Water and Sanitation Division is recruiting for
Utilities Services Associates within the
Developmental Services Unitwho are responsible for researching and processing land use and water/sewer permit applications, interpreting codes, ordinances and regulations to the public, researching planning data, parcel maps, and water/sewer infrastructure maps, writing water/sewer availability (will-serve) letters, issuing water/sewer permits, issuing construction meters and permits, taking customer and developer calls.
Duties, depending on level, may include, but are not limited, the following:
- Reviews development or construction plans and applications for completeness, accuracy, and conformance to regulations, completes initial processing of applications and calculates fees
- Performs sewer fixture unit counts, calculates equivalent dwelling units (EDUs), and calculates internal and external fees.
- Informs developers, contractors, builders and public on matters pertaining to water and sewer regulations, ordinances, requirements, easements, and plot plans.
- Issues permits for water/sewer connections
- Sets up customer accounts in the billing system and tracks services for activation
- Issues work orders to field technicians and closes work orders once completed.
- Collects fees in the form of cash, checks, and credit cards, verifies credit cards, and issues receipts
- Research easements, reviews easements, and informs developers, contractors, builders, and public on matters pertaining to required private and public easements
- Informs developers, contractors, builders and public about maintenance bonds and reimbursement agreements for installations of water/sewer main pipelines
- Researches legal descriptions, property ownership and land use with regards to water and sewer services using maps, computer, assessor records, and County Recorders records
- Attends and participates development services meetings, project management meetings, advisory councils, and community meetings and may prepare maps and displays for meetings
- Prepares reports, correspondence, tracking spreadsheets, procedures, and other documents as required.
- Provides vacation and temporary relief as required.

CONDITIONS OF EMPLOYMENT Travel: Travel throughout the County may be required. A valid California Class C Driver License and proof of automobile liability insurance must be provided at time of hire and maintained throughout employment.
Background: A successful background check is required prior to assignment.

Minimum RequirementsExperience: One (1) year (full-time equivalent) office experience, with primary responsibility for performing fiscal transactions, billing, and clerical duties utilizing computer programs, with extensive public contact. Typical duties would include responsibility for fiscal computations, cash handling, billing documents or use of billing software, written notifications, related computer programs, and high-volume customer interaction to process payments, answer questions, and explain policies and procedures. (
NOTE: Cashiering and sales experience is not considered qualifying.)
NOTE: Ensure your work history clearly details your qualifying experience as noted above, including any specific experience and responsibilities with billing records and documents, accounts payable/receivable (including computer billing system used), explaining/enforcing policies and procedures, and all computer programs used.
Desired QualificationsThe ideal candidate will be proficient in Microsoft Word, Excel, and Outlook, as well as in using and maintaining a computerized billing/accounting system. Experience working within a utility service company or in a banking environment performing customer service, cash handling, balancing cash drawers, resolving customer issues, and general banking transactions is highly desirable.
