    The Job

    The Office of Homeless Services is seeking an Administrative Supervisor I who, under general direction, supervises a staff providing general administrative support for the Office of Homeless Services, conducts special studies, and prepares and monitors a departmental budget; performs related duties as required. Administrative Supervisor I's supervise a medium to large staff that includes primarily para-professional and clerical staff. Incumbents are also responsible for special administrative assignments and make procedural recommendations to department managers.

    Duties may include, but are not limited to, the following:
    • Supervision & Training: Supervise staff providing support services for the Office of Homeless Services; assign and review work; evaluate work performance; participate in the selection and discipline of staff. Develop departmental training plans for homeless services staff and community providers on grant management, claims processes, and compliance with homelessness service regulations; administer the training budget.


    • Budget Analysis & Administration: Prepare initial budgets for homeless services programs, including: budget monitoring, justification, corrective actions, and recommendations to ensure objectives are met; control purchases and expenditures related to homelessness services; financial data analysis for compliance; prepare financial sections of grants, policy items, and board items related to homeless services; recommend and establish general fiscal procedures to improve department operations based on cost/benefit studies; monitor and update fiscal dashboards to ensure accurate financial data tracking; provide financial information to various departments upon request.


    • Organizational Analysis: Plan and conduct studies of administrative and operational activities, including fiscal operations, budget preparation and control, equipment usage, staff patterns, workflow, space utilization, affirmative action, training plans, and information systems within the context of homeless services.

    • RFP's & Contract Compliance: Assist in creating Requests for Proposals (RFPs), recommend and establish contract forms and procedures related to homelessness services; overseeing the RFP submission and award process. Draft, develop, and process bid proposals and agreements for homeless service providers, interpret contract terms, and monitor adherence to them. Work with community providers and partners on contracts related to homelessness services and ensure compliance with HUD, HHAP, ESG, and state grant requirements. Assist in preparing board agenda items for grants, contracts, and claims related to homelessness services.


    • Grant Applications, Reporting, Implementation, & Compliance: Research availability and requirements for grants, including U.S. Department of Housing and Urban Development (HUD) grants, Homeless Housing Assistance Program (HHAP) grants, Emergency Solutions Grant (ESG) grants, and state grants for homelessness programs; prepare grant applications and follow up on award implementation; monitor procedures, develop recommendations and reports for grant implementation; ensure compliance with funding requirements for homeless services programs. Provide technical assistance to homeless service providers in the community on grant applications, reporting, and compliance.


    • Policy Development & Homeless Services Coordination: Develop and recommend various policies, procedures, and reports upon request to improve operational efficiency in homeless services; develop written procedures to implement adopted policy or clarify and describe standard practices; design or improve forms to expedite procedures related to grant reporting and homelessness services coordination; coordinate the publication and dissemination of forms.

    • Data Analysis & Reporting: Gather, analyze, and present data and recommendations related to homelessness programs, present and pending legislation, claims review, and grants to assist management in making administrative and operational decisions impacting programs or services.


    • Reporting: Prepare a variety of reports, records, correspondence, and other documents related to homelessness services, including claims reports, compliance documentation for HUD, HHAP, ESG, and state grants, performance metrics, and training materials for staff and providers.


    • Collaboration: Coordinate cross-departmental communication and collaboration for homelessness services programs and initiatives that require administrative support across multiple units or teams. Ensure alignment of resources and priorities for successful program implementation.


    • Technology: Assist in developing and implementing new technologies or systems to improve the delivery of homelessness services, including conducting staff training on the use of new tools and systems.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Applicants must pass a background investigation, including credit check, physical examination, fingerprinting, and drug test prior to appointment.

    Minimum Requirements

    OPTION 1:

    EDUCATION: An associate's degree or equivalent completed college coursework ( 60 semester or 90 quarter units ) from an accredited institution* in behavioral/social science, accounting, business/public administration, or a closely related field.

    EXPERIENCE:
    Two (2) years of full-time professional-level experience with primary responsibility for analyzing, interpreting and making recommendations to management in a combination of the following areas: Budget/Financial Management; Financial Analysis and/or Accounting; Requests for Proposals/Bids/Contracts; Analysis and Interpretation of Quantitative Data; Facilities Planning/Property Management; Grant Management & Compliance (HUD, HHAP, ESP, state grants, etc.); Organizational Analysis; or Project Management in a housing or homeless services program.

    LEAD/SUPERVISORY EXPERIENCE: One (1) year of lead or supervising work experience over a support services staff. Experience may be concurrent.

    OPTION 2:

    EDUCATION: Thirty (30) semester (45 quarter) units of completed college coursework from an accredited institution* in behavioral/social science, accounting, business/public administration, or a closely related field. Transcripts MUST be attached.

    EXPERIENCE: Three (3) years of full-time professional-level experience with primary responsibility for analyzing, interpreting and making recommendations to management in a combination of the following areas: Budget/Financial Management; Financial Analysis and/or Accounting; Requests for Proposals/Bids/Contracts; Analysis and Interpretation of Quantitative Data; Facilities Planning/Property Management; Grant Management & Compliance (HUD, HHAP, ESP, state grants, etc.); Organizational Analysis; or Project Management in a housing or homeless services program.

    LEAD/SUPERVISORY EXPERIENCE: One (1) year of lead or supervising work experience over a support services staff. Experience may be concurrent.

    IMPORTANT NOTES:

    • Transcripts: A list of completed college coursework or legible copies of transcripts MUST be submitted with the application if the applicant does not possess an associate's degree or higher in one of the qualifying fields listed above.

    • *International Coursework: Degrees or coursework completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at a college or university accredited by an accrediting association recognized by the United States Department of Education.

    • Completion of the San Bernardino County Management Leadership Academy (MLA) program will be accepted toward the required coursework on the basis of four (4) quarter units of credit per MLA track completed.


    Desired Qualifications

    The ideal candidate will have a background in housing and homeless services and extensive experience working collaboratively with the public, community-based organizations, and elected officials to implement and improve programs. They will have experience demonstrating strong analytical and communication skills, project planning and development, complex program/procedural analysis and making recommendations, experience overseeing professional staff, and the ability to work with all levels of stakeholders.
