    The Financial Analyst compiles and analyzes financial information for the county to develop revenues/expense analysis and projections to create reports that identifies trends in cash flow needs that provides senior management with information for strategies for the investment portfolio. This position provides financial forecasting as necessary to make routine recommendations for investment purchases and to ensure availability of funds to meet financial obligations. This position also maintains the ledger for funds to provide a current financial picture in order to make important investment decisions, invests idle county funds to maximize yield, and audits biweekly payroll information to ensure financial accuracy.

    Examples of Duties

    Creates, maintains, and analyzes revenue and expense reports for all county collections and expenditures, to determine real time cash position and ensures financial information has been recorded accurately.

    Compiles, reviews, and analyzes daily financial information, appropriates daily collections for the county revenue, and ensures fund availability to meet cash flow needs.

    Examines and assess economic and market trends, earning prospects, financial statements and various other indicators and factors to determine suitable investment strategies.

    Oversees assets under management in the investment portfolio, ensuring liquidity, safety of principal, proper diversification, status if investment maturities and proper receipts of interest revenue.

    Monitors county bank accounts for fraud; invests and cashes out county funds as necessary.

    Consults with senior management to guide and influence long-term and strategic decision making for the investment portfolio, based on fund availability and forecasted cash needs.

    Works closely with County Auditor and staff to coordinate revenue collections and allocations.

    Facilitates appropriate revenue reports verifying and proportioning interest and coupon payments to ensure proper credit.

    Creates, audits and submits various financial reports to reporting agencies.

    Monitors legislative, accounting, and tax changes that could alter investment practices and decisions.

    Assists with broker and dealer relationships and reviewing annual applications.

    Works with treasurer on county bank contract, RFP development and reviewing responses from RFP.

    Audits biweekly county payroll to ensure financial accuracy.

    Manages all aspects of jury payment.

    Performs the duties of the Assistant County Treasurer in their absence.

    Regular and punctual attendance is required.

    Performs other related duties as required.

    Minimum Qualifications

    Bachelor's Degree and a minimum three years of experience in a related field; or an equivalent combination of education and related experience required. Prefer prior experience with governmental accounting and investing.

    County Investment Officer and/or Certified Finance Professional Certification preferred.
