    DESCRIPTION

    Under general direction, this management position oversees the Parks Maintenance and Streets Maintenance divisions, ensuring the safe operation, maintenance, and enhancement of City parks, public spaces, and transportation infrastructure. This role involves developing, supervising, evaluating, and actively participating in various programs and activities related to the construction, maintenance, repair, and improvement of:

    • City parks, open spaces, athletic fields, landscaped areas, play structures, municipal pool, recreation centers, and related public facilities.
    • City streets, sidewalks, traffic signage/signals, curbs, gutters, striping, street sweeping, storm sewers, and creeks.
    • Contracted construction and maintenance projects, ensuring quality and compliance.


    The Superintendent of Parks and Streets Operations is responsible for long- and short-range planning, budgeting, and the oversight of capital improvement projects. This role requires coordinating activities with other City departments, outside agencies, and stakeholders while providing complex administrative support to the Director of Public Works and the Director of Community Services.

    This position reports directly to the Director of Public Works and supervises lead, hourly, part-time, seasonal, and volunteer Parks and Streets Maintenance personnel.

    JOB REQUIREMENTS

    • Participate in the development and administration of the Parks Maintenance and Streets Maintenance divisions' budgets; forecast additional funds needed for staffing, equipment, materials, and supplies; monitor expenditures and inform the Director of any budget related issues.
    • Administer and oversee the functions of the Streets Maintenance division, including but not limited to sidewalk repair, street signage repair, pothole repair, street striping and legend painting, and tree pruning and planting programs.
    • Administer and oversee the functions of the Parks Maintenance division, including but not limited to the planning, direction, and coordination of a comprehensive maintenance and Capital Improvement Program for parks, irrigation systems, and open spaces.
    • Identify Parks and Streets Maintenance divisions needs, priorities, and objectives, and make recommendations on appropriate techniques and operations.
    • Select, train, motivate, and evaluate personnel; provide or coordinate regular safety and work technique training sessions and other trainings as needed; work with employees to correct deficiencies.
    • Keep records of all training, materials application, equipment maintenance, pest outbreaks, and weather events.
    • Coordinate and provide assistance with other City departments, outside agencies, and the public as needed, and respond to citizen complaints and inquiries.
    • Work flexible hours, including weekends and holidays.
    • Perform other duties as assigned.


    MINIMUM QUALIFICATIONS

    Knowledge of:
    • Supervisory practices for cultivating, watering, and maintaining hedges, lawns, trees, and shrubs in parks, open spaces, and street areas.
    • Supervising and participating in grounds construction projects, including rock masonry and cement work.
    • Overseeing and performing general building maintenance tasks, including carpentry, electrical repair, plumbing, irrigation systems, and swimming pool facilities.
    • Managing and participating in street sweeping, minor street and sidewalk maintenance, tree care, street striping, and storm drain maintenance.
    • Principles and techniques of effective supervision, training, and employee evaluation.
    • Methods, tools, materials, and best practices used in park and building maintenance.
    • Procedures for cultivating, fertilizing, watering, and pest control for trees, shrubs, flowers, and ground covers.
    • Characteristics and appropriate application of fertilizers, soil conditioners, herbicides, and pest control substances.
    • Operation and maintenance of irrigation systems, including wells, pumps, and automatic controls, as well as drainage control techniques.
    • Identification and treatment of common plant and tree diseases.
    • Proper operation and maintenance of power mowing equipment and related tools.
    • Workplace safety practices and protocols.
    • Budget preparation, monitoring, and adherence to financial policies.
    • Effective interpersonal and communication strategies.
    • Basic computer skills for creating reports and documenting information.

    Ability to:
    • Skillfully operate a variety of tools and equipment relevant to maintenance and repair tasks.
    • Communicate effectively, both orally and in writing.
    • Supervise, train, and evaluate employees to foster a productive team environment.
    • Interpret and execute oral and written instructions accurately.
    • Analyze situations, identify potential issues, and implement effective solutions.
    • Establish and maintain cooperative and effective working relationships with staff, community groups, City officials, and other agencies.
    • Perform physically demanding tasks, including lifting up to 50 pounds.
    • Stand for extended periods and navigate uneven or steep terrain as required.
    • Bend, stoop, and perform repetitive physical movements related to maintenance duties.
    • Work efficiently in extreme weather conditions.


    Experience :

    Five years of progressively responsible experience in park, street, or grounds maintenance, with at least two years in a supervisory capacity.

    Education:

    A bachelor’s degree in Agronomy, Horticulture, Construction Management, Civil Engineering, or a related field is preferred. Equivalent professional experience may substitute for formal education. Emphasis on turf grass management is a plus.

    Special Requirements:
    • Possession of a valid Class C California Driver's License.
    • Bilingual (English/Spanish) abilities are highly desirable.
