    The Office of Emergency Services (OES) , is recruiting for a Supervising Emergency Services Officer (SESO) . SESO's supervise staff and coordinate programs provided by OES. The SESO will work in conjunction with other response agencies in developing and refining policies and procedures to provide emergency planning, mitigation, response, and recovery activities.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Prior to appointment, applicants must successfully pass a background check, including fingerprinting, verification of employment history and education, and physical exam/drug test.

    Travel: Statewide and nationwide travel is required. Travel throughout the County is also required, and employees may be required to make provisions for local transportation (mileage reimbursement is available at current IRS rates). A valid California Class C driver license and proof of automobile liability insurance must be maintained for the individual providing the transportation.

    Certifications: Specialized certifications may be required, depending on assignment.

    Minimum Requirements

    Candidates must meet both the Education requirement AND one of the Experience options (or relevant substitution) listed to qualify.
    Education: Bachelor's degree in Emergency Management, Public or Business Administration, Police, Fire Safety, Behavioral/Social Science, or other closely related field.
    Experience:
    Option 1 : Three (3) years of experience in an emergency services environment, with responsibilities as an emergency services officer or coordinator (similar to an OES Emergency Services Officer), for a public or private enterprise (such as federal, state, county, or city emergency services, or medical or large employer with a dedicated emergency response department). Experience must include a minimum of two (2) years of lead or supervisory experience.
    OR
    Option 2 : Three (3) years of public sector administrative experience with responsibility for professional-level duties in the following areas: program coordination; strategic/organizational planning; budget/grants/contracts administration; development/implementation of policies and procedures; overseeing compliance with regulations; making recommendations based on organizational research/analysis; or other related experience. Experience must include a minimum of two (2) years of lead or supervisory experience.

    Substitution for Education: Two (2) additional years of qualifying experience may substitute for the required education.
    Substitution for Lead/Supervisory Experience:

    Two (2) years of professional-level project management experience may substitute for the required lead/supervisory experience. Qualifying project management experience must include responsibility for performing duties such as developing/implementing project plan, establishing project timelines and priorities, monitoring progress, and leading project team members for professional-level projects.

    NOTE: Ensure your work history clearly details qualifying experience and responsibilities, as well as any supervisory, lead worker, or project management duties.

    Desired Qualifications

    The ideal candidate will possess:
    • Five years of experience in an emergency services environment.
    • Five years of experience working with federal and/or state grants.
    • Three years of experience managing or coordinating volunteer programs including providing training and public outreach.
    • Three years of experience in program development and implementation.
