    B argaining Unit: Local 856 - General Services & Maintenance Unit

    The Department of Conservation and Development (DCD) is headed by the Director of DCD, and within DCD there are five (5) divisions under a Deputy Director or Assistant Deputy Director: 1) Current Planning; 2) Policy Planning; 3) Building Inspection Services; 4) Business and Information Services; and 5) Housing and Community Improvement. DCD's main office is located in Maritnez. DCD has a total staff of approximately 170 positions serving the entire County of Contra Costa.

    The department of Conservation and Development (DCD) is seeking to fill one (1) vacancy in the classification of Grading Inspector I.

    Under supervision, Grading Inspectors will advise customers on permitted uses of materials, installation methods, and code requirements; and will conduct field inspections of construction projects focusing on grading, drainage, erosion control, drainage structures, and building foundations. The position will be assigned to DCD's Building Inspection services Division.

    About the Building Inspection Services Division
    The Building Inspection Services Division plays a crucial role in ensuring that construction projects comply with all local codes and regulations, ensuring the safety and stability of the community’s infrastructure. This division is a vital part of DCD’s efforts to maintain high standards for residential and commercial development throughout Contra Costa County.
    We are looking for someone who is:
    • Detail-oriented and responsive to the needs of the public.
    • Knowledgeable in soil mechanics, geology, and their application to grading and excavation.
    • Familiar with the California Code as it relates to foundations, grading, and excavation.
    • Proficient in civil engineering principles, particularly those related to grading and drainage.

    • You will be learning and interpreting grading ordinances, applicable codes, and ensuring compliance with county regulations.
    • You will be conducting field inspections on grading, drainage, and erosion control systems at construction sites.
    • You will be communicating technical information and providing guidance to the public, contractors, and property owners.
    • You will be issuing enforcement orders, such as "Stop Work" and "Notice to Comply," and maintaining accurate records of inspections.

    Minimum Qualifications

    License Required: Possession of a valid California Class C Motor Vehicle Operator's license. Out of state valid motor vehicle operator's license will be accepted during the application process.

    Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Education: Possession of a high school diploma, G.E.D. equivalency or a high school proficiency certificate.

    Experience: Three (3) years of full-time (or the equivalent of full-time) experience in grading and/or excavation that would provide knowledge of the basic principles of soil mechanics and geology as applied to grading.

    Desirable Qualifications:
    • Grading contractor’s license or equivalent certification
    • Experience working with engineering grading contractors or on construction projects involving grading
    • Geotechnical or Geology coursework or a related degree
    • Experience as a land surveyor, particularly in grading and site development


    Selection Process

    Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process. Oral Board Assessment: An online, Oral Board assessment will be administered to all accepted candidates. This Assessment will measure competencies, including but not limited to: Oral Communication, Handling Stress, Professional Integrity & Ethics, and Customer Focus. Tentatively scheduled to take place virtually: TBD
    • The assessment will be administered remotely using a computer. You will need access to a reliable internet connection to take the assessment. It is not recommended to take the assessment using a cell phone.
