    Manager of Engineering Compliance

    Department of Community Development

    Full-Time, 12 Months

    Exempt, Pay Grade 35

    Job Summary/Objective:

    Responsible for leading, managing, and providing functional subject-matter expertise for erosion & sediment control and stormwater management inspections and enforcement. Represents the Program Administrator related to inspections and enforces the erosion and sediment control and stormwater management programs. Manages the engineering division inspection staff.

    Supervisory Responsibilities:
    • Supervises and assigns work to the Engineering Division inspection staff of up to 7 people.

    Essential Functions:
    • Supervises the engineering inspection staff to ensure land disturbances comply with the Water Protection Ordinance (WPO).
    • Develops assigned staff using tools including but not limited to career development plans, goal setting, and performance management.
    • Manages technical and administrative activities relating to WPO enforcement: investigation of complaints, require compliance plans for violations, and initiate legal action when necessary.
    • Develops and implements policies and procedures for the WPO inspections program.
    • Works closely with regulatory agencies such as the Virginia Department of Environmental Quality (DEQ), US Army Corp of Engineers (USACE), and Department of Conservation and Recreation (DCR), and with other internal, local, state, regional regulatory agencies to ensure operations are efficient and effective in discharging County responsibilities.
    • Manages the WPO permitting and bond reduction and release inspection process.
    • May represent the County at various public meetings, ranging from neighborhood meetings to Board and Commission meetings.
    • Represents the County in enforcement actions in court.
    • Supports emergency response efforts, which could include working during off-hours.

    Competency: Knowledge/ Skills/Abilities:
    • Thorough knowledge of terminology, practices and techniques of erosion control and stormwater management design and construction.
    • General knowledge of road, drainage and grading design, and construction practices required.
    • Knowledge of computer applications and software associated with the preparation of plans and engineering computations, required.
    • Knowledge of the Virginia Erosion and Sediment Control Program (VESCP), Virginia Stormwater Management Program (VSMP), and Virginia Erosion and Stormwater Management (VESMP) laws and regulations, required.
    • General knowledge of the County and FEMA floodplain laws and regulations, desired.
    • Strong leadership and management skills emphasizing team building and cross-divisional efforts.
    • Emotional intelligence and effective exercise of professional judgement.
    • Working knowledge of computers, tablets, Microsoft Office Suite tools, and other tools essential to the effective performance of this position.
    • Ability to work effectively with contractors, engineers, and the general public to resolve conflicts.
    • Ability to perform technical design reviews or reviews of WPO plans, required.
    • Ability to review construction documents, cost estimates, design requirements and compatibility with county standards, ordinance or state code requirements, guidelines and operational needs, required.
    • Ability to communicate clearly and effectively both orally and in writing and interact effectively with the public, required.
    • Ability to enforce ordinances and codes with firmness, tact and calmness in potentially hostile situations, required.
    • Ability to maintain effective working relationships with contractors, County employees and officials, the public, DEQ, ACOE, and other stakeholders, required.
    • Ability to communicate complete ideas effectively, orally and in writing, required.
    • Ability to estimate costs of erosion & sediment control measures on projects, desired.

    Required Education and Experience:
    • Graduation from an accredited college or university.
    • Minimum seven (7) years of experience in construction or construction inspection.
    • Certified as a DEQ Virginia Program Administrator for Erosion & Sediment Control (ESC), Plan Reviewer for ESC, and Inspector for Stormwater Management, or ability to obtain within 12 months, required.

    Preferred Qualifications/Certifications:
    • Major work in civil engineering or equivalent, desired.
    • Licensed as a Professional Engineer in Virginia, desired.

    Physical and Mental Requirements:
    • Work frequently requires physical tasks, including bending, stooping, lifting and carrying items weighing up to 50 pounds, with occasional handling of items weighing over 100 pounds.
    • Work environment routinely exposes employee to potential major injuries, adverse weather with occasional exposures to hazardous substances.
    • Ability to traverse difficult terrain, and maneuver within heavy construction zones.
    • Regular contact with the public, staff, construction personnel, County officials, and design professionals and various boards and committees as necessary.

    Remote Work:

    This position is not eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

    Salary Range:

    The hiring range for this position is $39.62 - $43.31 per hour (approx. $82,414 - $90,089 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
