The Sheriff's Office has requested a
department promotional certification to fill a Detention Lieutenant position.
Only qualified permanent and/or probationary Department employees on the eligible list may be eligible for referral to the department for the advertised position. The Civil Service title for this position is Correctional Lieutenant.
Under general direction, the Detention Lieutenant plans, organizes, directs, and supervises the detention activities of a specific shift within the Main Adult Detention Facility (M.A.D.F.). They may function as the Assistant Facility Commander of the North County Detention Facility, act for the Facility Captain or the Assistant Sheriff in their absence; and provide leadership and supervision in a wide variety of complex and technical administrative, programmatic, operational, and/or service-related functions and activities.
Detention Lieutenant is the first management-level position in the Correctional Deputy series. As such, the Detention Lieutenant is responsible for supervising, coordinating, and planning staff activities, scheduling shifts, assigning tasks, and evaluating the performance of subordinate staff. Although the primary emphasis of the Detention Lieutenant is overseeing staff, operational, and/or program functions; the scope of the Detention Lieutenant's responsibilities also includes the analysis, research, and evaluation of detention facility activities.
Individuals hired into this class shall serve a probationary period of one year. Incumbents in the Correctional Lieutenant classification are Peace Officers as defined by Penal Code 830.1(c). Incumbents newly hired into the classification of Correctional Lieutenant must successfully complete Penal Code 832 within one year of appointment and must successfully complete the Board of State and Community Corrections Manager/Administrator Core Course within one year of appointment.

Normally, this would include graduation from high school or possession of an acceptable General Education Development Certificate and five years of recent work experience in corrections, law enforcement or in criminal justice, including two years at a supervisory level. Significant related coursework or graduation from an accredited college or university with a related degree is highly desirable.
Additional Requirements: In accordance with California Government Code, Section 1029 - 1031, and the California Corrections Standards Authority, Title 15, Article 2-3, Minimum Standards for Selection and Training, each employee shall meet the following minimum standards: Must be at least 18 years of age at time of appointment; United States citizenship or status as a permanent resident alien who is eligible for and has applied for citizenship (if a permanent resident alien has not obtained citizenship within three years after application for employment or is denied citizenship, he/she will be disqualified for peace officer status); and have no prior felony conviction nor be under current formal probation supervision. Candidates who are POST-certified, and have not attended any CCSA Adult Corrections Officer Core Courses, must successfully complete the CCSA Adult Corrections Officer Basic Academy Supplemental Core Course within one year of appointment.
Candidates certified for employment must be willing to undergo and successfully complete an in-depth background investigation, including a psychological evaluation, finger printing, criminal history check, polygraph, and a medical examination.
Candidates must be willing to work in uniform and willing to work all shifts, including days, evenings, nights, weekdays, weekends, holidays, and overtime.
License: Possession of a valid driver’s license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
Knowledge, Skills, and AbilitiesConsiderable knowledge of: the laws, codes, ordinances and policies which govern the care, detention and release of prisoners; the modern methods and techniques of discipline as they relate to persons under criminal confinement; principles and practices of modern adult institutional facility management; effective and efficient personnel management and supervisory techniques and program budget management; the rules, regulations, practices and procedures in the day-to-day operation and control of Sheriff's Detention Facilities; Divisional Policy and Procedure Manual.
Working knowledge of: research methodology, report writing and basic statistics; written communications including language mechanics, syntax, and English composition; recent developments, current literature and sources of information relevant to the management of a modern detention facility.
Knowledge of: modern personnel practices and processes for investigating allegations of unlawful discrimination.
Ability to: plan, organize, direct and supervise the programs and operations of an adult detention facility related to the processing and care of persons under criminal confinement; plan, assign, supervise, train and evaluate the work of subordinate Correctional Deputies and support staff; interpret and enforce institutional rules, regulations and other policies with firmness, tact and impartiality; analyze administrative problems, reach practical conclusions, and report recommended changes; prepare clear and concise written reports and oral presentations; establish and maintain effective working relationships with prisoners, subordinate staff, management and support personnel, the general public, County departments and other criminal justice system agencies; plan and organize research and statistical work relating to the various aspects of institutional administration, budget and general management matters; use principles of inductive and deductive reasoning to validate conclusions and recommendations; and employ group dynamics and motivational methodology to all levels of employees.
