    This is a professional position that is responsible for direct supervision of Feed and Seed Inspectors, all Feed and Seed Inspector training, monitoring of all inspection requirements and audits of inspection reports performed under FDA grants and FDA contract, and the coordination of inspectional activities for both state and federal inspections and investigations for the Feed and Seed Regulatory Programs in the Missouri Department of Agriculture.

    General supervision is received from the Program Manager; however, the employee is delegated responsibility for federal and state inspection work with within established policies and procedures.

    An employee in this class is primarily responsible for supervising seven field inspectors. The job duties include, but are not limited to:

    • Reviewing and approving inspector weekly activity reports, timesheets, and leave requests.
    • Plan, coordinate, monitor, and report on inspectional and sampling activities including the review of inspectional documents (FDA and state).
    • Serve as the primary contact concerning federal and state inspectional activities. Provide guidance to all program staff and stakeholders concerning inspectional protocols.
    • Evaluate field inspector performance and communicate progress through professional development conversations (Engage) monthly and at least once a quarter in-person.
    • Monitor and report field inspector activities for the Field Inspector Incentive Pay Plan.
    • Address field inspector repeat performance issues.
    • Serve as the primary field inspector trainer.
    • Plan, coordinate, and in-person inspection program meetings at a minimum of semi-annually.
    • Ensuring that the inspectors are trained to perform all types of inspectional work including routine state feed and seed inspections and sampling, complaint investigations, and FDA inspections.
    • Perform state and FDA audits of inspections and sampling.
    • At a minimum of two to three times a week, perform FDA and/or state inspections or accompany inspectors performing inspections to ensure consistency within the program.
    • Ensure all federal reports are complete and submitted on time per the Statement of Work.
    • Report the quarterly inspections using the Quarterly Summary Report for federal contract work.
    • Participate in federal and state meetings for inspectional activities.
    • Assist in the development and implementation of inspection and sampling policies and procedures.
    • Other duties as assigned.


    Minimum Qualifications:

    • Six years or more years of professional or technical experience in animal nutrition, animal science, agriculture business management, or other closely related positions. Post-secondary degree with emphasis in agriculture, animal science, and/or nutrition, or closely related fields will count towards experience. Lack of post-secondary education will not be used as the sole basis denying consideration.
    • Must have a valid MO Driver’s License.
    • Ability to obtain FDA credentials.
    • Ability to work Monday through Friday from 8:00 am to 5:00 pm and be available to take calls before and after normal working hours.
    • Ability to travel throughout the state in overnight status to perform inspections, supervise subordinates, and attend trainings.
    • Ability to understand, communicate, and utilize the Missouri Feed and Seed Laws and Regulations as well as FDA and USDA laws and regulations in the performance of duties.


    Preferred Qualifications:

    Professional or technical experience in the regulatory industry which affords a knowledge of inspections of the feed industry. Professional or technical experience in the feed, seed, or agricultural industry which affords a knowledge of manufacture, sale, and distribution of commercial feed or seed products. Experience in the understanding of state or federal laws and regulations.

    Special Qualifications:

    • Ability to effectively communicate in writing and verbally.
    • Ability to effectively use computers, cell phones and other electronic devices as well as software such as Microsoft Excel, Word, PowerPoint, and other software in the performance of duties.
    • Ability to prioritize work based on the program’s strategic goals.
    • Ability to work independently under general supervision.
    • Ability to provide training and supervision to employees.
    • Ability to perform a thorough investigation concerning feed and seed issues that arise and adequately report findings.
    • Ability to lift 50 pounds of feed and seed products to obtain samples and stand up to 8 hours a day.
