    Sr Manager, IT Strategy (Sr Manager IV)

    CalOptima Health is seeking a highly motivated an experienced Sr Manager, IT Strategy (Sr Manager IV) to join our team. The Sr Manager for Information Technology (IT) Strategy will be responsible for providing critical technical leadership along with management oversight of the following functions within the Information Technology Services department: strategy, project portfolio management, vendor management, financial management and operations analysis. The incumbent will provide day-to-day leadership to a small team responsible for constructing and monitoring the execution of strategy, ensuring the department's project portfolio aligns with the business priorities and budget, optimizing vendor management in alignment with procurement procedures, managing and optimizing the budget, and driving change within the department. The incumbent will report to and provide updates to the Chief Information Officer on team progress, project health and status and overall challenges. The incumbent is a member of the department's senior leadership team. The incumbent will work closely with all teams, including application development, enterprise architecture and infrastructure, and will ensure collaboration and clear communication of strategy construction and progress, project status, vendor processes, budget target achievement and operational improvements. Additionally, the incumbent will work closely with external vendors and technology partners to support all services they are responsible for, including ServiceNow configuration and optimization to support the department's labor management.

    Position Information:
    • Department: ITS- Infrastructure
    • Salary Grade: 319 - $209,160 - $257,458 ($77.35 - $123.7635)
    • Work Arrangement: Partial Telework

    Duties & Responsibilities:
    • 50% - Leadership Functions
      • Cultivates and promotes a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
      • Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short- and long-term goals/priorities for the department.
      • Manages all aspects of the following functions within the department: strategy development and monitoring of progress, project portfolio management, vendor management, financial management and operations analysis.
      • Designs and implements short- and long-term plans and solutions to optimize the performance of the assigned functions.
      • Hires, manages, trains, reviews and sets goals for the team.
      • Provides general oversight and management of individual tasks or projects as assigned and provides specific direction as needed.
      • Manages and provides direction and leadership to a team of configuration specialists and analysts.
      • Collaborates with the CIO in departmental budgeting activities.
      • Collaborates on setting and measuring department goals, objectives and key performance indicators (KPIs) that demonstrate the teams' performance and lead to operational excellence and continuous improvements.

    • 45% - Program Support
      • Plans, executes and provides ongoing support for all processes within the assigned functions.
      • Implements detailed project plans to manage timelines, tasks, resources and dependencies.
      • Establishes and implements best practices for installing, configuring, managing, operating and supporting technology solutions within scope for this role including IT capacity management in ServiceNow and alignment with budget/finance tech.
      • Collaborates and leads the efforts of internal stakeholders and third-party vendors and assures that integrated solutions are provided to meet the organization's needs.
      • Collaborates with stakeholders and develops a working knowledge of existing business processes to understand and assess the impact of changes and contribute to transition planning.
      • Administers post-implementation monitoring processes to measure the results of changes and make necessary adjustments.

    • 5% - Completes other projects and duties as assigned.

    Minimum Qualifications:
    • Bachelor's degree PLUS 10 years of progressive, applicable, technical experience in implementing and managing project portfolio and labor management tools, managing the financials for an IT team of 150 or more associates, managing a variety of IT vendors and/or collaborating on IT strategy required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.
    • 2 years of IT leadership experience supervising/managing staff required.
    • 5 years of IT experience for a health plan required.
    • Vendor management experience required.
    • Project management experience required.

    Preferred Qualifications:
    • Bachelor's degree in computer science or related field.
    • Experience with ServiceNow SPM and other modules.

    • Develop rapport and establish and maintain effective working relationships with CalOptima Health's leadership and staff and external contacts at all levels and with diverse backgrounds.

    • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

    • Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.
    • Employee will occasionally work outdoors in varied temperatures.
