    The Job

    Immediate Need for Public Authority Social Workers II (Contract)

    In-Home Support Services (IHSS) Public Authority is recruiting for Social Worker II's who will provide guidance and service coordination to ensure optimum utilization of available resources to maximize consumer empowerment and independence in the home. The position will also be responsible for assisting clients to work with providers by enhancing their capacity or social functioning while remaining in the home.

    The Public Authority is a governmental entity established by State law to work in conjunction with San Bernardino County's IHSS Program. The IHSS Program helps eligible low-income Seniors and persons with disabilities to remain independent by making funding available for them to employ a home care provider. The Public Authority is responsible for establishing and maintaining a registry of providers and for county-wide service that recruits, screens, matches, and refers registered home care providers to eligible IHSS recipients.     CONDITIONS OF EMPLOYMENT

    NOTE: These are contract positions for the Public Authority. Incumbents will not attain status as County employees. The current vacancy will be approximately three years in duration with the possibility to extend the contract up to a maximum of three additional years (per the terms of the contract).

    Travel: Employees may be required to provide their own transportation, and mileage and reimbursement is available. At the time of hire, a valid California driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

    Depending on the area of assignment, duties may include, but are not limited to the following:

    • Evaluate social, physical and mental functioning of clients through interviews, home visits, investigations of departmental records, and consultations with relevant agencies and individuals. Determine eligibility and specific social service needs and authorize services according to program guidelines.

    • Assist clients in identifying and defining dysfunctional behaviors relating to program service areas and suggest alternative courses of action to resolve or alleviate identified problems. Monitor supportive guidance to strengthen functioning and increase self-sufficiency.
    • Screen applicants and refer those with problems beyond the particular functional area of the position's assignment to other staff or agencies.
    • Interpret departmental policies, procedures and regulations for services to applicants, other agencies and the public.
    • Maintain case records, prepare written reports, and handle routine correspondence.
    • Responsible for processing intake consumer applications for the Public Authority Registry in a timely manner.
    • Make Adult Protection Services (APS)/Fraud referrals when pertinent situations arise.
    • Conduct Consumer/Provider follow up visits and interview assistance when needed.
    • Develop and maintain effective working relationship with IHSS and other County agencies.
    • Provide case management service and training for IHSS Public Authority Consumers/Providers.
    • Facilitate information and training sessions.
    • Perform provider and consumer client recruitment and outreach.
    • Perform special projects and other duties as assigned.
    • Perform other duties as assigned.
    • Provide vacation coverage and temporary relief as required.


    Minimum Requirements

    Applicants must qualify under one (1) of the following options:

    Option A: A Bachelor's degree in Social Work (BSW), which included a supervised social work internship, practicum, or field work experience.*

    Option B: A Bachelor's degree in behavioral science, psychology, sociology, social services, human services, behavioral anthropology, gerontology, cultural and gender studies, or human development AND 480 hours of experience obtained in a supervised internship, practicum, or equivalent work or field work experience providing mental health, substance abuse, or social work services such as interviewing and referring clients, counseling, and case management services.*

    Option C: Thirty (30) semester (45 quarter) units of completed college coursework as described in Option B, half of which must be upper division AND one (1) year of experience equivalent to any entry-level social worker. Equivalent duties include interviewing and referring clients, counseling, and providing case management services in a social service environment.

    *Applications will be accepted from individuals who are in the process of completing their final semester or quarter of school, who upon graduation, will meet Option A or B above. A letter from the school indicating degree and anticipated graduation date will be required and must accompany the Application. Candidates must also meet experience requirements as listed above.

    Required Documentation:
    Degrees or coursework completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. Proof of the required completed coursework and/or degree(s) will be required at the time of the interview.

    A list of completed coursework or copies of transcripts must be submitted with the application unless the applicant possesses a bachelor's degree in one of the specified areas. Qualifying degrees or coursework must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. BSW/MSW degrees or coursework must be approved by the Council on Social Work Education.

    Desired Qualifications

    The ideal candidate will possess:
    • Knowledge of intake procedures and ability to conduct evaluations for potential consumers and provider of IHSS Public Authority.
    • Thorough knowledge of methods to identifying, assessing and addressing consumer needs.
    • Knowledge of Federal, State and local level programs available to elderly individuals and people with disabilities.
    • Knowledge of elderly and disabled homecare needs and issues.
    • Ability to exercise tact, objectivity, sensitivity, strategy and judgment in dealing with a variety of people in a variety of situations.
    • Ability to read and comprehend simple to complex instructions, correspondence and memos.
    • Ability to interpret adult or child abuse, neglect, endangerment and fraud issues that may require APS/FRAUD referral, and work with other agencies when needed.
    • Demonstrate ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization.
    • Ability to conduct community outreach.
    • General knowledge of computer applications such as Microsoft Word and Windows operating systems.
    • Knowledge of group facilitation, conflict resolution, and coaching techniques.
