Job Summary: Responsible for performing technical and administrative duties to ensure compliance with the Industrial Pretreatment Program. Works under the guidance of the Industrial Pretreatment Coordinator to perform inspections, investigations, technical assistance, and code compliance for industrial/commercial users. This full-time, year-round position reports to the Industrial Pretreatment Coordinator and allows you to interact with businesses throughout Loveland. Typical schedule is M-F, 40 hrs/wk.
The salary range for this position is
$30.77- $43.08 per hour with a hiring range of
$30.77 - $36.93, depending on qualifications and experience.

The candidate should enjoy the tasks associated with protecting the City’s sewer collection system and wastewater treatment plant. This is completed through regular testing, monitoring of industrial users, tracking of commercial users, and interaction with team members throughout the wastewater utility. The ideal candidate will enjoy a mixture of office and field work and enjoy working both by themselves and in teams.
The City of Loveland Utility Department is a municipally owned utility providing Loveland customers, power, water, wastewater, and broadband services. The department has an exceptional track record for life safety, reliability, and water quality in the industry and is seeking an Industrial Pre-Treatment Coordinator who shares this same passion and is committed to continuing this legacy of exceptional high-quality services.
Since 1887, the City Utility Water Division has provided residents with safe, affordable water, sourced fresh from the Rocky Mountains. Today, the utility serves more than 36,000 residential and commercial accounts within a 33 square mile service area, maintains a 38 MGD Water Treatment Plant, over 463 miles of line, 8 pump stations, 3171 hydrants and a new water quality laboratory. All water provided to the community meets or exceeds established state and federal quality standards.
Essential Functions: - Manages sector control programs (e.g., food service establishments, automotive services, dental, alcoholic beverage manufacturers, etc.). Management may include coordinating and conducting inspections, testing & sampling in accordance with accepted techniques and industrial pretreatment regulations, reviewing historical data, and enacting follow-up requirements.
- Maintains an electronic database of Pretreatment and high strength sewage surcharge program information.
- Prepares reports or explanatory documentation associated with regulatory compliance, industrial users, emergency responses, and other subjects.
- Applies procedures for noncompliance and carries out initial enforcement actions in accordance with City code and Industrial Pretreatment Program.
- Maintains sampling results, inspections, and other pertinent information accurately and in proper order.
- Stays abreast of relevant sector control program guidance, regulations, technologies and established procedures.
- Uses proper safety equipment and techniques to perform monitoring, sampling, and inspections.
- Assists other Pretreatment staff in accomplishing tasks.
- Interacts with industrial users, government officials, other pretreatment professionals, commercial entities and the general public in a professional manner.
- Ability to work unsupervised and alone.
Other Job Functions: - Responds to customer inquiries, requests, or complaints in a professional and timely manner.
- Orders and maintains necessary equipment and supplies to effectively perform job functions.
- Works closely with other departments or city employees on special projects.
- May provide guidance and technical direction to the Pretreatment Technician or other city employees.
- Performs other duties as assigned.
Qualifications: Education: - Bachelor's Degree in Natural Science or an environmental field from an accredited college or university required.
Experience: - 2 years experience as an industrial pretreatment technician or similar position in a municipality or an industry required.
- An equivalent combination of education and or experience may substitute for the education requirements on a year for year basis.
Certifications: - Must possess a valid driver's license.
Knowledge, Skills, and Abilities: - Knowledge and understanding of chemistry, biology, and mathematics.
- Strong knowledge and understanding of computers and computer software to input data and produce customized reports.
- Must be able to operate data management programs in Excel and other programs, as needed.
- Ability to handle difficult situations with patience and good judgment. Ability to conduct detailed work with a high level of accuracy.
- Knowledge of state and federal industrial pretreatment regulations, environmental regulations (i.e., CWA, RCRA), and sampling and analytical methods required. Ability to analyze and interpret laboratory data results required.
Physical Demands and Working Conditions: - Frequent l ight to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
- Frequent e xposure to heat and noise along with working outside in the elements.
- Occasional s trenuous to extreme physical effort that includes frequent use of heavy objects (e.g., 50+ pounds) and may also use heavy tools or require strenuous application in awkward positions.
- Occasional e xposure to hazards that are predictable or well protected against.
- Occasional e xposure to hazardous conditions that may lead to workplace injury such as working in heights and/or energized electrical equipment.
Additional Working Demands / Conditions: Work is performed in an office environment, outside environment in all weather conditions, and in various industrial user environments. May require bending, kneeling, sitting, and reaching for extended periods of time. Strenuous physical effort required by handling objects up to 100 pounds occasionally and periodically moving, positioning and carrying loads of up to 50 pounds and loading onto three-foot high surfaces. Work may involve exposure or contact with bacteria, odors, infectious waste, obnoxious material, dangerous equipment, hazardous chemicals, gases, or environments. Occasional work in confined spaces with potential exposure to hazardous materials and/or air. Capability of setting and calibrating flow monitoring and sampling equipment in confined spaces or difficult areas. Ability to respond to emergency situations.
