    This exam will be used to fill vacancies in the following Branches:

    *Communication and Mobility Services Branch (CMSB)*

    *Customer Applications Branch (CAB)*

    *Cyber Governance and Operations Branch (CGO)*

    The Internal Services Department plays a vital role in supporting all County of Los Angeles departments and commissions. With a hefty annual budget of over $885 million and 2,162 budgeted positions, along with over 5,120 contracted workers in various fields, this department provides crucial services that allow the County to function smoothly each day. The facilities management team ensures that the hundreds of County buildings are properly maintained, cleaned, and secured, providing County employees and visitors with safe, comfortable workspaces. The information technology professionals design, implement and manage the complex computer networks, servers, software systems and other technologies that County staff rely on. Environmental services handle waste management, recycling programs, air quality monitoring and other sustainability initiatives across the County's vast territory. Administrative and purchasing teams procure equipment and supplies, manage contracts, and provide other essential support services. Without the diligent efforts of the Internal Services Department's large, diverse staff, County departments would struggle to serve the 10 million residents who depend on them. The Internal Services Department may operate largely behind the scenes, but it is the backbone that keeps County government running.

    The County of Los Angeles Internal Services Department is seeking well qualified candidate for this role. The ideal candidate will have extensive experience in communications and mobility, cyber governance and operation, and customer applications.

    DEPUTY GENERAL MANAGER (COMMUNICATIONS AND MOBILITY SERVICES BRANCH)
    DEPUTY GENERAL MANAGER (CYBER GOVERNANCE AND OPERATIONS BRANCH)
    DEPUTY GENERAL MANAGER (CUSTOMER APPLICATIONS BRANCH)

    Essential Job Functions

    • Directs the activities, products, and services of an ITS Branch by setting priorities, allocating resources, and tracking outcomes in order to ensure alignment with organizational goals.
    • Assists the General Manager, ITS, in formulating policies and procedures focusing on Branch operations by collaborating with legal, finance, and operational teams in order to ensure consistent implementation and operational efficiency.
    • Develops and implements strategic business plans for the Branch by aligning with County, departmental, and ITS Strategic Plans through data-driven decisions and leadership consultations in order to support current and future customers.
    • Oversees the Branch’s budget using financial analysis and forecasting tools such as budget management software and key performance indicators in order to maintain fiscal responsibility and support operational goals
    • Advises customer departments, vendors, and technicians to identify business needs through needs assessments and stakeholder meetings in order to align operations with requirements.
    • Collaborates with CIO, managers, and executives to evaluate IT programs and services through cross-functional meetings and feedback analysis in order to enhance service delivery.
    • Promotes problem-solving, conflict resolution, and operational recovery by implementing communication and escalation procedures using incident reporting systems and crisis management protocols in order to maintain smooth operations.
    • Develops efficient uses of advanced technologies by managing integration of next-generation solutions through vendor partnerships and pilot programs in order to improve operational capability.
    • Assesses and enhances staff skills through skills assessments and training in order to meet current and future work demands.
    • Acts as the General Manager, ITS, in their absence, by representing the Branch at meetings through prepared updates and decision-making authority in order to ensure leadership continuity.


    Requirements

    Three (3) years of experience, within the past five (5) years, managing an Information Technology division* or large-scale enterprise level projects** at the level of Administrative Manager XIII, ISD*** or Senior Information Technology Specialist, ISD**** or higher.

    Special Requirement Information:
    *Information Technology division is defined as a unit within a public sector organization responsible for managing and supporting technology infrastructure, such as servers and networks, developing and maintaining software applications, and providing related services like helpdesk support and system security.

    ** Large-scale, enterprise-level projects is defined as a significant complexity, resources, and impact across the organization where these projects often require cross-functional collaboration, substantial budgets, and extended timelines to achieve strategic business objectives.
    ***Administrative Manager XIII, ISD is defined as m anages a division within a Service of the Internal Services Department, leading, planning, organizing, communicating, analyzing, and managing resources to achieve results.

    ****Senior Information Technology Specialist is defined as a senior information technology consultant to the executive management of the Internal Services Department providing expert consultative services in specific areas of systems support to executive departmental and customer management or performing the most complex technical work in a specialized field of information technology .

    License:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
    Physical Class:
    2 - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Desirable Qualifications:
    • Excellent oral and written communication skills with an ability to adapt approach, language, and style to different audiences.
    • Demonstrated ability to serve as an effective member of the leadership team and communicate information security-related concepts to a broad range of technical and non-technical employees.
    • Demonstrated collaboration and team-building skills and the ability to build consensus around challenging topics.
    • A Bachelor’s degree from an accredited college or university in Computer Science, Information Systems, Public or Business Administration, or a closely related field.

    This examination will consist of an evaluation of training and experience based on application information and supplemental questionnaire weighted at 100%. Each candidates' background will be evaluated on the basis of information provided on their County of Los Angeles Employment Application and Supplemental Questionnaire that pertains to the areas of the REQUIREMENTS and DESIRABLE QUALIFICATIONS to determine the level and scope of the candidate's job preparation for this position.

    Candidates must achieve a passing score of 70% or higher on the Training and Experience to be added onto the list of eligible candidates.

    ELIGIBILITY INFORMATION:
    The names of candidates receiving a passing score in the Training and Experience Evaluation will be placed on the Eligible Register in the order of their score group for a period of twelve (12) months following the date of promulgation. Passing this examination and being placed on the Eligible Register do not guarantee an offer of employment.


    Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.

    No person may compete for this examination more than once every twelve (12) months.
