GENERAL DESCRIPTION :
Under the direction of the IT Operations Telecommunications Manager, performs advanced (senior-level) network systems work. Responsible for architecting and providing oversight for both centralized and decentralized enterprise network environments. Leads capacity planning and performance tuning activities to optimize network resources and directs preventative maintenance, including firmware upgrades and performance tuning for agency network systems. Engages in regular assessments of network infrastructure, including proposed, existing, and legacy systems, ensuring stability, efficiency, and security across the enterprise network. Conducts and reports on product evaluations for new hardware and software, preparing recommendations for management. Supports the agency's strategic telecommunications projects, integrating network requirements into the overall business and information resource plans. Develops and enforces policies to uphold network integrity, directs system recovery planning. Oversees the preparation of budget recommendations for network facilities, and provides final engineering support for problem ticket resolution, contributing to strategic planning and cross-training initiatives to enhance team versatility and resilience. The Senior Network Engineer collaborates with IT leadership to establish policies, guides network team development, and operates with a high degree of independent judgment. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Qualifications: MINIMUM QUALIFICATIONS :
Education :
Two-year Associate degree from accredited college or university in relevant field of technical studies.
Experience :
Eight years of full-time experience in network management, network engineering and design.
Licensure :
Current Cisco CCNP or equivalent.
Must possess a valid "C" class Texas driver's license.
ACCEPTABLE SUBSTITUTIONS :
Education :
Three years of relevant continuous network experience may substitute for technical certification or sixty semester hours of education.

Knowledge of advanced networking concepts, including routing (EIGRP, OSPF, BGP, MPLS), switching (VLAN, STP, EtherChannel), and network security protocols (ACLs, VPN, IPsec).
Knowledge of industry-standard network architecture and best practices for large-scale, multi-site network environments.
Knowledge of cloud networking services, software-defined networking (SDN), and virtualization technologies (e.g., VXLAN, NFV).
Knowledge of switches technologies and protocols such as VLAN, VTP, STP, PVST+, RPVST+, Inter VLAN routing & Multi-Layer Switching, Multicast Operations, Layer 3 Switches, Ether channels, Transparent Bridging.
Knowledge of Cisco and Meraki network infrastructure, including routers (ISR/ASR/Meraki MX-series) and Catalyst/Meraki MS-series switches.

Knowledge of disaster recovery and business continuity planning for network resilience and incident response.

WORKING CONDITIONS :
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday; Alternate schedules and telework options are available.
This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval.
Required to work on holidays, weekends and hours other than 8:00 to 5:00 p.m. as necessary.
Required to participate in the team on-call rotation.
Required to perform manual labor including, lifting supplies and materials up to 50 lbs.
Required to operate a State vehicle.
Non-smoking in State buildings and vehicles.
Attendance at quarterly division meetings and annual IT retreat "all staff day" mandatory.
First two weeks of employment will be in Austin at a state-paid hotel for training and onsite instruction if living outside a 50 mile radius of Austin HQ.
