    Job Description

    The Texas A&M Public Works Response Team (TX-PWRT) Logistics Coordinator will make a difference by providing logistical support and technical assistance for the program during daily operations; and with the deployment of resources when activated by the Texas Division of Emergency Management State Operations Center (SOC) by interfacing regularly with SOC operations staff and collaborating with public works agencies (federal, state, and local) to provide public works solutions to local public works incidents. Functions include purchasing, fleet and equipment maintenance, shipping, inventory control, contracting, vendor coordination, event coordination, staff training and supervision. This includes serving as a TX-PWRT SOC Liaison, DDEOC Agency Representative or TDEM IMT Liaison during state deployments; and assisting with performing cost analysis as needed to ensure the TX-PWRT is within specified funding parameters.

    The Logistics Coordinator reports to the Program Director/Operations Chief of the TX-PWRT.

    Required Qualifications:
    • Bachelor's degree from an accredited college or university or an equivalent combination of education and experience. (equivalency: will consider an Associate’s degree with four years of logistics coordination related experience or a High School Diploma/GED with six years of logistics coordination related experience.)
    • Two years of related logistics experience.


    Required Licenses/Certifications:
    • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.


    Preferred Qualifications:
    • Bachelor's Degree from an accredited university in business or logistics management, emergency management, or related discipline.
    • Five or more years of work experience in Logistics, Public Works, Emergency Management, or Organizational Leadership.
    • Knowledge of TEEX business and financial procedures.
    • Knowledge and experience of the State of Texas ESF-3 structure.
    • Experience working in a team environment with other agencies/responders.


    Physical Requirements:
    • Ability to communicate orally and in writing.
    • Ability to regularly use a computer/keyboard.
    • Ability to work in warehouse or austere conditions with potential allergens, elevated noise levels, and heat.
    • Ability to lift, carry or load up to 50 lbs. of equipment and materials.
    • Physical conditioning consistent with movement of PWRT equipment or shipments.
    • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.


    Knowledge, Skills, and Abilities:
    • Working knowledge of freight shipping processes/requirements.
    • Intermediate knowledge of business and management principles involved in planning, resource allocation, leadership techniques, production methods and coordination of people and resources.
    • Working knowledge of office software programs (Microsoft Office 365).
    • Strong customer service skills.
    • Strong problem-solving skills.
    • Strong interpersonal and organizational skills.
    • Ability to effectively communicate both orally and in writing.

    Equipment:

    Notifications:
    • This position is security sensitive.
    • This position may require work beyond normal office hours and/or work on weekends.
    • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
    • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
    • As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.
    • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
    • This position may direct and/or evaluate the work of others.


    Essential Duties, Tasks, and Percentages:

    Coordinate Logistical Activities - 60%
    • Prepares cache for deployment and transport as needed.
    • Deploys and supports personnel and partner agencies during incident operations.
    • Maintains accurate records and inventories of the costs related to equipment and vehicles.
    • Maintains accountability of tools, supplies, and equipment.
    • Develops, implements, and maintains a preventative maintenance program for equipment cache including tools to track and forecast replacement or resupply.
    • Maintains accountability of assigned staff during deployment.
    • Prepares and submits daily log entries and AAR items as directed by supervisor.


    Coordinate Contracts and Purchasing - 15%
    • Works closely with the TX-PWRT Business Office to develop requests for proposals for vendor services such as: shipping, equipment purchases, or incident rentals.
    • Evaluates vendor proposals and makes recommendations to Program Director.
    • Prepares, tracks and reconciles all logistical operations purchase orders and invoices with the vendors and the TX-PWRT Business Office.


    Customer Relations - 15%
    • Contacts and maintains rapport with TDEM personnel and partner agencies to ensure TX-PWRT logistics and contracting requirements are addressed.
    • Assist ESF 3 SOC Liaison with updates to TX-PWRT Mission Ready Package documentation.
    • Assist and support in the recruitment and retention of TX-PWRT cooperating personnel.
    • Assist and support the activities of assigned marketing team during the development of graphics and advertising campaigns.
    • Coordinate the production and distribution of TX-PWRT promotional materials.
    • Coordinate conference and special events registrations.


    Supervisory Responsibilities - 10%
    • Reviews and approve employee timesheets and leave requests.
    • Assesses staff development and training needs, address employee concerns and complete required annual evaluation.
    • Trains and assigns logistical staff to support, maintain and/or ship all required materials and equipment in support of TX-PWRT deployments.
    • Ensures that required licenses and certifications are current by staff.
    • Ensure assigned personnel are familiar with appropriate TEEX policies and procedures.
    • Updates job descriptions as required.


    Other Duties:
    • Performs additional work duties as assigned.
    • Completes required TAMUS/TEEX training within assigned deadlines.
    • Attends appropriate professional development opportunities.
    • Participates in other TEEX/PWRT programs and initiatives as directed.
