Sr Director, Provider Network Strategy (Sr Director)
CalOptimaCalOptima Health is seeking a highly motivated an experienced
Sr Director, Provider Network Strategy (Sr Director) to join our team. The Sr Director (Provider Network Strategy) will be responsible for developing and executing opportunities for CalOptima Health to expand its provider network to enhance access to care and quality of care for members across all lines of business. The incumbent will direct and lead the exploration of new opportunities and partnerships, develop innovative contracting models and provide overall leadership in execution of new contracts. The incumbent will also assist in the oversight and on-boarding of new health networks and Management Services Organizations. The incumbent will effectively partner across CalOptima Health's departments and leadership and will cultivate meaningful relationships with the Orange County provider community.

- Salary Grade: 324 - $216,737 - $346,778 ($104.20 - $166.7201)
- Work Arrangement: Partial Telework

Duties & Responsibilities: - 50% - Leadership Functions
- Cultivates and promotes a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
- Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short- and long-term goals/priorities for the department.
- Provides leadership, manages and grows department staff through selection, orientation, training, performance goal setting, performance review and development.
- Oversees staffing model, budget plan and monitoring of resource allocation for the team.
- Develops, implements and maintains policies, procedures and standards for the department.
- Manages through developing and growing capabilities of the workforce, leading day-to-day operations and developing annual project budgets.
- 45% - Program Oversight
- Directs and leads provider network strategy development across CalOptima Health's lines of business.
- Identifies and develops network expansion opportunities that are consistent with CalOptima Health's mission, vision and values.
- Facilitates leadership and staff level discussions related to opportunities, risks and work effort.
- Works across the organization to develop detailed strategies and roadmaps to meet the needs of lines of business leadership, quality performance and compliance.
- Conducts research and informs Network Operations and executive leadership of industry practices and trends, competitive landscapes and outcomes.
- Partners with the Operations Management and Finance departments to thoroughly model opportunities.
- Builds and develops relationships with community stakeholders to identify opportunities for new partnerships and models.
- Collaborates with Network Operations and other internal departments to identify network gaps and inefficiencies and develops proposals to strengthen the network.
- Functions as the business lead to execute projects on time and within budget.
- Partners with legal services to ensure provider contracts follow legal, regulatory and financial requirements and protect CalOptima Health from unnecessary risks.
- Collaborates with the Strategic Development and Government Affairs departments to inform and develop policies that support CalOptima Health's mission and values.
- 5% - Completes other projects and duties as assigned.
Minimum Qualifications: - Bachelor's degree in business administration, health care administration, public administration, public policy or public health PLUS 7 years of experience in provider network management required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.
- 4 years of management/supervision experience required.
- Experience with large scale network development/expansion efforts for Medicare or individual commercial market required.
Preferred Qualifications: - Master's degree in business administration, health care administration, public administration, public policy or public health.

- Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.
