    The Position

    This recruitment is being conducted to fill one full-time Deputy Agricultural Commissioner/Sealer of Weights & Measures vacancy for the Agricultural Commissioner's Office at Napa County. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

    The Napa County Agricultural Commissioner/Sealer of Weights and Measures Department is a vital administrative body responsible for overseeing and regulating agricultural practices and ensuring fair and accurate measurement standards within Napa County, California. This department plays a crucial role in safeguarding the integrity of Napa Valley's renowned wine industry, as well as the broader agricultural sector, by enforcing laws and regulations related to pest control, crop quality, and product labeling. Simultaneously, it safeguards consumer interests by ensuring the accuracy of weights and measures in commercial transactions, contributing to the region's economic and agricultural prosperity while upholding industry and consumer trust.

    About the Position:
    The Deputy Agricultural Commissioner/Sealer of W&M is a Program Manager position, within the Agricultural Commissioner/Sealer of Weights & Measures Office. The Deputy is responsible for the successful management and oversight of a wide range of programs related to agricultural and/or weights and measures enforcement. This includes leading teams in the areas of pesticide regulation, pest prevention, plant protection, and commodity regulation, ensuring compliance with all applicable state and county laws. The Deputy will play a critical role in developing and implementing strategic plans, managing budgets, and building strong relationships with stakeholders, including growers, businesses, and the public.


    Ideal Candidate:
    The ideal candidate for this Deputy position will be a highly motivated and results-oriented individual with a strong foundation in agricultural and/or weights and measures principles. They will possess exceptional leadership and management skills, demonstrated by a successful track record of training, supervising and evaluating teams, and managing complex projects. This individual will be a strong communicator and collaborator, adept at building and maintaining relationships with stakeholders at all levels, including growers, industry representatives, and regulatory agencies. An innate understanding of relevant state and county regulations, coupled with a commitment to continuous learning and professional development, will be essential for success in this dynamic role.

    Position Requirements:
    • Hourly Rate: $55.39 (Step 1) - $67.15 (Step 5)
    • Management Classified Benefits Summary

    To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
    • Experience: Four years of increasingly responsible agricultural and weights and measures inspection experience including two years of administrative and supervisory responsibility.
    • Education: A Bachelor's degree from an accredited college or university with major course work in agricultural, biological, or chemical science, or a related field, or a Bachelor's degree from an accredited college or university with major course work in physics, chemistry, engineering, mathematics, or a related field.
    • License or Certificate*
      • Possession of a valid driver's license.
      • Possession of all eight (8) County Inspector/Biologist Licenses issued by the California Department of Food and Agriculture (CDFA) including: Pesticide Regulation, Pest Prevention and Plant Regulation, Commodity Regulation, Investigation & Environmental Monitoring, Integrated Pest Management, Weight Verification, Measurement Verification and Transaction & Product Verification.
      • Possession of a valid license as a Deputy County Agricultural Commissioner issued by the State of California Department of Food and Agriculture or as a Deputy County Sealer of Weights and Measures issued by the State of California Department of Food and Agriculture, depending on the program assignment, is required. Possession of both licenses is highly desirable.
      • Possession of a valid license as a County Agricultural Commissioner and County Sealer of Weights and Measures, issued by the State of California Department of Food and Agriculture is desirable.
    *Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

    MANAGEMENT CLASSIFIED EMPLOYEE BENEFITS INFORMATION

    SALARY -
    Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
