The JobSan Bernardino County is recruiting for Personnel Technicians, who are assigned to County departments and liaison with Human Resources to process personnel transactions for their assigned departments Responsibilities may include: coordinating list referral requisitions; processing new hires; answering inquires and explaining personnel rules, policies and procedures; and assisting with recruitment and attending outreach events.
There are current vacancies in Children and Family Services and Sheriff's departments. T he resulting eligible list may be used for future vacancies in other programs and/or departments as needed.

Minimum RequirementsEducation: An Associate's degree or equivalent completed college coursework (60 semester units) in business or public administration, behavioral science, human resources management, organizational psychology, statistics, or a closely related field.
A list of coursework or transcripts (unofficial are acceptable) must be submitted with application if degree (as above) has not been conferred.Qualifying degrees or coursework must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. In addition, degrees completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at a college or university accredited by an accrediting association recognized by the United States Department of Education.
-AND-Experience: One (1) year of full-time experience in performing personnel, human resources or employment services functions, which included responsibility for personnel processes such as recruiting, hiring or onboarding, explaining rules and regulations or policies and procedures, public contact experience, and using computer based systems (i.e., databases, word processing, spreadsheets, or Internet) to assist employees and the public with personnel, employment, and benefits related processes and questions.
Substitutions:1) One (1) year of additional qualifying experience may substitute for the required education on the basis of 1 year of experience for 1 year of education (e.g., 12 months of additional experience substitutes for 30 semester units).
2) A Bachelor's degree in one of the qualifying areas may substitute for 6 (six) months of the required experience.
Desired QualificationsThe ideal candidate will possess a Bachelor's degree or higher, three (3) years of experience supporting human resources functions, and have strong technical skills, including experience with Microsoft Word and Excel, EMACS (PeopleSoft) HRIS, and applicant tracking systems. Advanced experience working with Microsoft Access or similar databases and experience with Power BI are highly desirable for the Children and Family Services department.
