    The Airport Fire Battalion Chief plans, directs, supervises, and participates in daily operations of station crews including both routine and emergency operations; serves as on scene command and control for aircraft incidents and crashes, mass casualty incidents, and major fire events within the RTAA response scope. Balances the distribution of resources to ensure effective and efficient emergency response for the community; administers functions of various major department divisions, including Fire Administration, Emergency Operations, Fire Training, Facilities and Vehicle Maintenance, Public Education, Investigation and Code Enforcement; develops goals and objectives; and administers the budget.

    The Airport Fire Battalion Chief oversees the workstation crews and holds substantial responsibility and authority. The incumbent exercises independent judgment and discretion and uses the City and Department regulations, expectations, and policies as a guide. Work includes the direct supervision of multiple officers.

    Examples of Essential Functions

    • Plan, direct, manage and participate in the daily operations of the Airport Fire division; and administer a variety of fire training, prevention, planning, response, emergency medical, and/or operation programs.
    • Schedule, and conduct subordinate officer and line personnel meetings as directed or needed.
    • Perform a variety of fire suppression, prevention and emergency medical response activities as the on-scene incident commander; develop fire attack plans; respond to alarms; direct the proper deployment of resources at the scene of emergencies.
    • Monitor day-to-day activities to ensure the efficient and effective allocation of staff and material resources and make other necessary budgetary decisions to preserve the core mission of the Airport Fire division of providing aircraft rescue and firefighting services in compliance with the provisions of FAR Part 139.
    • Assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
    • Oversee and review all overtime, sick leave, vacation and comp time in accordance with the terms of the applicable collective bargaining agreement.
    • Screen, interview, and recommend for hire new employees in accordance with established policies, procedures, guidelines, and the terms of the applicable collective bargaining agreements.
    • In consultation with the Fire Chief, and in accordance with the terms of the applicable collective bargaining agreement, evaluate layoff, recall from layoff, or transfer recommendations, and if appropriate, recommended alternatives to enhance organizational operations and efficiency.
    • Evaluate the performance of staff, providing regular feedback regarding quality and quantity of work performed; provide employees with the guidance and direction needed to correct deficiencies; and work with employees to help improve individual and operational productivity; recommend staff for promotions, recognitions or other rewards.
    • Serve as the first line management representative in the interpretation and administration of the collective bargaining agreement applicable to subordinate staff, the resolution of conflict, personnel problems, issues, or discipline, and/or the resolution of grievances. Recommend staff for suspension, termination, or discharge.
    • Recommend and assist in establishing, implementing, communicating and supporting the City of Reno goals, objectives, policies, and priorities.
    • Participate in the development of the division budget, including items related to training requirements; forecast expenses; monitor expenditures; and prepare and implement budgetary adjustments.
    • Maintain current knowledge of each area of administrative and operational assignment; and support the other Battalion Chief’s in the achievement of goals and 3 objects, as necessary to ensure continuity of service and mitigate the duplication of efforts and resources.
    • Conduct a variety of organizational studies, investigations and operational studies; identify and pursue grant opportunities to supplement ongoing programs; and recommend modifications to existing programs, policies and procedures.
    • Maintain all applicable records and reports in accordance with City of Reno standards and procedures, State and Federal law; attend all required staff and management meetings.
    • Foster, establish, and maintain liaison and collaborative working relationships with outside fire service agencies, other local, State and Federal agencies, and the general public.
    • Coordinate and supervise special programs or projects as assigned and prepare special reports.
    • This position may be deemed to be essential personnel as part of City of Reno’s Emergency Response Team and may be required to respond to airport incidents as requested/required.

    Appointment and Certification:
    Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
