    SALARY INFORMATION


    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following date:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    OC PUBLIC WORKS
    OC Public Works provides services on a regional basis to unincorporated areas, cities, and other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works’ guiding principles are safety, integrity, quality, teamwork, and adaptability.

    ADMINISTRATIVE SERVICES
    This unit is a service area of OC Public Works and leads the financial, administrative, and information technology operations for the agency. This includes management of policies and procedures, strategic financial planning, budget and payroll, goods and services procurement, public records requests, parking and building administration, and information technology services.For more information on OC Public Works click here .

    THE OPPORTUNITY
    OC Public Works is seeking an innovative and experienced Technology Services Manager to lead the Geographic Information Systems (GIS) Division. This role will lead major GIS projects, set departmental standards, and collaborate with stakeholders to provide geospatial solutions. This position will also be responsible for overseeing a team of 25 GIS professionals and technicians, and manage the following areas:
    • Enterprise GIS
    • Offsite GIS
    • Photogrammetry
    • Land Base Information
    • GIS Application Development


    Duties and responsibilities may include, but are not limited to:
    • Manage the development and implementation of the County's enterprise GIS vision, strategies, and applications
    • Supervise GIS staff in maintaining and updating the countywide GIS basemap and datasets
    • Oversee the integration of GIS data with other systems, including Land Management Systems, Customer Relationship Management (CRM), and Work Order Systems
    • Provide technical guidance for complex GIS analysis and spatial modeling to support public safety, planning, and emergency services
    • Evaluate and implement GIS software, hardware, and infrastructure improvements to enhance efficiency and performance
    • Develop and enforce County GIS standards, policies, and procedures, including data quality and security protocols
    • Conduct GIS training for County departments and external stakeholders
    • Represent the County in regional and national GIS forums, and manage partnerships with external agencies
    • Plan and oversee GIS projects, including scope of definition, resource allocation, timeline management, and budget monitoring
    • Lead efforts in deploying GIS technology through web-based and mobile platforms

    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
    The ideal candidate will possess a minimum of five (5) years of progressively responsible experience in GIS, Technology, or Business Management operations; must include at least one (1) year of supervisory experience. A Bachelor's degree or Master's degree in Geographic Information Systems, Computer Science, Information Systems, Business Management, or related field is highly desirable, not required.

    In addition, the ideal candidate will possess knowledge and experience in the following core competencies:

    Technical Knowledge
    • Expert proficiency in Environmental Systems Research Institute's (ESRI) ArcGIS Platform, including ArcGIS Pro, ArcGIS Online, and Enterprise GIS
    • Strong understanding of photogrammetry, geospatial analysis, and 3D modeling
    • Knowledge of Structured Query Language ( SQL) databases, Python scripting, and object-oriented programming for GIS applications
    • Familiarity with Artificial intelligence (AI) and Machine Learning applications
    • Knowledge of cartography, including visualization and graphic design principles

    Leadership
    • Proven ability to lead and mentor a diverse team of GIS professionals
    • Demonstrated success in managing organizational change and driving innovation within teams
    • Experience fostering a positive, collaborative team culture

    Analytical & Problem Solving Skills
    • Advanced capability in geospatial data analysis and spatial queries
    • Expertise in integrating and analyzing complex datasets for actionable insights
    • Ability to identify issues, evaluate alternatives, and develop practical solutions

    Communication skills
    • Strong written and verbal communication skills for presenting GIS concepts and technical information to non-technical audiences
    • Experience in preparing clear, concise reports, presentation, and policy documents
    • Skilled in developing project scopes, deliverables, and reporting to stakeholders

    RECRUITMENT PROCESS

    Structured Oral Interview (Weighted 100%)
    Applicants will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Each candidate's rating will be based on responses to a series of questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be place on the eligible list.

    Based on the Department's needs, the selection procedures above may be modified. All candidates will be notified of any changes in the selection procedures.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
