A Social Service Program Analyst plays a crucial role within the Employment and Human Services Department by developing, analyzing, and distributing policies and procedures for various social service programs. Under general direction, they conduct confidential studies on operational and program matters, providing informed recommendations to management. Their responsibilities also include performing administrative and budgeting tasks, ensuring programs operate efficiently and effectively. Employment and Human Services Department is recruiting to fill three (3) positions for a Social Service Program Analyst classification.

- Collecting and analyzing data to evaluate workflow and improve service delivery

The eligible list established from this recruitment may remain in effect for six (6) months.
Minimum QualificationsEducation: Possession of a Bachelor's degree from an accredited college or university with a major in business or public administration, social or behavioral science or a closely related field.
Experience: Either
1) Two (2) years of full-time (or the equivalent of full-time) experience in either a supervisory or administrative capacity in a
public human services agency;
or
(2) Three (3) years of full-time (or the equivalent of full-time) experience in a
public human services agency's child welfare program performing duties at the level of a Social Worker II in Contra Costa County.
Substitution for Education: Additional experience of the type noted above may be substituted for the required education on a year-for-year basis. One (1) year of additional experience may be substituted for the academic major.
Substitution for Experience: Possession of a Master's degree in Social Work, Counseling or Psychology with a specialization in marriage, child and family counseling based on a two-year program and one (1) year of full-time (or the equivalent of full-time) experience in a public human services agency's child welfare program performing duties at the level of a Social Worker II in Contra Costa County may be substituted for the required experience noted above.
Desirable Qualifications:- Proficient in computers, applications, and technology
- Working knowledge of federal, state, and county regulations and policies
- Experience administering programs or delivering services related to program eligibility and child welfare
- Practical experience collaborating with employees across various bureaus or departments to address complex issues within a large organization
Selection ProcessApplication Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
Written Performance Assessment: Candidates who possess the minimum qualifications will be invited to participate in a written performance assessment. Qualified candidates will receive additional information via email before the assessment. In the assessment, candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% or higher. The assessment will measure candidates' competencies as they relate to the Social Service Program Analyst classification. These may include but are not limited to: Writing, Analyzing and Interpreting Data, Legal & Regulatory Navigation and Critical Thinking
(Weighted 100%) The performance assessment will be administered remotely using a computer or a tablet. You will need access to a reliable internet connection to take part in the assessment. The Human Resources Department may change the assessment steps notes above in accordance with the Personnel Management Regulations and accepted selection practices.
