    THE POSITION

    The Park Maintenance Worker III (Volunteer Coordinator) serves as the division's primary representative working with members of the public and other organizations in the coordination, facilitation, and execution of volunteer efforts within city parkland facilities.

    IDEAL CANDIDATE STATEMENT

    The ideal candidate for the Park Maintenance Worker III (Volunteer Coordinator) will have excellent interpersonal communication skills, verbal and written. Extensive experience working directly with the public in a coordinating role is highly desired.
    Under limited direction, oversees and performs care, maintenance and construction work of community gardens and specialized park and recreation areas. Maintains and propagates various plants and planted areas; and, cultivates soil, constructs horticultural features, controls pest and identifies plant disease. Plans, trains, and directs the work of crew members and volunteers.

    DISTINGUISHING CHARACTERISTICS
    The Park Maintenance Worker III is distinguished from the Park Maintenance Worker II by the level and scope of responsibility over employees and specialized assignments. The Park Maintenance Worker II is the lead worker class in the series requiring greater skill and independence than lower level classes in the series.

    Depending on the assigned area the Park Maintenance Worker III has oversight of various community activities related to the community gardens and specialized park and recreation areas; or, special city-wide park maintenance projects. This classification is responsible for supervising and directing the work of crew members and volunteers in their assigned area.

    SUPERVISION RECEIVED AND EXERCISED
    General supervision is received from a Parks Supervisor or higher-level classifications.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform related duties as needed:
    • Makes specific work assignments to crew members or volunteers and checks work progress periodically to see that schedules are followed and work is completed.
    • Gives written and verbal instructions to crew or volunteers regarding procedure to be followed.
    • Conducts periodic staff meetings.
    • Conducts educational tours and facilitates safety meetings and training workshops for community and/or specialized gardens.
    • Makes recommendations on disciplinary problems among the crew members, and trains crew members in park maintenance techniques.
    • Develops cost analysis for garden and special projects.
    • Prepares and maintains written records and reports.
    • Keeps records of work completed, materials used, and project timelines.
    • May assist supervisor with plan maintenance operations and schedule various park maintenance activities.
    • Assists in installation and minor repair of sprinkler systems in City park and recreation areas and community and specialized gardens.
    • Leads and works with a crew or volunteers to build and inspect construction projects such as the repairs of park benches, tables, fences, signs, garden plots and related structures.
    • Operates and maintains small power equipment and machinery including chain saws, rototillers, lawnmowers, aerators, hedgers, spreaders, and other equipment.
    • Plants, trims, prunes, transplants, and cares for and maintains ornamental shrubs, plants, flowers, hedges, and other shrubbery.
    • Weeds, cultivates plants, fertilizes, and irrigates lawns, vegetable gardens and flower beds.
    • Diagnose and treat plant problems.
    • Mows, aerates, and edges lawn areas using power and hand tools.
    • Rakes, sweeps and vacuums leaves, lawn clippings, etc., using power blower and hand tools.
    • Cleans and maintains public facilities in City park and recreation areas.
    • Works as a member of the City pest control crew spraying various pesticides, herbicides, fungicides, and other related chemicals in City park and recreation areas.


    QUALIFICATIONS

    Knowledge of:
    • Principles of supervision.
    • Operational knowledge of programming irrigation controllers.
    • Common practices, methods, and materials used in park maintenance and construction work.
    • Operation and maintenance requirements of various park maintenance equipment, tools and machinery.
    • Procedures and practices used in controlling or eradicating plant and insect diseases.
    • Safety procedures involving fungicides, pesticides, herbicides, and related chemicals used in park maintenance.
    • Proper methods of planting, transplanting, trimming, cultivating, and pruning various types of plant life.

    Ability to:
    • Plan and supervise the work of lower-level park maintenance staff or volunteers.
    • Develops and recommends maintenance policies and procedures for specialized gardens and related programs.
    • Work with a diverse population from various social-economic backgrounds.
    • Establish and maintain effective working relationships with coworkers, other city employees and the general public.
    • Conduct safety and training meetings for community members and lower-level staff members.
    • Operate modern office equipment.
    • Effective oral and written communication.
    • Create and interpret schematics and interpret plan reviews.
    • Operate various park maintenance machinery and equipment including light trucks.
    • Work independently while performing semi-skilled and skilled grounds maintenance and repair work.
    • Recognize common plant diseases and insect pests.
    • Adjust and understand the operation of irrigation controllers.

    EXPERIENCE AND EDUCATION

    Experience:
    Five years of experience in one or any combination of the following: Park Maintenance Worker II, horticulture, volunteer management, arboriculture, landscape architecture, parks management, irrigation programming and repairs, or related field.

    Substitution:
    Completion of courses from an accredited college or university in horticulture, arboriculture, forestry, landscape architecture, turf management, parks management, volunteer management, irrigation programming and repairs, or related field may substitute for experience. A year of experience is 30 semester or equivalent quarter units.

    PROOF OF EDUCATION

    Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment . Unofficial documents and/or copies are acceptable.

    An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

    SPECIAL QUALIFICATIONS

    Certifications:
    • Possession of a valid California Pesticide applicator's certificate at the time of appointment is desirable.
    • Certified Grounds Technician, Grounds Manager, or completion of the School of Grounds Management from the Professional Grounds Management Society, or related Landscape Certification is desirable.

    Driver License:
    • Possession of a valid California Class C Driver License is required at time of appointment and is a condition of continued employment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.
    • Possession of a valid California Class A Driver License and/or California Class B Driver License with Passenger Vehicle and/or Hazardous Materials endorsements are mandatory for some assignments.

    Working conditions:
    • Work in inclement weather conditions.

    Physical conditions:
    • Perform heavy manual labor duties.

    Assessment:
    If considered for appointment, candidates must pass a pre-employment test for some assignments.

    PROBATIONARY PERIOD
    Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

    2. Screening Committee : (Pass/Fail)- Human Resources will evaluate employment applications for the minimum qualifications stated on the job announcement.

    4. Performance Test: (Weighted 100%) - Qualified candidates will be notified by email of the test date, time, and location approximately one to two weeks prior to the test. The performance test will be job related and may include, but not limited to, the knowledge and abilities as outlined above. The performance exam will be administered in English only.

    TEST EXEMPTION - If you have previously taken the Park Maintenance Worker III Exam within the past year of the final filing date of this posting, you may be considered exempt from taking the Park Maintenance Worker III Exam.

    5. Eligibility - Candidates who pass the performance test will be placed on an eligible list. The hiring department may contact those on the eligible list for an interview at any time during the life of the one-year list. Candidate’s eligibility expires year from the date of notification of a passing score for the Park Maintenance Worker III examination. Candidates can take the examination at any time to maintain eligibility.

    • If you are currently on an active eligible list for the Park Maintenance Worker III classification, it is unnecessary to retake the examination.


    • The eligible list is effective one year from the date of passing the examination for the Park Maintenance Worker III .


    • If you are hired from the eligible list you will no longer have active status on the eligible list per Civil Service Board Rule , 5.7( i ). Applicants interested in maintaining their eligibility will need to take and pass the exam after their hire date.


    6. Conditional Hire : Upon receipt of a conditional offer, the selected candidate must complete and pass LiveScan/fingerprinting; review by Human Resources, a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department.
