    Role

    Under general supervision, performs responsible professional appraisal work in connection with examining, analyzing, and evaluating real property and personal property for tax assessment purposes.

    Major Duties, Responsibilities

    • Collects field data; prepares drawings; transfers information into various databases for valuation and record maintenance.
    • Works with a variety of software tools to analyze and value vacant and improved property both individually and in mass. Analyzes information to determine if value and legal classification are accurate and adjusts as necessary.
    • Analyzes sales and economic factors, estimates property value, and investigates complaints on assessments from property owners.
    • Researches, prepares, and presents appraisals for Assessor Level appeal hearings. Participates in the valuation process by confirming components and/or other relevant property characteristic data and reviewing valuation and error reports to identify and make necessary adjustments and corrections.
    • Prepares reconciliation of property value discrepancies by preparing Notice of Claims, Notices of Corrections, and similar change documents based on the collection and analysis of additional information.
    • Provides customer service by researching taxpayer problems and questions and providing answers and information on routine to moderately complex property appraisal matters.
    • Performs other job-related duties as assigned.


    Minimum Qualifications

    Education:
    High school diploma or equivalent.

    Experience:
    A minimum of two (2) years of general office, appraisal, construction, and/or related experience.

    Additional Requirements:
    Must possess a valid Arizona driver’s license.
    Must obtain Level I Department of Revenue (DOR) Appraisal Certification within two (2) years of employment.
    Must meet continuing education requirements to maintain DOR Certification.

    Other Skills

    Required Knowledge, Skills, and Abilities:

    Knowledge of:
    • Government codes, regulations, and laws, including the Revenue and Taxation Code, relevant portions of the State Constitution, zoning laws, and other laws and regulations as they apply to appraisal of real property for tax assessment purposes.
    • Methods, procedures, and terminology used in establishing current value of all types of real property.
    • Material and craftsman quality, cost of construction, and residential building types.
    • Effect of economic trends on the value of existing residential real property and the cost of new construction and renovation.
    • Business English, spelling, grammar, punctuation, and composition.
    • Clerical office practices and procedures.
    • Research techniques and report writing.
    • Current Microsoft Office software.
    • Filing and recordkeeping.

    Skill in:
    • Simple mathematical calculations such as addition, subtraction, multiplication, division and computing percentages and measurements.
    • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
    • Establishing and maintaining effective working relationships with employees, other agencies, and the public.
    • Organization and adherence to detail.

    Ability to:
    • Work in hazardous conditions such as active construction sites and work in a variety of weather conditions with exposure to the elements.
    • Meet production requirements and goals on a consistent basis.
    • Extract and interpret information from a variety of sources such as blueprints, sketches, legal property descriptions, charts, tables and socio-economic trends in order to determine proper tax assessment valuations.
    • Separate land and improvement values for assessment roll as required by revenue and taxation code; reconciles land and improvement valuations in establishing equity in assessments.
    • Compile and record data related to appraisal of real property, including narrative reports, charts, tables, detailed property descriptions, measurements, and classification of improvements.
    • Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
    • Keep management informed of key operating issues affecting the department.
    • Remain current in knowledge required to perform assigned duties.
    • Meet production goals on a regular basis.
    • Handle confidential matters and maintain discretion always.
    • Work professionally and effectively with co-workers, property owners, and the public.
    • Act with courtesy, tact, and diplomacy.

    Work Environment:
    The work environment is associated with an office and field environment year-round in all weather conditions and includes exposure to loud noise, dust, fumes, mist, and chemicals. This is a highly public position where contact with public may be in challenging situations.

    Physical Requirements:
    Ability to stand or sit for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 30 pounds.
