    THE PORT OF LONG BEACH IS SEEKING A MANAGER INSPECTION AND QUALITY CONTROL

    (This is an at-will position)

    THE TEAM

    One of the six unique divisions of the Engineering Bureau is our Construction Management Division. The Port of Long Beach Construction Management Division is a dynamic group responsible for overseeing and managing all aspects of construction projects within the Port’s expansive infrastructure. With a focus on safety, quality, and efficiency, the team ensures that critical projects—ranging from terminal upgrades and infrastructure enhancements to environmental sustainability initiatives—are completed on time and within budget. Collaborating closely with engineers, contractors, and regulatory agencies, the team plays a vital role in shaping the Port’s future, driving innovation, and supporting its position as one of the busiest and most environmentally conscious ports in the world.

    THE ROLE

    Under the general direction of the Director and Assistant Director of Construction Management, the Manager of Harbor Inspection and Quality Control leads dynamic engineering construction inspection efforts across the Port’s public works and Harbor programs. This role is pivotal in ensuring the highest standards of quality assurance for the Harbor Development Permit process, while also overseeing a dedicated team of inspectors who support the Harbor Department’s Terminal Inspection program. Additionally, the manager plays a key leadership role in the highly anticipated Harbor Construction Permit program, driving innovation and excellence in every aspect of harbor development.

    EXAMPLES OF DUTIES

    HOW YOU GET TO CONTRIBUTE:
    • Provide leadership and direct overall administrative activities for the Inspection Section staff of the Construction Management (CM) Division: establish goals, and objectives, measure performance, interview and recommend employees for hire; train, coach, and mentor; recommend and approve specific training; evaluate employee performance.
    • Provide direction for the Harbor Department Terminal Inspection program, oversee the Harbor Development Permit process, assist in developing the Harbor Construction Permit program, and oversee implementation.
    • Consult with the Construction Management Director and Assistant Director to determine short-term and long-term needs of the Inspection section and assist in designing processes that will be responsive to those needs; provide direction, information, and support to the Inspection program.
    • Plans and allocates Inspection resources in consultation with CMD leadership.
    • Provide expert assistance on inspection and quality control issues.
    • Assist in the development of inspection processes for construction project management software programs.
    • Supervise the engineering construction inspection activities of Harbor programs:
    • Maintain a daily master log of all Harbor Development Permits (HDPs); review log for types of planning and building department permits required; log and assign permits to inspectors; maintain a monthly spreadsheet of open, closed, and, outstanding permits; attend weekly Harbor Development Permit (HDP) meetings.
    • Oversee the review of contract drawings to ensure designs are of a high professional caliber, and economically sound in design and concept.
    • Develop, maintain, and refine performance monitoring metrics and reporting protocols as defined by the Director/Assistant Director of Construction Management.
    • Oversee the inspection and approval of work completed; notify management of issues or non-compliant work; assign staff for projects.
    • Assist with the development, implementation and revision of the Inspection section Procedures Manual.
    • Oversee and manage the professional services on-call test lab contracts: assists in the review of RFP, selects and issues contracts, assigns outside lab services for each contract; provides information to Deputy Chief Harbor Engineers (Manager of Engineering) to develop CM construction services estimates for the Director’s review before forwarding to other Port divisions; assigns Inspection staff for the project and performs daily oversight.
    • Assist in final inspections and recommend acceptance of completed projects as having been constructed in accordance with plans, contracts, and specifications; review all non-compliance reports and sign off.
    • Support staff in the partnering escalation ladder to resolve disputed change items between contractors working for the Port and project CM staff.
    • Coordinate and assign constructability review of documents at various design milestones; Review quality of constructability reviews performed by inspectors and provide remedial mentoring and training as needed; notify the Project Engineer of any deviation from the plans, specifications, or contracts as awarded.
    • Oversee Quality Assurance/Quality Control (QA/QC) function; assist with resolving QA/QC issues.
    • Assist with the maintenance of inspection records as may be required by Port policy; maintain current files on all working projects and for all inspection International Code Council (ICC) certifications.
    • Assist with the annual Inspection Section budget by forecasting funds needed for staffing, equipment, vehicles, materials, training, and supplies; monitor and approve expenditures; implement adjustments as necessary.
    • Perform other related duties as needed.


    REQUIREMENTS TO FILE

    EDUCATION, KNOWLEDGE & EXPERIENCE:
    • Bachelor’s Degree in Civil Engineering, Architecture, Construction Management, or a related field is required. Additional experience may be substituted for the required college degree on a year-for-year basis to the extent that the experience has prepared the individual to perform the duties of the position.
    • Five or more years of professional engineering, construction management, or inspection experience supervising the construction of and/or performing the inspection of major public works and/or Harbor projects. Experience must have included five or more years in a position that required the supervision of others in the construction and/or inspection of public works projects with individual contracts exceeding $1,000,000.
    • Knowledge of Standard Specifications for Public Works Construction (SSPWC) “Greenbook” is required.

    TECHNICAL SKILLS NEEDED:
    • Knowledge of inspection equipment and related instruments is required.
    • Knowledge of the Storm Water Pollution Prevention Plan (SWPPP) is required.
    • Knowledge of materials testing, trade certifications, and special inspection requirements is required.
    • Knowledge of the components of construction plans and specifications is required.
    • Requires a broad working knowledge of construction and inspection terminology.
    • Requires a general understanding of engineering and surveying terminology.


    DESIRABLE:

    • Registration as a Professional Civil Engineer in the State of California is desired.
    • Registration as an ICC Certified Deputy Inspector with the City of Long Beach in the fields of pile driving, reinforced concrete, pre-stressed concrete, masonry, structural steel, and welding is desired.
    • Knowledge of California building codes, practices, laws, statutes, and ordinances governing construction projects per federal, state, and local regulations is desired.
    • Experience contracting with and managing consultants is preferred.
    • Certification as a Construction Manager by the Construction Management Association of America is desirable.
    • Familiarity with Microsoft Project, P6 Scheduling, and/or Unifier computer software is highly desired.
    • Working knowledge of State Construction Safety Orders and Trench Construction Safety Orders is desired.
    • Prior Port, public transportation agency, and/or municipality experience is desired


    You will need strong negotiation skills, political savvy, excellent client/customer relation skills, and exceptional public speaking/presentation skills to thrive. You must be able to establish and maintain effective working relationships with various employees, vendor representatives, officials, and Port management.

    THE BENEFITS:

    The Port of Long Beach has established an annual salary range of $171,702 - $210,081 (placement depends on qualifications). An attractive package of executive-level benefits is included with the opportunity to work in one of the most diverse and dynamic areas of the United States:
    • Auto Allowance - $550.00 per month
    • Executive Leave - 40 hours per year.
    • Retirement - CalPERS 2% @ 62, coordinated with social security. Current member contribution is 8.00% for CalPERS, and 6.2% for social security, paid by the employee.
    • Pay for Performance - Pay for Performance is awarded based on employee performance as demonstrated through achievement of individual goals, demonstration of required competencies, and available budget funds.
    • Deferred Compensation - The City matches a percentage of base salary for qualified members contributing to the 457(b) plan.
    • Group Health Insurance - Medical and dental options (HMO and PPO). Free vision coverage.
    • Life Insurance - City-paid life insurance policy of $20,000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500,000.
    • Disability Insurance - City-paid short- and long-term disability insurance.
    • Vacation - Vacation is accrued at the equivalent of two weeks on an annual basis. Vacation can be used after six months of service. An employee’s vacation accrual may be adjusted upon hire to provide credit for previous full-time employment at a public service agency. Credit for public service shall only be given for completed years of service as a full-time permanent employee. Public Service credit shall not apply to any other benefits.
    • Sick Leave - Accrued at 8 hours per month. Accruals may be converted upon retirement to cash credit toward health and /or dental insurance premiums or retirement service credits.
    • Paid Parental Leave - After six (6) months of City employment, the City pays up to 30 consecutive days (160 hours) for eligible employees to take paid time to bond with the child upon birth, adoption, or foster placement of a child, up to the age of 17.
    • Holidays - 11 scheduled holidays per calendar year and four (4) personal holidays.
    • Education Reimbursement - Tuition reimbursement allows employees to obtain additional education or training.
    • Annual Physical - Eligible to receive an annual physical examination at the city's expense through the city-provided program.
    • Public Student Loan Forgiveness - As the Harbor Department of the City of Long Beach, a governmental agency, the Port of Long Beach is a qualifying employer for the Public Student Loan Forgiveness (PSLF) program.
    • 529 college savings plan - The ScholarShare529 plan is an account that allows employees to invest specifically for future education expenses through the Long Beach City Employees Federal Credit Union. Funds can be used from your 529 savings plan to send your grandkids, kids, or even yourself to any accredited public or private U.S. college or university - or two-year technical or vocational institution.

    Vacation:Twelve (12) vacation days after the first year of service; 15 days after four years, six months of service; 20 days after 19 years, six months of service.

    Executive Leave:Forty (40) hours Executive Leave per year. The City Manager has discretion to grant an additional 40 hours each year.

    Sick Leave: One day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.

    Holidays:Eleven (11) designated holidays per year, plus four personal holidays to be used at the employee's discretion.

    Transportation Allowance:Monthly allowance is allocated by classifications below;
    • Department Head $650.00
    • Deputy Director/Manager/Director (Harbor/Utilities) $550.00
    • Division Officer/Superintendent/ Chief of Staff / Administrator / Principal DCA $450.00
    • Assistant to Executive / Executive Assistant / Executive Secretary/ Executive Support Staff $300.00
    Deferred Compensation Plan:Optional for employee contribution to a supplementary retirement savings program available through Mission Square Retirement formerly ICMA-RC Retirement Corporation).
    • Classic CalPERS Members: The City will contribute a maximum of up to two percent (2%) of base salary* for all qualified Classic CalPERS members.
    • Public Employees’ Pension Reform Act (PEPRA) CalPERS Members: Effective the second full pay period following City Council adoption, the City contribution will increase from two percent (2%) to three percent (3%) of base salary* for all qualified PEPRA CalPERS members.
    Flexible Spending Account (FSA):Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.

    Flexible/Hybrid Work Schedule:Available (subject to City Manager approval).

    Paid Parental Leave: The City provides one hundred and sixty (160) hours of Paid Parental Leave at 100% of salary, for the birth, adoption or foster placement of a child, regardless of the gender, marital status or sexual orientation of the parent.
