    Position Overview:
    The HR Advisor will focus on workers compensation and leave administration case management for both sworn and civilian employees. This position works with a team to process requests for various leave programs and benefits including, but not limited to FMLA , donated/shared leave, short-term and long-term disability, return to work, and limited duty. This position will process the full cycle of workers compensation claims including all DWC forms, limited duty, civilian wage continuation and line of duty leave. Additionally, this position will provide training on workers compensation, FMLA and various HR-related programs.

    ATCEMS HR works as a collaborative team; therefore, the person in this role will on occasion have opportunities for exposure to several HR-related program areas including, but not limited to Benefits and Talent Acquisition, amongst other general HR facets.

    About EMS :
    The Emergency Medical Services department is responsible for managing critical time-sensitive life-threatening emergencies. While most of the assistance EMS gives to the community is medical in nature, everything we do is about service: service to our patients, their families and loved ones; service to our community; and service to the people who make up Austin-Travis County Emergency Medical Services.

    A hybrid work schedule is available for this position. The person selected for this position will be required to work in office full-time during a training period. Performance will be evaluated at the conclusion of the training period to determine hybrid schedule.

    • Experience working in a Civil Service Public Safety ( EMS , APD , AFD ) environment; and applying TX Local Government Code Chapter 143 and ATCEMS Meet and Confer Agreement provisions and processes, particularly related to leaves.
    • Experience with administration of leave programs including FMLA , donated/shared leave, short-term and long-term disability, return to work, and limited duty for both uniformed and civilian staff.
    • Experience with the ADA reasonable accommodation process, Leave of Absence, Leave Bank, and Paid Parental Leave for both uniformed and civilian staff.
    • Experience working in a team environment and effectively collaborating daily with coworkers; and skilled in developing trust with team members.
    • Skilled in effectively communicating with all employee levels clearly and respectfully with tact and diplomacy.
    • Proficiency in Microsoft Office including Word, Excel and Outlook.
    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    Assists HR management in planning, designing, developing, implementing, and evaluating major HR programs. Serves as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and with applicable regulations, programs, policies, and procedures. Implements HR programs, procedures, processes, and strategies. Recommends enhancements to improve policies, procedures, operational efficiency, and service quality; and monitors implementation of agreed upon actions until the problem has been resolved. Advises and influences management in making sound HR-related decisions. Identifies, analyzes, and recommends solutions for various HR problems using morale indicators and other personnel measurements, such as, but not limited to, surveys, turnover, and grievances; and presents recommendations for corrective action programs when needed. Provides training to managers and supervisors on HR topics and procedures. Researches, gathers, analyzes, and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; and develops and maintains management reporting to support decision making and policy development. Monitors and maintains system data, files, records, and reporting; transmits program data files to vendors; develops, monitors, and implements information tracking systems.

    City Government
