DEFINITION/STANDARDS: Supervises a team of educators responsible for carrying out school-based health related education, coaching and support programs and services that reduce substance use and related adverse health and social outcomes.
CLASSIFICATION STANDARDS:Positions allocable to this supervisory level class report to a manager. Incumbents oversee planning, developing, implementing, and evaluating health education programs and activities designed to motivate individual and groups of youth to modify or maintain behaviors that promote optimum health and personal safety. Such activities include supervising the determination of health education needs and problems in school community and establishing priorities in planning and developing health education programs for the solution of such problems. Incumbents lead the development of timelines tied to achievable goals. Guiding and supporting the method of implementation by the youth educator with established program and professional guidelines. Incumbents supervise Youth Educators that may consult with subject matter experts across the Department of Public Health for technical assistance and designing program plans, including those related to sexually transmitted disease, tobacco control and substance use, mental and reproductive health.
These positions require supervisorial knowledge of principles and program planning, administration, and organization; methodologies, concepts, and practices related to: health behavior modification, positive youth development, at-risk youth engagement; the ability to develop and evaluate programs, collect, evaluate, and synthesize data, draw conclusions, identify health equity gaps, and formulate recommendations in connection with community health needs; interpret Federal, State, County, and local school district legislative regulation and mandates; and establish and maintain effective working relationships with school and county staff, youth, parents and other public and private agencies; and effectively communicate verbally and orally.
Essential Job Functions- Provides and technical and administrative supervision over staff engagement engaged in the implementation and management of student wellbeing center across LA County.
- Oversees and leads the planning, implementing, administering, directing, and evaluating of school-based health promotion programs for 6th-12th graders in Student Wellbeing Centers in middle and high schools across Los Angeles County.
- Develops, implements, monitors, and evaluates school-based health promotion program policies, goals, and objectives.
- Monitors established budgets for their respective Student Wellbeing Centers.
- Develops and evaluates programs, including collecting, evaluating, and synthesizing data and formulates recommendations and quality improvement strategies in connection with data findings and community health needs.
- Oversees the preparation, collection, analysis and reporting of data on delivered services; oversees data entry for reporting purposes (i.e., Primary Prevention Substance Use Disorder Data Services); reviews recommendations for changes/modifications on the design and data analysis within the context of actual program functioning and youth experiences.
- Oversees the development of culturally responsive and equity centered spaces and relationships with youth at student wellbeing centers and with other stakeholders to receive and communicate information, including collaborative research, planning, and decision making as well as coordinated resources or services.
- Formulates and presents recommendations to management for program modifications or corrective action based on program evaluations and data.
- Oversees and supports as needed, individual and group consultation, coaching, guidance, and mentorship to youth on health-related issues.
- Assists in and supervises delivery of public health related information at community events, as needed.
- Ensures staff are consulting and collaborating with school staff to understand students’ needs and develop action or intervention plan to support the student.
- Oversees coordination of resources with school site colleagues and school staff to maximize student learning and development.
- Ensures that advocacy for students of all abilities within the school community is happening, along with access to the student wellbeing center services.
- Supervises the creation and offering of classroom lessons, individual and/or group counseling that are culturally responsive and inclusive of the accommodations provided to students with special needs and/or language learner profiles.
- Guides collaboration with other related student support personnel in the delivery of services (school psychologist, counselors etc.).
- Manages contribution to the school’s multidisciplinary team within the scope of practice of the Student Wellbeing Center program across multiple program sites.
- Supports DPH staff in determining student needs and identifies appropriate referral agencies.
- Ensures systems to manage and coordinate all referrals with school staff, clinical staff (as applicable), and outside agencies are in place.
- Trains and supervises staff in conducting “warm hand off” for all referrals, ensuring staff are proactively working with student to follow through and be sure long term care needs are met.
- Oversees use of strategies such as motivational interviewing techniques with student to maximize openness to referral services.
- Works closely with DPH staff to supports school faculty in addressing needs of high-risk students in areas of mental health strategies, reproductive health, and substance use.
- Supervises the coordination and leadership of groups of students in positive youth development programming through productive and constructive approaches including skill building, youth engagement and contribution, fostering positive relationships, belonging and membership, positive norms, and perceptions, building on youth leadership strengths, creating safe space.
- Guides multiple school-based Peer Health Advocates programs, overseeing the design and implementation of programs to build leadership skills within the positive youth development model.
- Oversees the Peer Health Advocate training, preparing peer leaders’ leadership skills to work with fellow students to lead school wide initiatives to address priority health issues related to substance abuse, tobacco, sexual health, emotional health, and violence.
- Facilitates and monitors the partnership with school personnel, including administrators and teachers, and with community leaders around program implementation and program-related health concerns.
- Oversees the consultation and collaboration with parents/guardians, school educators, and members of the community to modify or maintain behaviors that promote optimum health and personal safety for youth and implementing locally driven efforts to change conditions and norms that impact community health and health equity.
- Oversees the partnerships with school leaders on policy issues related to Student Wellbeing Center management and with school faculty and student support personnel concerning implementation of programming.
- Reviews curriculum development and presentations on relevant public health issues. Oversees classroom presentations and group and workshop sessions on substance abuse disorders and other public health priority subjects that are risk factors for and/or exacerbated by substance use (e.g., violence, risky sexual behavior, mental health problems etc.).
- Oversees individual and group consultation, coaching, guidance, and mentorship to youth on health-related issues.
- Oversees the delivery of public health related information at community events.
- Oversees the screening for substance abuse disorders and other health needs, guides referrals to appropriate health and mental health services, and advises the assistance to youth with follow-up on referrals and related self-advocacy.
- Oversees referrals to youth for other community-based resources to assist them in achieving their educational, recreational, employment, health, and social goals; and guides the connections as needed, to improve student health and social outcomes.
- Oversees efforts to enhance youth-centered, care-first service delivery and system navigation, and provides referrals to youth for other community-based resources to assist them in achieving their educational, recreational, employment, health, and social goals; and makes connections as needed, to improve student health and social outcomes.
- Facilitates and leads meetings with youth, community organizations, educational institutions, Health Center organizations, and County departments to strategize on increasing participation; oversees the validation of implemented curricula, activities, and guides quality improvement to assure positive outcomes and timely response to current youth and/or community needs, preferences, etc.
RequirementsMINIMUM REQUIREMENTS: A Master's degree* from an accredited college or university.
-AND- Two years of experience in community organization work, community group activities, educational programs or related programs.
LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job related essential functions.
PHYSICAL CLASS: Physical Class II - Light:This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Additional Information EXAMINATION CONTENT: This assessment type will evaluate the education and experience you list on a questionnaire and assign a score based on a standardized scoring system.
This part of the assessment is worth 100% of your total score and assesses: Minimum Requirements and Desirable Qualifications.
Candidates must meet the Minimum Requirements and the passing score for the assessment part is 70%.
