ABOUT THE LOS ANGELES COUNTY OFFICE OF THE COUNTY COUNSEL: The Office of the County Counsel provides legal representation, advice and counsel to the Board of Supervisors, County departments, special districts, and other public agencies, as mandated and authorized by the County charter and State statutes. SPECIAL SALARY INFORMATION:CRITICAL SHORTAGE RECRUITMENT RATE: The Critical Shortage Recruitment Rate has been authorized at Step 6, ($7,221.69) pursuant to County Code Section 6.10.050, effective June 5, 2019.

DEFINITION:Performs beginning level legal work in representing the Board of Supervisors and the County and its departments/agencies on legal issues and in litigation involving routine issues of public agency and civil law.
CLASSIFICATION STANDARDS:These entry level positions are allocated only to the office of the County Counsel, and typically receive close supervision and training from higher level attorneys in the performance of less difficult legal tasks, and while providing assistance on more complex matters. Incumbents are expected to develop progressively increasing skills in the ability to analyze legal issues and provide advice, prepare opinions, contracts and other legal documents, develop litigation strategy, draft pleadings, and present motions and oral arguments. In addition, incumbents must possess the ability to appear in federal and state court, and administrative hearings.
Essential Job FunctionsExample of Job Duties:- Represents, advises and prepares legal documents for one or more County departments, special districts, boards, commissions or other governmental bodies on routine legal issues regarding their powers, functions, jurisdiction, procedures, and operations.
- Represents the County in court on cases with limited liability exposure and relatively clear legal issues in areas such as tort liability, contract, regulatory actions, zoning, labor, workers' compensation, probate or juvenile dependency.
- Assists more experienced attorneys in the handling of more complex cases and issues by conducting research, preparing draft pleadings, legal memoranda and opinions, or other legal documents, participating in discovery matters or making routine court appearances.
- Engage in and advance the Diversity, Equity, Inclusion, and Antiracism mission of the Office of the County Counsel.
RequirementsREQUIREMENTS TO QUALIFY: Graduation from an *accredited law school with a Juris Doctor degree and **admission to the California State Bar.
LICENSE:**Admission to practice law in all courts of California.
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
Physical Class II - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

EXAMINATION CONTENT: This examination will consist of an evaluation of education, training, and experience based on application information and answers to the supplemental questions, weighted 100%.
The passing score for the assessment is 70%.
DESIRABLE QUALIFICATIONS:Professional or volunteer experience providing legal assistance and demonstrating public service.
Professional experience is defined as work experience gained in a professional occupation.
ELIGIBLITY INFORMATIONThe names of the candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of six months following the date of promulgation.
Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.
RETAKE: NO PERSON MAY COMPETE FOR THIS EXAMINATION MORE THAN ONCE EVERY SIX (6) MONTHS.VACANCY INFORMATIONThe resulting eligible register from this examination will be used to fill vacancies throughout the Office of the County Counsel as they occur.
