    WHAT WE OFFER
    The County of Ventura offers an attractive compensation and benefits package that includes:
    • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree or 5% for completion of a graduate's degree.
    • Bilingual Incentive - Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II) or $1.32 per hour (Level III).
    • Flexible Workweek/Telework Schedule - We support a work/life balance by offering compressed work (e.g., 9/80 workweek) and remote hybrid telework schedules for some positions subject to organizational needs and satisfactory performance.
    • Annual Leave Accrual - New regular, full-time employees in this classification will earn 208 hours per year, increasing to 288 hours after 5 years of service.
    • Annual Leave Redemption - An employee may elect to "cash in" or redeem up to 100 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
    • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
    • Health Plans - Full time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
    • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care expenses.
    • Pension Plan - Participation in the County's defined benefit pension plan, which has reciprocity with CalPERS.
    • Holidays - 12 paid days per year which includes a scheduled floating holiday.


    The PUBLIC WORKS AGENCY, Water and Sanitation Department operates 24 hours a day, 365 days a year to serve the public and is responsible for the administration, customer service, billing, operation, maintenance, design, construction and inspection of water and sewer systems: specifically four potable water systems, seven sewer collection systems, three wastewater treatment plants and one recycled water system.

    THE POSITION
    Under limited direction, the Wastewater Services (WWS) Superintendent plans, manages and directs resources, including personnel and equipment required for the operation, maintenance, and repair of wastewater services throughout the Public Works Agency - Water and Sanitation Department service areas; and performs related duties as required.

    DISTINGUISHING CHARACTERISTICS
    WWS Superintendent is the first-level management classification within the Water and Sanitation Department and is characterized by the responsibility to manage either the water or wastewater services sections. Employees in this classification supervise subordinate-level, first-line supervisors, who have day-to-day responsibility for assigned section activities. The WWS Superintendent differs from the WWS Supervisor by having overall management responsibility over the wastewater service areas.

    PAYROLL TITLE: Water/Wastewater Services Superintendent

    Water/Wastewater Services Superintendent is a Management classification and not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Manages the operation and maintenance of wastewater, treatment, recycled water distribution system, pipelines and customer service; develops strategies, work plans and process/system improvements.
    • Uses a variety of computer programs including work management systems, Supervisory Control and Data Acquisition (SCADA) System, spreadsheet, word processing, etc. to perform job duties.
    • Performs asset management; allocates and monitors budgeted resources; approves expenditures; provides budget recommendations; and administers contracts.
    • Determines priority of maintenance activities; manages, assigns and directs personnel and equipment through subordinate supervisors.
    • Monitors and inspects maintenance projects; reviews design plans related to operation and maintenance; coordinates with, monitors and oversees work of outside contractors and bid proposals; and assists with final inspection of construction projects prior to assuming operation and maintenance.
    • Interviews and selects staff; supervises, evaluates and trains staff; recommends & takes action on personnel matters; ensures compliance with rules and regulations and Memorandums of Agreement (MOA).
    • Implements and maintains safety program in compliance with Occupational Safety and Health Administration (OSHA) requirements and County policies; identifies preventive measures; and oversees compliance of U.S. Department of Transportation requirements for drug and alcohol testing.
    • Investigates wastewater system complaints and recommends solutions; functions as liaison to agencies, cities, etc.; and coordinates projects with local jurisdictions.
    • Prepares reports and maintains records as required.
    • Responds to and directs operations during emergency situations; prioritizes equipment and material; requisitions contractors; coordinates response with other agencies.
    • Maintains and tracks compliance with applicable federal and state regulatory requirements including the Regional Water Quality Control Board.
    • Plans, coordinates, directs and reviews process control activities to ensure compliance with permit requirements.
    • Serves and reports as “Chief Operator” for all department wastewater district permits to the Regional Water Quality Control Board.
    • Performs other related duties as required.


    Typical Qualifications

    These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING and EXPERIENCE
    Requires two (2) years of experience equivalent to a Water/Wastewater Services Supervisor; OR the equivalent to a Bachelor's degree in business administration, public administration, chemistry, microbiology, environmental science or related field of study and five (5) years of related experience in the wastewater field, including two (2) years of supervisory experience.
    NECESSARY SPECIAL REQUIREMENTS
    • Must possess and maintain a valid Wastewater Treatment Operator Grade 4 certificate issued by the California State Water Resources Control Board;
    • Must possess and maintain a valid California Class C driver's license;
    • Must be able to respond to on-call or emergency situations, which may arise at any time, including evenings, weekends, holidays, etc.;
    • Must be able to travel to different work sites over a large geographic area;
    • Must be able to stand, walk on uneven terrain, kneel, crouch, climb, work at heights and depths, stoop, twist, climb, and lift and move heavy objects weighing fifty (50) pounds or more;
    • Must be able to use proper work safety precautions/procedures, as assignments may involve exposure to various weather and environmental conditions, vibration, confined spaces, chemicals and infectious materials, hazardous gases, mechanical and electrical hazards, raw sewage, and water/wastewater effluents; and
    • Strong communication skills, both written and verbal. Skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

    KNOWLEDGE, SKILLS and ABILITIES
    Extensive knowledge of: federal and state rules and regulations, environmental restrictions and required state permits and certificates applicable to work methods; design and construction methods and practices; emergency response procedures; regulation and use of chemicals used for wastewater treatment; operation, maintenance and SCADA monitoring systems; personnel, safety practices, equipment, materials, procedures, and methods used in the operation and maintenance of a wastewater section/unit; management principles and practices; budgetary management and accounting systems; principles and practices of employee supervision, training and evaluation; Memorandums of Agreement and Personnel Rules and Regulations.

    Demonstrated ability to: plan, manage, organize, prioritize activities for the operation and maintenance of wastewater systems, equipment, and facilities; select, train, supervise and evaluate staff; develop operating budgets; make calculations for process parameters, testing sample analysis, process control orders, plans and specifications, maps and project costs; make decisions in emergency situations; recommend solutions to problems; respond effectively to complaints such as sewer system overflows; effectively utilize computer applications and software including email, word processing, spreadsheets, web-based applications and SCADA system; communicate clearly and effectively, both orally and in writing; and establish and maintain effective working relationships.

    SUPPLEMENTAL INFORMATION
    Work is performed primarily in an office environment and may include travel to and from construction and maintenance sites, which may involve working near equipment or machinery.

    TRAINING and EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

    NOTE: The selection process will likely consist of an Oral Examination, which may be preceded by or replaced with a score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool.     ORAL EXAMINATION - 100%: A job-related oral examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

    ELIGIBLE LIST:
    Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary, and Fixed-term), Extra Help and Intermittent vacancies for these (or similar) positions only.
