You must also possess and currently maintain the California POST Public Safety Dispatching Certificate in order to be considered for this position.
DEFINITION Under direction of the Police Support Services Manager, provides shift supervision and general oversight for all public safety dispatch staff; supervises and ensures effective daily operation of the Police Communications Section; acts as a key communications liaison between the Operations and Support Services Divisions, and other various departments throughout the city; performs dispatch duties, when needed, to provide section coverage; and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS This classification has first-line supervisory responsibility over Senior Public Safety Dispatcher and Public Safety Dispatcher employees which includes, scheduling shifts, authorizing time off requests, training staff, completing performance evaluations, and recommending disciplinary action, when appropriate. The Supervising Public Safety Dispatcher possesses and maintains the necessary essential functions of the Public Safety Dispatcher classification, and can perform dispatch duties, as required, for business necessity. It is distinguished from the Senior Public Safety Dispatcher which is the lead level classification in the dispatcher series that doesn't have full supervisory responsibility. It is further distinguished from the Police Support Services Manager which has overall managerial responsibility for the multiple sections of dispatch, records, and property/evidence.
SUPERVISION RECEIVED Direct supervision is provided by the Police Support Services Manager with direction provided by other chain of command staff.
SUPERVISION EXERCISED Provides direct supervision to Senior Public Safety Dispatchers, Public Safety Dispatchers, temporary employees, and volunteer staff.
Examples of Important and Essential FunctionsSupervisory Functions
Provides leadership, mentoring, and coaching to employees; assigns, directs, and evaluates performance of assigned staff; monitors daily dispatch activities and operations; prioritizes and assigns duties; assesses staff performance including routine quality assurance reviews of all dispatchers; conducts dispatcher interviews and assists in selecting candidates for employment; monitors staffing levels; schedules work shifts and vacations to maintain minimum staffing requirements; writes performance evaluations to include recommendations provided by Senior Public Safety Dispatchers; develops and conducts performance improvement plans (PIP), and recommends disciplinary action, as needed; works with Senior Public Safety Dispatchers to prepare training guidelines and conduct staff training on the City's communication system; completes all documentation as mandated by the department training program; and researches, investigates, and conducts follow-up on complaints regarding dispatch operations which may include interviewing concerned parties, collecting and analyzing pertinent information, and preparing written reports.
Administrative Functions
Interprets and ensures compliance with operational guidelines, policies and procedures; recommends updates to section guidelines and training material through proper channels; monitors and ensures all equipment is functional including computer aided dispatch terminals and system files; troubleshoots minor equipment problems and coordinates equipment repairs when needed; reports to staff and management all significant incidents and repairs relating to calls for service, critical incidents, and equipment issues; maintains detailed electronic and manual records and files; effectively communicates and to those contacted in the course of the work including other City departments/divisions, other agencies, co?workers and the general public; and utilizes personal computers to perform word processing and spreadsheet functions.
Call Taking and Dispatching Functions
Assists dispatch staff in performing daily operations which may include answering emergency 911 or administrative telephone lines when calls are excessively high or during staff shortages; dispatches police units to handle emergency and non-emergency crimes or problems; operates radio and computer aided dispatch terminals to interact with and direct the operation of field personnel; and performs the full range of dispatch duties when required for business necessity.

Any combination of experience, education, and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:
Experience : Three years of recent Public Safety Dispatcher experience for a California law enforcement agency. Experience as a dispatch shift supervisor, lead, and/or trainer is highly desirable.
Education : Equivalent to high school graduation. A college degree or college course work in supervision is highly desirable.
Training : Any recent training such as academic courses and certification programs which are relevant to this job classification.
Certification : Current possession and maintenance of the California POST Public Safety Dispatching Certificate is required.
License : May require the possession of a valid California driver's license and satisfactory driving record as determined by the City.
Other Requirements : Must be willing and able to work any rotating shift in a 24 hour period, holidays, weekends, scheduled and emergency overtime, and be available for call back, as required; attend classes, seminars, and workshops during work and non-work hours, as required; wear a uniform; and comply with departmental grooming standards.
Special Requirements : Essential duties may require the mental and/or physical ability to read fine print, charts, graphs, maps, and computer monitors; see fine detail with no color deficiencies; detect radio or telephone transmissions, sometimes with interference and static and with varying degrees of emotion expressed by those contacted in the course of work; speak quickly in a clear, understandable voice with sufficient volume and tone quality to project effectively over radio and telephone; move quickly about the work station and in the building; quickly write, operate computer keyboards, operate complex radio computer equipment, and diagnose small office equipment problems; strength to safely lift and maneuver supplies and office equipment weighing up to 40 pounds; stamina to sit for long periods of time up to 4 hours at a time without any breaks; quickly bend, stoop, reach, and climb step stools; and endurance to work long hours, as required.
