    Job Description

    Under the general direction of the Agency Project Manager, the Outcomes Project Specialist will maintain job placement reports and training outcome data related to the Coastal Bend Occupational Advanced Skills Training (COAST) and Texas A&M Rio Grande Valley Advanced Manufacturing Innovation Hub (TRAIN) programs. The Outcomes Project Specialist will be responsible for planning, developing, implementing, and managing initiatives, in coordination with the TEEX Career Services Program Coordinator, which assists TEEX participants in achieving professional career goals. This position is responsible for student and community outreach efforts as well as assisting with proposal development projects to help grow the programs.

    This Outcomes Project Specialist must reside in the Coastal Bend/Rio Grande Valley region and will report to the Agency Project Manager under the Strategic and Education Services Department within TEEX Headquarters.

    Required Qualifications:
    • Bachelor's degree from an accredited college or university (equivalency: will consider an Associate’s degree with two years of professional program administration experience or a High School Diploma/GED with four years of professional program administration experience).


    Required Licenses/Certifications:
    • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.


    Preferred Qualifications:
    • Two years of professional program administration experience.
    • Two or more years of experience in career development and advising participants in vocational programs.
    • Two or more years of program management experience.
    • Experience in planning networking events.


    Physical Requirements:
    • Ability to regularly use computer/keyboard.
    • Ability to communicate orally and in writing.
    • Ability to move up to 20 lbs. with assistance to maneuver general office supplies and training
    • equipment.
    • Ability to travel independently to remote locations by driving and/or flying on commercial
    • airlines.


    Knowledge, Skills, and Abilities:
    • Must be bilingual (English and Spanish).
    • Experience working in a professional office environment.
    • Strong knowledge of Microsoft works applications (Word, Excel, PowerPoint).
    • Ability to interact with management, staff, and customers positively and professionally.
    • Excellent oral and written communication skills including presentation skills.
    • Excellent organizational and analytical skills with attention to detail.
    • Ability to multitask and work cooperatively with others.
    • Ability to work under tight deadlines and with minimal supervision.
    • Ability to coordinate and facilitate meetings and meet project deadlines.
    • Ability to communicate complex information effectively.
    • Ability to develop, implement, track budgets, track timelines and deliverables, and provide periodic evaluations and reports for programs.

    • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
    • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
    • As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.
    • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
    • This position allows telecommuting per TEEX guidelines.
    • This position may require travel within the Corpus Christi/Brownsville region.


    Essential Duties, Tasks, and Percentages:

    Job Placement Tracking - 80%
    • Presents to the participants of the COAST and TRAIN programs to explain the process for tracking job placement and the collection of applicable forms.
    • Contacts participants during and/or at the conclusion of training programs to collect job placement information.
    • Contacts employers, as applicable, to verify job placement information for participants.
    • Works collaboratively with training programs and Agency Project Manager to problem solve issues around job placement rates.
    • Accurately documents placement verification for each participant and stores records in organized manner.
    • Accurately documents records for reporting requirements.
    • Participates in site visits or audits to discuss job placement records.
    • Prepares, maintains, and presents historical and comparative data to legislative stakeholders, Texas Workforce Commission and TEEX leadership, as needed.
    • Assists in the collection of job placement data for other credentialing / authoritative organizations as assigned.
    • Develops and utilizes dynamic social media platforms to organize information and facilitate outreach communications.
    • Works with partners on special events that publicize the organization and its programs to the community.
    • Continually expands current knowledge base of labor market trends, occupational information, and the local, State, and National employer base for applicable training programs.


    Proposal Development - 20%
    • Assists with the development and submission of responses to requests for proposals (RFPs).
    • Conducts labor and market research for proposals.
    • Writes and formats proposals, including creating templates and boilerplate text.
    • Analyzes requirements and ensures that proposals meet them.


    Other Duties
    • Interacts professionally and respectfully with staff and external partners.
    • Foster a workplace culture of openness and mutual respect.
    • Perform additional duties as assigned.
