: CVWDEA

    DEPARTMENT: Human Resources

    Division: Safety

    REPORTING RELATIONSHIP:

    Reports to : Emergency Management & Safety Administrator

    Supervises the following positions : N/A

    DEFINITION: Under immediate to general supervision, provides specialized support to the District’s Human Resources Safety Program; performs and supports, the most highly complex professional, technical, and analytical work, to implement the District’s Emergency Response and Safety Administrative programs. Plans implements, monitors and evaluates the District’s injury and illness prevention program that will prevent incidents; creates a proactive training program that actively and effectively communicates the District’s safety policies and standards to employees; investigates and reports incidents and claims. Performs related work as required.

    Essential Functions

    EXAMPLES OF TYPICAL JOB FUNCTIONS :
    Establishes standards of safety and safety goals for the district that prevent industrial accidents. Designs and develops effective safety policies, and procedures that will insure the district meets established goals and standards. Incorporates appropriate federal state and district regulation into policies and procedures. Monitors and updates CVWD’s safety programs as new information and/or equipment are added.Effectively communicates policies and standards to employees through programs using a variety of training media, demonstrations, visual posters, and other materials and techniques. Compiles information on emergency management, and distributes the information to staff as necessary. Visits job sites to identify potential unsafe conditions and practices and recommends effective corrective action. Provides management with reports on recommendations. Insures compliance with district policies and standards. Determines specialized training needs to prevent accidents or prevent the reoccurrence of accidents; develops training programs; conducts or coordinates instruction of routine and special training classes and presentations to effectively inform employees on how to work safely. Conducts accident investigations for the purpose of preventing future reoccurrence.Tracks annual safety certifications for applicable staff. Develops/Publishes an annual Safety Training Calendar.Maintains records and reports that will contribute to successful tracking incident rates to identify problem areas. Maintains records of all hazardous chemicals and materials in the work environment and provides supervisors and employees with required standards, controls, and training. Follows up on all post-accident corrective actions to insure compliance. Establishes and maintains employee safety suggestion program.Works closely with the Risk Management team to reduce the financial impact of claims, lawsuits, and employee injuries to and within the CVWD to provide a safe environment for employees and the general public.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS:

    Licenses and Certifications : Possession of a valid California Driver’s License, to be maintained throughout employment. Instructor’s certificate in Cardiopulmonary Resuscitation issued by the California Heart Association, American Heart Association, or the American National Red Cross.

    Experience: Four (4) years of progressively professional level experience in a structured occupational safety and health program. Experience within a collective bargaining unit environment is highly desirable.
    Education: Bachelor’s degree from an accredited college or university in occupational safety and health programs, or a closely related field.

    QUALIFICATIONS
    Knowledge of:
    • District safety rules and regulations.
    • Appropriate governmental safety rules, regulations, codes, and requirements.
    • Fundamentals of adult learning theories.
    • Modern training practices and techniques.
    • Hazardous materials precautions and regulations.
    • Fundamentals of safe working practices.
    • Fundamentals of airpack servicing and repair.
    • Office procedures, methods, and equipment including computers and applicable software applications.
    • Workstation ergonomics in office and construction settings.
    Ability to:
    • Analyze, design, develop, conduct and evaluate a comprehensive safety program that prevents incidents.
    • Train individuals effectively.
    • Maintain accurate reports and records.
    • Compile statistical data for reports.
    • Draw conclusions from reports and develop effective programs based on those conclusions.
    • Effectively communicate to employees and supervisors the district's safety policies and procedures.
    • Work cooperatively with employees and supervisors.
