    ENGINEERING DEPARTMENT, DESIGN TECHNOLOGY GROUP, JOINT ADMINISTRATION OFFICE, WHITTIER

As a key technical expert, you will provide hands-on support to system users, troubleshoot software issues, and manage system upgrades to enhance efficiency and productivity.     ESSENTIAL FUNCTIONS:
    To perform a variety of duties supporting the effective use of Engineering, Design, and related technologies and to support user related functions and activities.

    JOB SUMMARY:

    Under the general supervision of the Supervisor of Design Technology, the incumbent will:
    • Provide support to system users
    • Design, develop and maintain multi-user CAD/BIM systems, construction management systems, project control systems and related software
    • Customize design software to conform with engineering discipline needs
    • Implement system changes and upgrades
    • Construct presentation graphics for engineers and management
    • Maintain cell libraries
    • Evaluate software and software upgrades
    • Execute support routines and document processing at engineering milestones
    • Configure workstations
    • Maintain the user workspace for each engineering discipline
    • Troubleshoot software
    • Provide plotter and printing support
    • Maintain software interoperability
    • Develop and maintain project resources for multiple systems
    • Perform system administration duties including managing user accounts, access controls and file security
    • Maintain the as-built database
    • Assist and train users
    • Act as a liaison between system users and the Information Technology Department


    MINIMUM QUALIFICATIONS

    Candidates must possess all of the following:
    • A valid California Class C driver license

    -AND-

    Design Technology Specialist I:
    • Three (3) years of experience performing duties that require the use of CAD/BIM modeling software
    • One (1) year of experience performing administrative duties supporting and/or coordinating the use of design technology in a collaborative multi-discipline design/engineering environment in the areas of CAD, BIM, 3D modeling and reality capture
    Design Technology Specialist II:
    • Option #1: One (1) year of Districts' experience performing the duties of a Design Technology Specialist I
    • Option #2: Three (3) years of external administrative experience performing journey level CAD/BIM system duties

    DESIRABLE QUALIFICATIONS:
    The ideal candidate possesses the following:
    • In-depth knowledge and experience in the use of Bentley design modeling and collaboration software, including MicroStation, OpenPlant Modeler, OpenRoads Designer (or Inroads), Open Buildings, ProStructures, Lumen RT, Descartes, and ProjectWise
      • Note: AutoDesk equivalents to Bentley design and modeling software, such as AutoCAD, Revit, Civil 3D, AutoCAD Plant 3D, BIM 360, or Navisworks, will be considered comparable/equivalent if the candidate has acted in the roles listed in the bullet point below and if the candidate can demonstrate the ability and willingness to transfer their knowledge and skills to a Bentley products platform.
    • Experience being responsible for, or actively participating in, the implementation, customization, development and proper use of technology acting in the role of one or more of the following:
      • CAD, BIM or BIM/CAD Manager, Administrator, Coordinator or Specialist
      • VDC Coordinator or Specialist
      • Technology and Design Specialist
      • Model Manager or Coordinator


    EXAMPLES OF ASSESSMENT CRITERIA

    The competitive selection process may cover the following:

    Knowledge of:
    • Computer Aided Design (CAD) software)
    • Building Information Modeling (BIM) software
    • The engineering design processes and procedures
    • Business related software applications including construction management and project controls application, databases, spreadsheet and word processing
    • CADD standards and procedures
    • Application and project configuration
    • Project delivery and content management systems


    Ability to :
    • Maintain CAD/BIM modeling and project management related software
    • Train others in CAD/BIM and project management related software
    • Communicate effectively both orally and in writing
    • Analyze system performance, standards and procedures
    • Customize and configure software to meet established organization requirements
    • Maintain system resources, models, libraries and documents
    • Perform administrative duties for multi-user systems
    • Independently learn new software as required

    SELECTION PROCESS:

    RETIREMENT

    • CALPERS: The Districts belong to the California Public Employees' Retirement System (CalPERS), and all monthly status new hires will be enrolled in CalPERS. Most new hires will be enrolled in the defined benefit formula of 2% @ 62 in accordance with the Public Employees’ Pension Reform Act (PEPRA) and are required to contribute to the plan (7.75% for the 23/24 fiscal year). Those who qualify based on current or previous public service may be enrolled in the defined benefit formula in place on December 31, 2012, which was 2% @ 55 and are considered “classic” members. For “classic” members, the Districts pay the “employee share.” Please contact the Human Resources Department for more information regarding contribution rates. Although Districts employees are exempt from Social Security, employees are required by federal law to contribute a percentage of their salary for Medicare coverage.


    COMPENSATION

    Full-time Hourly Employees may be granted a 5.5% salary step increase after working 1,000 hours with a performance evaluation rating of "meets expectations" or higher. Additional step increases may be granted if the employee is rated as "meets expectations" or higher after each additional 2,000 hours of work until they reach the equivalent of the top step of the salary range for their classification. Hourly Employees may apply for a “promotional” monthly status job in a different classification after 12 months of service, and may be converted in-place to monthly status on the first of the month following 18 months of full-time Districts service.

    HEALTH INSURANCE
    • MEDICAL : Employees enrolled in CalPERS may sign up for their choice of medical plan. As of January 1, 2024, the Districts contribute up to $904.95 per month for coverage of the employee only. Each employee has the option of purchasing additional medical insurance coverage for family members, through payroll deductions.
    • OTHER: For other types of insurance coverage such as life, dental or long-term disability, employees may want to consider obtaining their own policies until such benefits are provided after conversion to monthly employment status.
    LEAVE TIME
    • VACATION: Employees accrue vacation hours based on the time worked in a calendar year. Vacation hours earned in one year may be used on or after January 1 of the next year. This is the only paid time off provided to Hourly Employees and it may be used to cover absences for reasons such as illness or holidays not worked.
    • SICK LEAVE : 40 hours or 5 days provided upon hire.

    OUR MISSION

    The Sanitation Districts protect public health and the environment through innovative and cost-effective wastewater and solid waste management, and in doing, so convert waste into resources such as recycled water, energy and recycled materials.

    ORGANIZATION

    The Sanitation Districts function on a regional scale and consist of 24 independent special districts serving about 5.5 million people in Los Angeles County.  The service area covers approximately 824 square miles and encompasses 78 cities and unincorporated territory within the county.

    GETTING THE JOB DONE

    The Sanitation Districts were created in 1923 when a significant number of cities were forming and it was clear that managing wastewater on a regional scale made sense.  The Sanitation Districts' purpose was to construct, operate, and maintain facilities that collect, treat, recycle, and dispose of domestic and industrial wastewater.  Individual districts operate and maintain the district-owned collection systems. Cities and unincorporated areas within a district are responsible for their smaller local collection systems.

    Cities and unincorporated parts of the county are also responsible for the collection of solid waste.  In the 1950s, it became apparent that solid waste management would benefit from a regional approach.  At that time, the Sanitation Districts were given the responsibility to provide for the management of collected solid waste, including disposal and transfer operations, and materials and energy recovery.

    To maximize efficiency and reduce costs, the 24 Sanitation Districts work cooperatively under a Joint Administration Agreement with one administrative staff headquartered near the City of Whittier.  Each Sanitation District has a Board of Directors consisting of the mayor of each city and the Chair of the Board of Supervisors for unincorporated territory.  Each Sanitation District pays its proportionate share of joint administrative costs
