    The Port of Oakland is currently recruiting for the position of Aviation Security Superintendent. Under general direction, the incumbent coordinates the implementation of all aspects of the Airport’s security programs; performs liaison duties and functions between the Airport and all the on-airport federal agencies, airport departments’ staff, air carrier employees, project contractors, vendors, tenants and law enforcement services providers. Acts as primary instructor of security training for all newly appointed airport personnel, tenants, vendors and others. The Aviation Security Superintendent assists in administering the security operations activities of the Airport; analyzes and makes recommendations on regulations affecting the Oakland International Airport; ensures compliance with Transportation Security Administration (TSA) regulations; serves as Alternate Airport Security Coordinator, in accordance with 49 CFR 1542.3, with full access to all TSA Sensitive Security Information.

    Examples of Duties

    Typical duties may include, but are not limited to the following:

    • Assists the Aviation Security Manager in implementing and directing all safety and security programs and activities at the airport. Such activities may include the supervision and direction of all Port employees and Port-contracted personnel engaged in airport security-related duties and functions.
    • Directs and conducts administrative investigations which may be caused by information disclosed by airport employee applicants. Conducts interviews and recommends referrals to government investigative agencies and/or to the appropriate courts in instances that warrant such action(s).
    • Coordinates the security operational activities of airport tenants, air carriers, governmental agencies, general aviation and others to effect compliance with airport security policies and practices.
    • Develops training and exercise scenarios to evaluate contingency plans and emergency procedures that are included in the Airport Security Program (ASP). Makes recommendations for the improvement of the ASP following such exercises and actual events; assists in updating the ASP to meet existing security requirements and demands.
    • Conducts prescribed audits, inspections and accountings to ensure compliance with Transportation Security Administration (TSA) and the Federal Aviation Administration (FAA) Regulations.
    • Submits budgetary requirements for airport security operations to be included in the Aviation Division’s annual budget.
    • Acts as the airport’s primary security representative during airport emergencies until relieved by the Aviation Security Manager.
    • Initiates, prepares and maintains various airport security records; makes recommendations concerning the revision and initiating of policy and regulations pertaining to airport security activities; reviews operational reports concerning accidents and incidents and takes required action.
    • Addresses civic groups, service groups and others to develop understanding and support of the airport and its problems, growth potential and needs; acts as host to interested visitors when assigned.
    • Participates in airport-related preconstruction meetings and other sessions with Port staff and project contractors to provide security guidance consistent with FAA/TSA regulations and Airport policy.
    • Attends periodic meetings with airline tenants to address security-related matters.
    • Develops and enforces policies, regulations and procedures governing aviation security control systems for the secure and safe operation of airport facilities.
    • Performs other related duties as assigned.


    Minimum Qualifications

    EDUCATION AND EXPERIENCE

    This position requires a combination of education and experience reflecting possession of the required knowledge, skills, and abilities. A typical combination would include graduation from an accredited college or university with a bachelor’s degree in criminal justice administration, business or public administration, aviation or a related field plus four years of progressively responsible experience in the Aviation industry security functions and/or law enforcement activities, including at least one year of supervisory experience.

    KNOWLEDGE, SKILLS AND ABILITIES

    To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required.

    Knowledge of:
    • Aviation and airport operations, procedures, policies and practices.
    • Federal, state and local rules including 49 CFR 1542, 1544, 1520, and related TSA Security Directives.
    • Principles and practices of management and supervision, including training, coaching, and counseling, and team building techniques in a customer service environment.

    Ability to:
    • Operate a personal computer utilizing standard office software applications as well as specialized security systems software.
    • Communicate effectively both orally and in writing to prepare accurate reports.
    • Present and gather information from large and small groups.
    • Develop and administer a budget.
    • Maintain and exhibit discretion and integrity when handling sensitive information.
    • Train new airport employees, vendors, contractors and others regarding airport security in compliance with FAA/TSA regulations.
    • Establish and maintain effective working relationships with those contacted in the performance of required duties and to work as a team.
    • Develop and implement goals, objectives, policies, and procedures, work standards and internal controls.


    THE SELECTION PROCESS

    Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire appraisal review (pass/fail). Applications submitted without the completed supplemental questionnaire will be deemed incomplete and not given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.

    Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test your overall aptitude for the position.

    Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration . The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.

    Additional Requirements

    Must possess a valid California Class C driver license at the time and for the duration of appointment.

    This classification requires each incumbent to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position. In addition, the incumbent in this position will be required to complete and pass a U.S. Customs Airport Security Program Check (19CFR122.182). This status must be maintained for the duration of employment at the Airport.
    Candidates must be available for on-call duty as required by emergency situations, or as required for uninterrupted Port operations, and as required to be an Alternate Airport Security Coordinator.

The retirement formula for new hires is 2% at 62 years of age or 2.5% at 55 for with other CalPERS service and/or reciprocity.

    Time Away from Work
    • From 2 to 5 weeks of vacation depending on years of employment at the Port.

    • 12 days of sick leave per year after three months of employment which includes 4 days of personal leave.
    • 13paid holidays as well as the second half of the shift on December 24 and December 31.
