    Job Summary

    The Senior Buyer for the City of Grand Prairie plays a pivotal role in securing goods and services through competitive bidding while ensuring compliance with state and federal laws. This position involves developing detailed specifications, managing multi-year contracts, conducting bid solicitations, reviewing requisitions, and overseeing basic and advanced contract administration. By fostering strong vendor relationships, resolving contract issues, and contributing to bid committees, the Senior Buyer ensures cost-effective and efficient procurement processes that support the city's operational excellence.

    Essential Job Functions

    • Solicit bids (formal) by creating specifications and bid packets for departments, posting legal advertisements (when required), posting the solicitation on the City's current bid platform and e-mailing prospective bidders on the Texas CMBL and HUB vendors, answering vendor questions or routing to the appropriate department, receiving and opening bids at the indicated time, creating bid tabulations / score cards, reviewing bid submissions for the requirements of the specifications and correctness of the bid, providing recommendation to departments on bid award, notifying vendors of award recommendation, and assisting in the development of council communications for awards.


    • Performs basic contract administration for departments annual price agreements by creating initial contract documents through provided templates and developing ad hoc contracts as required, gathering required signatures for contract execution, inputting pricing and basic contract information into the City's financial system, reviewing assigned price agreements for spend and necessity in conjunction with applicable Department and ensuring any necessary change orders or extensions are processed. Answering questions for the user department(s) in regards to assigned price agreements, works with Department and vendor to resolve any grievances, justify price changes / contract modifications.


    • Communicates with the public, vendors and other city employees to answer questions and/or gather information regarding service, pricing, delivery, invoicing, etc. Researches end user questions about the financial system by providing guidance and conducting periodic scheduled training.


    • Researches and analyzes purchasing data to identify trends and potential areas to add new price agreements.


    • Administrates encumbrances for capital improvement projects and other contracts for departments; Establishing encumbrances to appropriate the funds to a specific vendor; overseeing communications between departments so that funding is encumbered in correct amounts; responsible for assisting heavily in year-end close.


    • Performs special projects/assignments as assigned by the Purchasing Manager that are within the scope of public procurement.


    Minimum Qualifications

    • Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.


    • At least three years of related experience.


    • Valid Texas Class C Driver's License
