The division facilitates department-wide construction and maintenance for sheriff’s facilities, manages fleet vehicles, procures available state and federal equipment, inventories and issues department equipment, processes uniform needs and conducts research and special projects without compromise to quality, safety or service. We will be leaders and a national model for providing professional, ethical, and efficient service to our customers and partners while achieving and inspiring the highest levels of integrity and accountability.
R&D was organized in April 1999. It's role is to support mission critical equipment and facilities while also seeking opportunities for innovation and advancement of the department's resources. Since its inception, the R&D Division has excelled in developing and maintaining projects and opportunities with department-wide applications and benefits. R&D maintains a focus on the future needs of the Sheriff’s Department and seeks avenues to find resources necessary to meet these needs. R&D also strives to assist and support other agencies with research projects, asset procurement and special events in support of law enforcement. There are three core sections within R&D, each with specific functional responsibilities . This opportunity is within the Facilities Operations section.
THE OPPORTUNITY The Building Maintenance Supervisor plans, assigns and evaluates the work of experienced journey-level tradespeople. As a leader and a mentor, incumbents in this position are themselves journey-level tradespeople who are knowledgeable in their chosen trade, such as plumbing, HVAC, carpentry and electrical.
The Building Maintenance Supervisor ensures that maintenance, repair and construction jobs are performed to journey-level standards. If they are not, the Building Maintenance Supervisor prescribes appropriate corrective action depending on the severity of the deficiency. Additionally, the Building Maintenance Supervisor is responsible for administrative duties such as approving timesheets, drafting employee evaluations and other administrative tasks.
MINIMUM QUALIFICATIONS Sheriff Human Resources screens all applications to identify qualified candidates for the position based on the skills required to meet the needs of the Department. After the initial screening, the qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES The successful Building Maintenance Supervisor should be able to combine their technical, supervisory and administrative experience and skills to lead a group of trades people. The typical Building Maintenance Supervisor will possess four (4) or more years of journey-level trades experience in an industrial, commercial and/or institutional setting in one of the following trades: Plumbing, HVAC, Carpentry or Electrical.
The following core competencies are necessary for the Building Maintenance Supervisor to succeed in this role.
TECHNICAL SKILLS - Journey-level knowledge of a particular trade, such as Plumbing, HVAC, carpentry and electrical
- Ability to evaluate and judge the trade work of others, based on your own journey-level experience, to ensure that the work has been performed to journey-level standards
- Knowledge of the applicable rules, regulations, best practices and codebooks used in your chosen trade
- Experience using a Computerized Maintenance Management System software
- Experience using a software such as Microsoft Office (Word, Excel, Outlook)
- Ability to identify equipment and infrastructure that requires maintenance or repair
- Some knowledge of budgeting and the decision-making process in a large organization is highly desirable
SUPERVISORY & ADMINISTRATIVE SKILLS - Ability to plan and assign work to subordinate employees based on departmental goals and current and future business needs.
- Ability to evaluate the performance of subordinate employees through informal and formal methods, such as informal coaching, mentoring and performance evaluations.
- Ability to apply appropriate corrective measures when employee performance is not to journey-level standards.
COMMUNICATION SKILLS - Ability to effectively communicate goals, duties, status updates, feedback, policies and more to subordinate employees, management, contractors and other stakeholders.
- Ability to effectively communicate through emails, memos and over the phone.
- Ability to interpret codebooks, rules, regulations and policies and explain complex information to others of various levels of understanding.
SAFETY CONSCIOUS - Knowledge of safety best practices and policies.
- Knowledge of safety gear and equipment and understanding of their appropriate uses for a given situation.
SPECIAL REQUIREMENTS
Applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner. Background screening includes completing of a Personal History Form, interview with a background investigator, polygraph test and fingerprinting. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credentials Services N.A.C.E.S.).

Physical and Mental Requirements
Frequent standing and walking; may be on uneven terrain; occasional pushing/pulling and lifting of up to 50lbs; occasional bending, kneeling, squatting, and crawling; repetitive use of hands to operate computers, printers and copiers. Incumbents must possess vision sufficient to read standard size text, read fine print such as those found on blueprints and schematics, and see at distances of over 20 feet; frequent hearing/talking to others on the telephone and in person and be able to hear audible directions; frequent decision making and concentration; occasional public contact; occasional working alone.
Environmental and Working Conditions
Incumbents primarily work in an office environment but may be required to travel to different sites under various weather conditions; may be exposed to molds, dust, fumes, asbestos and other allergens and may be required to wear a respirator. Incumbents will interact and communicate with members of the public and contractors. Depending on assignment, incumbents may be required to work in a juvenile or adult detention center and may be exposed to heavy machinery and/or working at heights by climbing fixed ladders.

Structured Oral Panel Interview (SOI) (Weighted 100%): Candidates will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidates' qualifications for the job. Only the most successful candidates will be placed on the eligible list.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure. ELIGIBLE LISTAfter all procedures have been completed, Sheriff Human Resources will establish an eligible list of qualified candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
