    The City of Ventura is now accepting applications for the position of Fire Engineer (Promotional Only).

    The Fire Engineer works under the general supervision of the Fire Captain and is responsible for responding to fire suppression and/or other emergencies by driving and operating fire apparatus and rescue equipment. Additionally, the Fire Engineer is responsible for the operational readiness of all company fire apparatus and equipment; perform inspection and code enforcement assignments for fire prevention and building safety; and participate in fire and life safety educational programs.

    Duties may include, but are not limited to, the following:

    Drives fire apparatus to location of fire and/or other emergencies involving vehicle accidents, hazardous material accidents, rescue of trapped victims, and medical aid; operates fire apparatus ensuring proper set-up and appropriate hose lays; provides for safe operating water pressure to suppress fire; operates rescue equipment to free trapped victims; administers medical treatment to ill or injured persons.

    Inspects and tests fire apparatus and other equipment for mechanical, hydraulic, and electrical condition for operational readiness; performs maintenance and minor repair as necessary; updates maintenance records; reports need for repairs; communicates operational readiness of apparatus and equipment; conducts inspections of structures for conformance with fire and life safety laws and regulations; responds to citizen complaints; participates in physical conditioning program; participates in drills; assists with the training of firefighters.

    Participates in special assignments/projects as assigned by Fire Captain; in the absence of the Fire Captain, may assume the basic duties and responsibilities of the Fire Captain; performs general maintenance of Departmental facilities; and performs other related work as required.

    Position Qualifications
    • Knowledge of: emergency response driving methods; fire pumping apparatus and equipment and their use; Department rules, regulations and operational procedures; fire suppression tactics and strategy; street and hydrant locations in an assigned district; the principles of hydraulics; fire hazards and hazardous materials; emergency medical treatment; CPR; basic hand tools; fire codes and ordinances; rescue practices and procedures; basic automotive mechanics; fire prevention methods and principles.
    • Ability to: operate and drive fire apparatus safely under emergency and non-emergency situations; react quickly and calmly to emergency situations; exercise sound judgment in responding to fire suppression situations; exercise initiative in completing assignments; establish and maintain effective working relations with other department/agency representatives, co-workers, and the public; interpret and apply legal and administrative policies related to fire safety and prevention functions; inspect buildings, recognize and determine fire hazards; communicate effectively in written and verbal form, exercise agility and strength to do prolonged and arduous work in fire suppression and rescue activity; work shifts, weekends, and holidays.
    • Physical: Must be physically capable of performing all tasks required of a Ventura Firefighter including rigorous activities associated with emergency operations and meet California Department of Motor Vehicle visual acuity standards necessary to maintain required licenses. Fitness will be initially determined by physical ability testing and medical evaluation.


    License/Certificates

    License:Possession of a current and valid California Class B (or higher) Firefighter driver's license with tank and air brake endorsement OR a valid California A, B, or C license with a Firefighter "F" endorsement is required.

    Certificates: The following certificates are required:
    • Current and valid EMT-1 or EMT-P certification in Ventura County
    • Current and valid Ventura City Fire Department Relief Driver certification prior to application
    • Current and valid Ventura City Fire Department post promotion Engineer Task Book certification is required prior to completion of the twelve-month probationary period
    • Valid State of California Fire Apparatus Driver/Operator 1A and 1B certificates are highly desirable


    Minimum Qualifications

    30 months of full-time paid firefighting experience with the City of Ventura Fire Department and possession of required license and certificates or 48-months of full-time paid firefighting experience with at least 24-months of full-time paid firefighting experience with the City of Ventura Fire Department, and possession of required licenses and certificates.

    Examination Process:

    The exam process will consist of thethree scored exam componentsoutlined below. Each exam component must be completed and passed to move to the next exam component.

    I - WRITTEN EXAM (pass/fail)

    Date: April 1, 2025, at 0900. (Public Safety Training Room)

    Candidates who meet the minimum qualificationsas outlined in this job bulletinwill be invited to participate in a written examination. The written examination is designed to evaluate a candidate's knowledge in areas required at the Engineer level. Suggested study materials for the written examination include, but are not limited to:
    • Hydraulic problems, based on Pumping and Aerial Apparatus Driver / Operator Handbook. IFSTA, 3rd Edition (2015)
    • Pumping and Aerial Apparatus Driver / Operator Handbook. IFSTA, 3rd Edition (2015)
    • Essentials of Firefighting. IFSTA, 7th Edition (2019)
    • Emergency Response Guidebook. U.S. Department of Transportation (2020)
    • Ca. DMV Commercial Handbook (Section 2: Driving Safely, Section 4: Transporting Passengers Safely, Section 5: Air Brakes)


    Additionally, for the Performance Exam:
    • VEN Hydraulics chart
    • Ca. DMV Commercial Handbook (Section 11: Vehicle Inspection Test) and (Section 12: Basic Control Skills Test)

    II - DRIVING EXAM (pass/fail)

    Date: April 8th and April 9th, 2025 (Location to be announced)

    Candidates will be required to demonstrate proficiency driving a fire apparatus in accordance with Department procedures. Candidates must meet the required standards to pass this exam component and move to the next exam component.

    III - PUMPING EXAM (pass/fail)

    Date: April 8th and April 9th, 2025 (Location to be announced)

    Candidates will be required to identify, operate, and describe the function of specific parts of selected apparatus, and demonstrate their ability and knowledge of equipment operations in accordance with department procedures.Candidates must meet the required standards to pass this exam component and move to the next exam component.

    Candidates will be required to read and acknowledge that they understand the instructions for each exam component. If there are any questions, they need to be brought forward before the exercise begins.

    CERTIFICATION TO ELIGIBILITY LIST

    The names of candidates completing and passing all exam components, as stated above, will be certified on an eligibility list.

    Fire Department Selection Process:

    Hiring Selection Committee Interview: April 15th and April 16th, 2025

    Candidates named to the eligibility list will be invited to participate in department selection interviews conducted by a Hiring Selection Committee. The Hiring Selection Committee interview will include an emergency simulation and will also focus on personal attributes not previously evaluated in the exam process that are typically asked during the Chiefs interviews to evaluate a candidate's qualifications and ability to succeed.

    Immediately following the department selection interview, the Hiring Selection Committee will evaluate candidate responses to all questions and will review a summary of how each candidate performed in the four components of the exam process. Based on this information, the Hiring Selection Committee will reach consensus on a ranked order-of-promotion list and will forward this list, as well as comments and observations determining this ranked order, to the Fire Chief.

    The Fire Chief will promote in the recommended ranked order during the period in which the Eligibility List remains active, unless there are unusual circumstances such as documented disciplinary actions or prior "below standard/needs improvement" performance evaluations. In instances such as these, the Fire Chief, at their discretion, will consider the severity of the unusual circumstances and may decide to deviate from the ranked order.

    The Fire Chief will be available to meet with each candidate to review the ranked order and to provide general feedback relative to his or her individual performance in the selection process. If the Fire Chief chooses to not promote in the ranked order during the period of the Eligibility List, the affected employee(s) will be notified as to the specific reasons they will not be promoted at the current time.
