    The Position

    Right-of-Way Agents appraise, acquire, relocate, clear, and manage real property for the State and, as requested, its political subdivisions.

    Incumbents perform in a trainee capacity and acquire the knowledge, skills and abilities required in this occupation. OR Incumbents perform basic tasks or elements of the job not requiring the additional knowledge, skills and abilities to perform at the next level in the series.

    The Right-of-Way Agent I position works under direct supervision in a journey level capacity. The agent will acquire real property, provide relocation assistance to displaced persons, farms and businesses and perform property management functions. They also monitor local public agency use of Federal Highway Funds to ensure compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act). They also performs property management functions, establish new and monitor existing non-highway use agreements, and dispose of real property that the Department no longer needs . This position also coordinates with Utility Companies, Municipalities, Public Utility Commissions, UPRR and other impacted parties for relocation and adjustment of facilities in conflict with Department projects. The incumbent will possess a degree of knowledge and proficiency sufficient to perform work under the direct supervisor in a journey level capacity. This position requires knowledge and experience of federal statutes pertinent to the acquisition of land and disposal of property acquired for transportation purposes, have general knowledge of real estate law, relocation cost estimating, appraisal, property management methods, Nevada Revised Statutes, and the Nevada Administrative Code. This position is in the Right-of-Way Division, Carson City Headquarters and is responsible for statewide transportation related projects. NOTE: THIS POSITION WILL REQUIRE TRAVEL AT LEAST 25% OF THE TIME.     To Qualify:

    In order to be qualified, you must meet the following requirements:
    Education and Experience (Minimum Qualifications) Bachelor's degree in business or public administration, real estate, mathematics or related field and one year of professional or technical experience in real property appraisal, planning and zoning, escrow and title, real estate, property management or similar experience which included data analysis, preparation of reports, researching information, and frequent communication with others; OR two years of experience as an Engineering Technician III in Nevada State service relevant to right-of-way activities; OR an equivalent combination of education and experience. Special Notes As part of the hiring process, applicants for positions in the Nevada System of Higher Education may be required to demonstrate the ability to perform job-related tasks. Special Requirements A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continued employment. The Examination Application Evaluation Exam The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. The most qualified applicants will be contacted by the hiring agency for interview.     2) Describe your experience with interpreting maps and plans such as: right-of-way design plans, civil design/road construction plans, or other types of visual property depictions.

    3) What is your experience with preparation of leases, licenses, and rental agreements?

    4) Describe your experience working with cloud-based software products as it relates to workflow management of short and long-term acquisition projects. Additionally describe any experience you may have in utilizing Geospatial Information Systems (GIS).

    The presence of Nevada's earliest inhabitants, beginning about 12,400 years ago, is marked by many petroglyphs and archaeological sites. Baskets, decoys, and ingenious traps are evidence of the resourcefulness of these early people in a harsh and arid environment.

On October 31, 1864, President Lincoln proclaimed Nevada's admission to the Union as the 36th state. The State's first elected Governor, Henry Blasdel, took office on December 5, 1864.

    Today, Nevada is the nation's seventh largest state in land area. Several hundred mountain ranges cross its landscape, many with elevations over 10,000 feet. In contrast, the State's lowest point (along the Colorado River) is only 470 feet above sea level. From majestic mountains to desert valleys, nature has endowed Nevada with diverse and unique ecosystems.
