    The Fremont Information Technology Services Department is recruiting for the position of Geographic Information Systems (GIS) Manager.

    The Information Technology Services (ITS) Department supports and enhances computer, telecommunications, enterprise applications, cybersecurity readiness, and mapping systems for the City.     Geographic Information Systems (GIS) Manager Specification
    Manages the development, implementation, and maintenance of GIS software applications and databases; leads design and development team in performing GIS systems analysis and programming; develops GIS procedures and performs complex GIS analyses; supervises technical staff; develops and manages project budgets; serves as a member of the department's management team.

    Class Characteristics
    This is a management classification in the Information Technology Services (ITS) Department responsible for planning, selection, installation, implementation, enhancement, maintenance and ongoing support of geographic information systems software programs and related peripherals. This classification is distinguished from the Systems Analyst/Programmer in that the latter does not manage or supervise staff and is responsible for ensuring the effective operation of business systems, but not all functions within the scope of the systems they operate. The GIS Manager receives administrative direction from the department head, and exercises direct supervision over professional and technical staff.

    Essential Functions

    • Supervises and participates in the analysis and development of various GIS related systems, applications or programs.
    • Ensures the effective and efficient operation and maintenance of the applications.
    • Identifies and corrects program logic, network, and/or operating system errors.
    • Analyzes and interprets GIS generated data, and makes recommendations accordingly.
    • Confers with user department staff on converting specific business processes or operations to utilize GIS technology; conducts feasibility studies.
    • Reduces design projects into component analysis tasks; prepares time estimates and progress reports on assigned projects.
    • Prepares final systems design and documentation necessary for programming.
    • Evaluates, tests, and revises vendor supplied software and hardware products; confers with representatives of hardware and software vendors; monitors contracted projects for progress and contract compliance.
    • Writes specifications, initiates Request for Proposals and evaluates bids submitted.
    • Advises management of the capabilities and limitations of hardware and software.
    • Assists in publishing and maintaining standards for computer hardware and software utilization.
    • Assists other Information Systems staff in the resolution of technical problems.
    • Manages project and unit budgets and resources.
    • May assist in developing the department's goals and objectives, and work plan.
    • Ensures compliance with legislative, regulatory and judicial mandates, regulations and professional standards.
    • Establishes policies and procedures within area of responsibility.
    • Trains and assists users with use and operation of GIS hardware, systems and applications.
    • Provides technical training to systems analyst/programmers and other technical staff.
    • Plans, assigns, schedules and reviews the work of systems analyst/programmers and technical staff.
    • Participates in the selection of staff; trains staff and conducts performance evaluations.
    • Develops and implements performance standards.
    • Receives and resolves personnel questions and problems.
    • Represents the department to outside agencies and organizations.


    Marginal Functions

    • May assist in the development and monitoring of the department budget.
    • Develops and maintains complex software programs.
    • Coordinates and implements discipline.
    • Other related duties as assigned.


    Minimum Qualifications

    Knowledge, Skills and Abilities

    Knowledge of: GIS software, techniques, principles and procedures; computerized mapping involving gathering and analyzing data; civil engineering principles and utility drawings and maps; project management techniques; principles and practices of budget management in the public sector; methods and techniques of systems and procedures analyses, application software development, computer programming, systems scheduling/utilization, information technology procedures and controls; statistical methods, business and public administration practices; potentials and limitations of information technology equipment; principles and practices of management, supervision, and training; group dynamics; managing meetings; principles and practices of leadership, motivation, team building and conflict resolution; principles and practices of organizational analysis.

    Ability to: provide technical direction to the development of new GIS systems, applications and programs; identify and conceptualize information needs, work flow sequences; develop programs optimizing computer use within system design constraints; prepare and present comprehensive and clear reports and recommendations regarding complex technical issues; ensure completion of projects in a timely manner; analyze data and/or problems, identify potential solutions, project consequences of proposed actions, and implement recommendations; prepare narrative, statistical and technical reports; analyze existing systems, processes, and procedures and modify/develop changes as necessary; plan, organize, and prioritize work assignments; make formal and informal presentations; supervise, train, and evaluate personnel; effectively delegate responsibility to others; gain cooperation through discussion and persuasion; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

    Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

    Education/Experience
    Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Possession of a Bachelor's degree from an accredited college or university in computer science, cartography, engineering, geography, GIS or a related field and three (3) years of progressively responsible experience in systems analysis or programming, systems management, information technology project management, or design and use of GIS principles and practices, two (2) years of which involved supervision and management. Possession of a Master's degree is desirable.

    The Organization

    The City of Fremont is a full-service general law city operating under a Council-Manager form of government that combines the civic leadership of elected officials with the managerial experience of an appointed City Manager. Policy-making and legislative authority are vested in a seven-member city council. Six Councilmembers are elected on a by-district basis, with the Mayor separately elected to a four-year term by a citywide vote.

     

    The City Council appoints the City Manager and City Attorney. The City Manager is responsible for implementing City Council policy and administering the day-to-day operations and affairs of the City in a businesslike and prudent manner. The City Attorney serves as chief legal advisor to the City, providing transactional and litigation services to the City, as represented by the City Council, City advisory bodies, and City departments.
