    THE POSITION

    This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year.

    The City of Vallejo is seeking candidates for one Building Inspector I/II position, as a collaborative member of the City's Planning and Development Services department. The department can choose to fill this vacancy at either the I or II level, depending on the qualifications of the candidate.

    The ideal Building Inspector candidate will perform technical building inspection work in enforcing compliance with building codes, regulations and ordinances. The Building Inspector will provide quality customer service and will be an innovative and creative problem solver with excellent communication skills, both written and verbal, with the ability to communicate concisely and effectively. While not required, CASp certification and Accela and/or TRAKiT software experience is highly desirable.

    THE DEPARTMENT

    The Department is organized across three divisions: Planning (Current Planning and Advanced Planning), Building, and Administration. The Department provides several vital services to the Vallejo community, including long-range planning for future City development; processing building and land use applications; facilitating the development review process; issuing permits and inspecting code compliance; facilitating green building practices; as well as other policy work as required.

    SALARY

    Building Inspector I: $36.99 - $44.96 Hourly $2,959.45 - $3,597.24 Biweekly $6,412.14 - $7,794.02 Monthly $76,945.65 - $93,528.24 Annually

    Building Inspector II: $39.87 - $48.46 Hourly $3,189.65 - $3,877.02 Biweekly $6,910.90 - $8,400.22 Monthly $82,930.85 - $100,802.62 Annually

    DISTINGUISHING CHARACTERISTICS

    Building Inspector I - This is the entry level class in the Building Inspector series. This class is distinguished from the Building Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including inspections of residential construction. Since this class is typically used as a training class, employees may have only limited related work experience and may or may not possess basic building inspection certification at appointment.

    Building Inspector II - This is the full journey level class within the Building Inspector series. Employees within this class are distinguished from the Building Inspector I by the performance of the full range of duties as assigned including all types, sizes and complexities of commercial, industrial and residential construction. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Building Inspector-I level whenthe required certifications from the International Conference of Building Officials/ International Code Council (ICBO/ICC) or other city-approved certifying agencies are obtained, or when filled from the outside, have prior experience and the required certifications.
    To perform technical building inspection work in enforcing compliance with building codes, regulations and ordinances.

    SUPERVISION RECEIVED AND EXERCISED

    Building Inspector I

    Receives immediate supervision from supervisory and management staff.

    Building Inspector II

    Receives general supervision from supervisory and management staff. May assist in training less experienced or lower level inspections staff.

    EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES

    Inspect industrial, commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances and regulations.

    Inspect existing buildings for change of use, occupancy, or compliance with applicable codes and ordinances.

    Inspect foundation, concrete, steel, masonry, wood construction, framing, plastering, plumbing, heating and electrical installations and a large variety of other complex and routine building system elements.

    Issue notices to comply on violations; maintain records of history of facts for possible legal actions.

    Approve the issuance of building and occupancy permits based on level of assigned duties.

    Coordinate inspection activities with other City departments and divisions as required.

    Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions.

    Maintain files and reports regarding inspection activities and findings; input data to the city’s computerized permit tracking system.

    Perform related duties and responsibilities as required.

    KNOWLEDGE, SKILLS AND ABILITIES / MINIMUM QUALIFICATIONS

    TYPICAL QUALIFICATIONS

    Building Inspector I

    Knowledge of :

    Basic principles of structural design and engineering mathematics.

    Major types of building construction, materials and methods.

    Ability to :

    Learn building related codes and ordinances enforced by the City, including the California

    Building, Electrical, Plumbing, and Mechanical Codes; and zoning codes.

    Ability to : continued

    Learn accepted safety standards and methods of building construction for commercial, industrial and residential buildings.

    Learn and apply basic principles and techniques of building inspection work.

    Learn to interpret and apply pertinent Federal, State and local laws, codes and regulations.

    Learn to apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard construction practices.

    Read and interpret complex building plans, specifications and building codes.

    Advise on standard construction methods and requirements for residential, commercial and industrial buildings.

    Learn to use and operate the city’s computerized permit tracking system; write reports and other documents using a personal computer.

    Make mathematical computations rapidly and accurately.

    Enforce necessary regulations with firmness and tact.

    Understand and carry out oral and written directions.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.

    Building Inspector II

    In addition to the qualifications for Building Inspector I:

    Knowledge of :

    Building related codes and ordinances enforced by the City, including the California Building, Electrical, Plumbing, and Mechanical Codes; and zoning codes.

    Accepted safety standards and methods of building construction for commercial, industrial and residential buildings.

    Complex principles and techniques of building inspection work.

    Ability to :

    Interpret and apply pertinent Federal, State and local laws, codes and regulations.

    Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard construction practices.

    Use and operate a personal computer to input data to a permit tracking system; write reports and other documents using a personal computer.

    Meet the essential functions and physical requirements contained in the Physical Analysis of Job Assignment attached to this specification and incorporated herein by this reference.

    Experience and Training Guidelines

    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

    Building Inspector I
    Experience:
    Two years of increasingly responsible construction and/or building trades experience. Building inspection experience is preferable.

    Training:
    Equivalent to the completion of the twelfth grade supplemented by training in the building trades, preferably including 15-30 units of related college level course work in engineering, architecture or construction .

    License or Certificate:
    Possess and maintain an appropriate, valid California driver's license and a safe driving record.
    Possession of, or obtain within six months after hire, an I.C.B.O. / I.C.C. or other city-approved certifying agency as a combination dwelling inspector.

    Obtain and maintain an I.C.B.O./I.C.C. or other city-approved agency's certification as a combination commercial inspector within 24 months of employment as a Building Inspector I.

    Building Inspector II

    Experience : Two years of increasingly responsible building inspection experience, equivalent to that of a Building Inspector I in the City of Vallejo

    Training : Equivalent to the completion of the twelfth grade supplemented by training in the building trades, preferably including 30-40 units of related college level course work in engineering, architecture, or construction.

    License or Certificate Possess and maintain an appropriate, valid California driver's license and a safe driving record. Possess and maintain I.C.B.O. / I.C.C. or other city-approved agency's certification as a combination commercial building inspector.

    SUPPLEMENTAL INFORMATION

    Working Conditions

    Office and inspection site environment; exposure to dust and noise; some climbing, stooping, light lifting and inspecting in confined areas.

    The Recruitment & Selection Process

    2. Applications will be screened for overall qualifications the week of February 3, 2025.

    3. Applicants who meet the minimum qualifications will have their supplemental responses scored by subject matter experts the week of February 10, 2025. The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Panel Interview.

    4. Oral Panel Interviews are tentatively scheduled to take place the week of February 24, 2025. Oral Panel Interviews are weighed at 100% of the candidates’ score. Candidates must achieve a minimum passing score of 70%. Those achieving 70% or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.

    The City reserves the right to limit the number of candidates to those determined to be best qualified based upon all requested application materials, including training and experience, current resume, and responses to supplemental questions.

    5. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
